Bilateral trade maintains positive growth momentumThe year 2025 marks the 75th anniversary of diplomatic relations between Vietnam and the Russian Federation. In 2012, the two countries elevated their ties to a Comprehensive Strategic Partnership. Building on a longstanding tradition of friendship, economic and trade cooperation between the two nations is gradually regaining growth momentum, opening up new opportunities for businesses on both sides.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2026/06/18/screenshot-2026-06-18-at-144053-14434174.png" alt="Coffee remains one of Vietnam’s key export commodities to the Russian market. Photo: VNA</figcaption></figure>According to the Vietnam Customs, bilateral trade between Vietnam and Russia reached USD 4.77 billion in 2025, up 4% from 2024. Vietnam’s exports totaled nearly USD 2.26 billion, down slightly by 3.2%, while imports from Russia rose 11.6% to USD 2.51 billion. This growth trend has continued into 2026. In the first four months of the year, two-way trade reached USD 1.72 billion, an increase of 9.22% compared with the same period last year.The trade structure between the two countries remains highly complementary. Vietnam exports a wide range of agricultural products to Russia, including cashew nuts, coffee, rubber, and pepper, alongside textiles and garments, seafood, electronic components, and mobile phones. In return, Vietnam imports essential production inputs from Russia such as wheat, chemicals, pharmaceuticals, automotive equipment, coal, fertilizers, and plastic materials.These results indicate significant untapped potential in bilateral trade, particularly as both countries benefit from favorable cooperation mechanisms, logistics connectivity, and expanding business linkages.Strong potential driven by complementary trade, preferential agreements, and logistics connectivitySeveral Vietnamese export categories to Russia posted remarkable growth in 2025. Steel exports surged by 582.8%, coffee by 51%, footwear by 43.4%, and toys and sports equipment by 41.7%.In terms of value, textiles and garments remained Vietnam’s largest export item to Russia, reaching USD 504 million and accounting for 22.3% of total exports. Coffee followed with USD 462.3 million, representing 20%, while seafood exports reached USD 214.5 million.On the import side, Vietnam continued to source mainly production inputs from Russia. Coal ranked first at USD 875 million, accounting for 35% of total imports. Fertilizers followed at USD 315.2 million, while plastic raw materials reached USD 130 million. Several import categories also recorded strong growth, including other base metals, up 124.4%; ores and minerals, up 72.6%; and completely built-up automobiles, up 62.6%.Speaking at a recent trade promotion seminar on the Russian market organized by Vietnam Trade Promotion Agency under the Ministry of Industry and Trade, Le Hoang Tai, Deputy Director General of the agency, emphasized that Vietnam and Russia enjoy a traditional friendship that continues to develop positively under the framework of the Comprehensive Strategic Partnership. Economic and trade cooperation has maintained stable growth momentum.According to Le Hoang Tai, the trade structure of the two countries is clearly complementary. Vietnam’s key exports include textiles and garments, agricultural products, seafood, and coffee, while imports from Russia mainly consist of energy products and industrial raw materials. This demonstrates considerable room for expanding economic cooperation in the coming years.In particular, the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU) continues to serve as an important foundation for enhancing the competitiveness of Vietnamese goods in the Russian market through tariff preferences and trade facilitation measures. Signed in 2015 and entering into force in October 2016, the agreement has enabled most goods traded between the two countries to enjoy zero or very low import tariffs.In addition, businesses from both countries can now use the Russian ruble and the Vietnamese dong in bilateral trade settlements. Russia’s electronic visa policy, which allows Vietnamese citizens to stay for up to 15 days, has also created more favorable conditions for trade and commercial promotion activities.According to Duong Hoang Minh, Vietnam’s Trade Counsellor in Russia, Vietnam is currently Russia’s largest trading partner in ASEAN. Following a challenging period, bilateral trade has recovered significantly, reaching USD 3.6 billion in 2023, USD 4.6 billion in 2024, and approximately USD 4.8 billion in 2025.Duong Hoang Minh stressed that the potential for economic and trade cooperation remains substantial. Beyond the advantages provided by the free trade agreement, the resumption of direct flights and favorable visa policies has further strengthened connectivity. Tourism cooperation is expanding rapidly, with around one million Russian tourists expected to visit Vietnam in 2026, helping drive growth in bilateral trade in services.To capitalize on these opportunities, Duong Hoang Minh recommended that businesses make greater use of the benefits offered by the Vietnam-EAEU Free Trade Agreement and Russia’s investment incentives. He also encouraged enterprises to consider establishing representative offices in Russia to strengthen the presence of Vietnamese products, while actively participating in specialized exhibitions and trade missions organized by the Ministry of Industry and Trade and local authorities.Beyond market and policy factors, logistics is emerging as a key driver of economic cooperation between Vietnam and Russia. Vietnam Railways Corporation (VNR) noted that both countries are members of the Organisation for Cooperation of Railways (OSJD). In 2015, VNR and Russian Railways (RZD) signed a cooperation agreement to develop international intermodal rail transport and increase cargo volumes between the two countries.In recent years, VNR has continued to expand international partnerships to strengthen Vietnam-Russia transport routes. Since 2018, it has cooperated with RZD Logistics. In 2024, VNR signed an agreement with FESCO to develop multimodal transport services combining sea and rail transportation while also promoting end-to-end rail freight services.According to VNR, total cargo volume transported between Vietnam and Russia reached 688,300 tonnes in 2025, up 38% compared with 2024. Of this, rail freight from Vietnam to Russia accounted for approximately 77,900 tonnes, while imports transported by rail reached around 51,900 tonnes. As bilateral trade remains close to US$5 billion annually and Asia-Europe supply chains continue to evolve, demand for stable and efficient transport corridors is expected to increase further.Compared with maritime transport, rail offers significant time advantages, while remaining considerably more cost-effective than air freight. It is regarded as a suitable transport solution for products such as cosmetics, electronics, garments, and processed agricultural goods.Supported by strong political relations, highly complementary trade structures, preferential treatment under the Vietnam-EAEU Free Trade Agreement, and expanding logistics connectivity, Vietnam-Russia trade is well positioned for stronger growth in the years ahead. This spirit is precisely what I conveyed at the recent Shangri-La Dialogue.For ASEAN, that spirit stems from solidarity, dialogue, trust, and cooperation. This is also our starting point when initiating the ASEAN Future Forum, with the desire to contribute another open and substantive channel of discussions to supplement ASEAN's overall cooperation processes, so that we can share, connect ideas, and seek new and more practical avenues of cooperation for the region's future.On this occasion, I would like to share with you the following points:1. The world is changing, the region must think differently.The world is entering a period of profound transformation. The three major crises concerning the international order, development models, and strategic trust that we are witnessing are not happening far away, but are manifesting very clearly right here in this region.Strategic competition between major powers is becoming more intense and expanding into fundamental areas of the future such as technology, data, supply chains, and new governance standards. Artificial intelligence, big data, and quantum computing… are opening up enormous development opportunities, but also posing many new risks. Meanwhile, challenges related to climate, energy, water resources, aging population, fake news, information manipulation, and human security have increasingly direct impact on social stability and the development capacity of each nation.Traditional development advantages no longer provide the same impetus as before. Many familiar approaches fail to meet new requirements. Population size, resources, and capital remain important, but competitive advantages increasingly depend on the ability to innovate, adapt, and be ready for new development trends.This is a crucial requirement for ASEAN. Southeast Asia is a crossroads of major movements. The region has the opportunity to attract more resources, embrace supply chain shifts, develop the digital economy, step up green transition, and develop new technologies. But opportunities do not automatically translate into advantages. Opportunities only become advantages when the region has sufficient capacity to seize them, sufficient determination to innovate, and sufficient mettle to maintain a stable environment for development.Distinguished guests,2. ASEAN must safeguard its strategic assets while simultaneously innovating its operational methods.With the ASEAN Community Vision 2045, ASEAN has clearly defined its direction for the coming decades; however, this is only the starting point. In my opinion, success depends on ASEAN simultaneously doing two things. On the one hand, it must continue to preserve and promote the strategic assets accumulated over many decades: Solidarity; ASEAN's centrality; and the principle of consensus and unity in diversity. On the other hand, it must strongly innovate its "value-based mindset" so that these assets are transformed into the capacity to adapt, the capacity to act, and the capacity to organise implementation.ASEAN's strategic assets are the result of a long process of building trust, persistent dialogue, consultation, resolving differences, and seeking consensus among member states. In this new phase, ASEAN's central role can only be truly realised when it maintains solidarity, strategic autonomy, an inclusive approach, and the capacity to coordinate and shape the region's common agenda.ASEAN’s potential is enormous, but transforming that potential into real strength will require further efforts. Intra-regional integration needs to be deeper; connectivity in infrastructure, logistics, digital networks and energy systems needs to be more synchronised; development and technological gaps need to be narrowed further; and the implementation of commitments and agreements, as well as coordination in responding to common challenges, must also be strengthened more.The world is changing very rapidly; and the challenges facing ASEAN today are markedly different from those of the past. The “value-based mindset” needs to be renewed more vigorously through more flexible and effective ways of working in order to better meet emerging demands. First and foremost, there is a need to shift from a process-oriented mindset to a results-oriented mindset, so that commitments contained in documents are translated into reality. It is necessary to move from consultation as the primary approach towards more substantive coordination, enabling cooperation mechanisms to respond more swiftly to cross-sectoral and interconnected issues. Diversifying energy supply sourcesBiofuel blends such as E10, E15, E20 and higher have been widely used for many years in countries including the United States, Brazil, members of the European Union, China, Thailand and the Philippines. Their adoption reflects a broader global trend toward energy transition and emissions reduction.On November 7, 2025, the Ministry of Industry and Trade (MoIT) issued Circular No. 50/2025/TT-BCT, establishing a roadmap for blending biofuels with conventional fuels in Vietnam. Key measures included securing supplies of mineral gasoline and E100 ethanol, upgrading storage and blending infrastructure, and enhancing distribution networks to ensure E10 reaches consumers across the country.Biofuel gasoline contains ethanol produced from renewable biological feedstocks. The fuel helps reduce emissions of carbon dioxide (CO2), carbon monoxide (CO) and other pollutants during combustion, contributing to Vietnam’s commitment to achieving net-zero emissions by 2050. Expanding biofuel use is also expected to reduce reliance on imported fossil fuels, diversify energy sources and strengthen national energy self-sufficiency.In an interview with Newspaper of Industry and Trade, Dr. Dao Duy Anh, Deputy Director General of the Department of Innovation, Green Transition and Industrial Promotion, highlighted the multiple benefits of promoting biofuel gasoline, particularly its role in environmental protection and reducing greenhouse-gas emissions."According to scientific calculations, burning one liter of conventional gasoline releases approximately 2.3-2.5 kilograms of CO₂ into the atmosphere. Replacing 5-10% of conventional gasoline with bioethanol through E5 and E10 fuels could reduce annual CO₂ emissions by roughly 2.5 million tonnes, based on Vietnam’s average gasoline consumption of 12 million cubic meters per year," he said.In addition to environmental benefits, wider biofuel adoption is expected to support the development of Vietnam’s domestic biofuel industry. This includes expanding feedstock cultivation areas for crops such as cassava, corn and sugarcane, creating jobs and generating income in rural and mountainous regions. It could also help revive ethanol production plants that have remained idle due to a lack of market demand, thereby improving the utilization of previously invested resources.The expansion of domestically produced renewable fuels is also expected to reduce dependence on increasingly scarce fossil fuels and mitigate risks associated with supply disruptions. This is particularly important as Vietnam currently imports around 70% of its petroleum demand when both crude oil for refining and finished petroleum products are taken into account.Sufficient capacity to supply biofuel gasolineE10 gasoline has undergone extensive research, testing and evaluation and has been found suitable for the majority of vehicles currently in operation. The transition roadmap has also been designed as a phased process with careful assessment of potential impacts.The move represents more than a simple change in fuel composition. It marks an important step in Vietnam’s green energy transition toward a low-carbon economy and sustainable development.Trinh Quang Khanh, Vice Chairman of the Vietnam Petroleum Association, said blending biofuels with conventional fuels would help reduce the country’s dependence on fossil energy sources.Amid ongoing tensions in the Middle East and the resulting risks to global energy supply chains, he noted that accelerating the adoption of biofuels is an appropriate solution to enhance energy security and improve supply resilience.According to Khanh, petroleum trading is a conditional business sector, and fuel distributors are required to comply with all regulatory requirements, including the implementation of the national biofuel roadmap."When global fuel supplies become increasingly volatile due to geopolitical tensions, accelerating the commercialization of biofuel gasoline can help ease pressure on conventional gasoline supply and contribute to greater stability in the domestic market," he said.Vietnam consumes approximately 12 million cubic meters of gasoline annually. Photo: VGPHe noted that several major energy and power projects have recently fallen behind schedule, with some failing to meet the timelines and directions set out under the adjusted Power Development Plan VIII, creating a risk of not achieving the proposed targets.Against that backdrop, he called on leaders of ministries, agencies, corporations and state-owned enterprises to urgently review the implementation and progress of key energy and electricity projects, identify bottlenecks and obstacles, and propose concrete solutions to accelerate delivery. Responsibilities must be clearly assigned to ministries, sectors, local authorities and the Government, he stressed, adding that “key energy-sector projects must not be allowed to continue falling behind schedule.”The Standing Deputy Prime Minister also urged ministries, agencies and major enterprises to contribute recommendations to the review, update and adjustment of Power Development Plan VIII to ensure it aligns with growth requirements in the coming period.Major projects delayed, raising risks to electricity supplyReporting at the meeting, Minister of Industry and Trade Le Manh Hung stressed that energy security means more than simply ensuring sufficient electricity supply; it also requires maintaining safe and continuous system operations under extreme conditions. Photo: VGPImmediately after the revised Power Development Plan VIII was approved, the Government and the Ministry of Industry and Trade issued a series of directives to accelerate critical power generation and transmission projects, while implementing measures to ensure electricity supply during peak demand in 2026 and throughout the 2027 - 2030 period.However, despite these efforts, the Ministry’s report indicated that many power generation and grid projects remain significantly behind the timelines required for operation before 2030, as stipulated in the plan. This poses a serious threat to future electricity supply capacity and national energy security.To address the issue, the Ministry proposed an urgent review, update and adjustment of Power Development Plan VIII to improve feasibility, alongside the development of a list of urgent electricity projects for immediate implementation, particularly baseload power projects serving major load centres. Photo: VGPThe Ministry must continue serving as the central coordinating body, proactively monitoring implementation progress, promptly reporting to the Steering Committee, and strengthening cooperation with local authorities through on-site inspections to resolve difficulties as they arise, particularly for projects listed under Decision No. 2634/QD-TTg dated December 2, 2025, approving the list of nationally important and priority energy-sector projects.The Ministry was also tasked with directing local authorities to complete investor selection for power generation and transmission projects under the revised Power Development Plan VIII, ensuring all projects proceed on schedule and contribute to national energy security.It must also intensify monitoring and enforcement of conclusions and directives issued by the Prime Minister and Deputy Prime Ministers related to strategic energy projects, and bear full responsibility before the Prime Minister for any delays that affect energy security or electricity supply.“We cannot afford further delays. It is precisely this dialectical combination that has created the enduring vitality of Ho Chi Minh Thought, making it increasingly valuable in the context of deep globalization and intensifying competition.After 40 years of the 1986 Doi Moi reforms (rejuvenation), Vietnam has gradually built an increasingly robust economy, deeply and extensively integrated into the regional and global economy.Building an independent and self-reliant economy is reflected in maintaining independence and autonomy in determining development guidelines, policies and strategies, while promoting the country’s potential and advantages. The Party’s viewpoints and policies have been institutionalized into laws, policies, strategies, master plans and socio-economic development plans, generating many positive outcomes. Macroeconomic stability has been maintained, inflation kept under control at a low level, economic growth and growth quality improved, and major economic balances strengthened.The national energy system has developed strongly, with the scale of the power system rising into the world’s top 20 and ranking first in Southeast Asia. The energy structure is shifting toward a greener and more sustainable direction, in line with global trends.Import-export activities continue to stand out as a bright spot of the economy, recording an average annual growth rate of 10.9%. Trade turnover has continuously set new records, reaching more than USD 930 billion in 2025 alone. Trade surplus has remained high, contributing positively to macroeconomic balance, foreign exchange reserves and market confidence.The domestic market has continued to develop steadily, with an average annual growth rate of around 7.7%, truly becoming a major pillar of the economy. At the same time, e-commerce has grown by more than 20% annually, placing Vietnam among the world’s top 10 fastest-growing markets and creating an important driver for the digital economy and business digital transformation.International economic integration has been implemented comprehensively, substantively and increasingly effectively. Participation in 17 free trade agreements (FTAs) has opened access to a market of nearly 6 billion consumers, helping diversify export markets, attract foreign investment, enhance national competitiveness and promote economic restructuring toward a modern and sustainable direction.Establishing a new growth modelThe Resolution of the 14th National Party Congress on national development orientations for the 2026–2030 period states: “To establish a new growth model aimed at improving productivity, quality, efficiency, added value and economic competitiveness; taking science, technology, innovation and digital transformation as the main driving forces; creating new productive forces and high-quality production methods, with a focus on the data economy, digital economy, green economy and circular economy; accelerating digital transformation, green transition, energy transition and transformation of human resource structure and quality. To identify new growth drivers and take science and technology as the core factor to promote and renew traditional growth drivers. To form strong growth poles, key economic regions, urban centers and next-generation special economic zones on par with regional and global standards.”According to economic experts, “establishing a new growth model” focused on improving productivity, quality and added value directly addresses a long-standing limitation of the economy: growth based on extensive expansion, dependence on capital, cheap labor and processing activities. When added value remains low and positioning in global value chains remains limited, the economy cannot truly be self-reliant because profits, technologies and decision-making power remain outside the country. Transitioning toward a model based on productivity and added value is therefore not merely an upgrade, but a condition for escaping dependency.Another key point lies in identifying science, technology, innovation and digital transformation as core drivers. As long as core technologies must still be imported, the economy cannot truly achieve mastery even if production expands. The formation of new production methods and the development of the digital economy, data economy, green economy and circular economy represent the pathway toward gradually occupying high value-added segments and thereby enhancing substantive self-reliance.The Resolution also sets the requirement to form strong growth poles, key economic regions, urban centers and next-generation special zones with regional and global stature. This represents a reorganization of development space to create sufficiently strong domestic growth engines capable of leading the economy forward. An economy cannot become self-reliant if development remains fragmented and scattered. On the contrary, it requires sufficiently strong centers in technology, finance, industry and services to create spillover effects and elevate the entire system.Notably, this mindset does not remain confined to policy documents. On April 29, 2026, under the chairmanship of Prime Minister Le Minh Hung, a working session with the Ministry of Finance set out a highly specific requirement: to formulate and implement a project on building an independent and self-reliant economy associated with international integration, to be completed in the third quarter of 2026. At the same time, ministries were tasked with coordinating the drafting of a Resolution on a national development model based on science, technology, innovation and digital transformation for submission to the third plenum of the Party Central Committee. This is no longer merely an orientation, but a command for action, with clear deadlines, clear focal points and clear responsibilities.Enhancing resilience against shocksVietnam’s economy has a high degree of openness and deep integration with international markets on both the supply and demand sides. Any external fluctuation can quickly translate into internal pressure, directly affecting macroeconomic stability, production and business activities, and social life. Meanwhile, the self-reliance capacity of many manufacturing industries remains limited, while dependence on imported technologies, equipment and raw materials remains high, exposing the economy to real risks whenever global supply chains are disrupted or restructured.Building an independent and self-reliant economy has emerged as an urgent requirement directly linked to the goal of rapid and sustainable development. An independent and self-reliant economy strengthens the country’s position in a global economic order being reshaped by new rules.Economic independence and self-reliance must be fully understood. The economy must be capable of operating stably on the basis of internal strength, sufficiently adaptable to external fluctuations, able to maintain normal operations under all circumstances, and capable of ensuring socio-economic development associated with national defense and security without passivity or dependence on external factors.At a higher level, economic self-reliance is closely tied to institutional capacity and national governance capability. An economy can only be self-reliant if it possesses the ability to design, operate and adjust policy systems suited to its own development conditions. At the same time, it must proactively participate in the global economic system with a firm grasp of the rules, flexibility in adjustment and effective use of international commitments in service of national interests.The foundation of self-reliance is first reflected in economic potential, resilience, recovery and development capacity in the face of shocks, as well as the competitiveness of enterprises and products. However, the decisive factor remains people, the central resource and the subject of all development processes. An economy lacking a workforce capable of mastering science and technology and lacking modern governance capacity will find it difficult to achieve genuine long-term self-reliance.Globally, countries that have risen strongly have all chosen the path of systematic and long-term investment in education, science and technology, and talent development strategies. As nations with a history of struggle for independence from colonial rule that mutually inspired our national movements, the last eight decades have been a remarkable journey of togetherness, showing sensitivity to each other's concerns and supporting each other's aspirations and national development visions.A decade of mutual achievements (2016-2026)Over the past decade, especially, since 2016, dimensions of our relations have, both, expanded and deepened. Our bilateral relations have evolved into more robust and multifaceted synergized frameworks, which have been built on the bedrock of mutual trust, civilizational heritage and mutual respect as also solidarity.Our cooperation has expanded across sectors with forward strides in all areas, particularly, political engagements, development partnership, defence &amp; security cooperation, people-to-people relations and trade &amp; commerce.Our bilateral trade has more than doubled since 2016; from US$ 8 billion in 2015-2016 to US$16 billion in 2024-2025. So, what's in store for the India-Viet Nam partnership when it comes to harnessing technologies?While continuing to strengthen the traditional pillars of our partnership in an upward trajectory, focus will be on initiating cooperation in new domains, particularly, in innovation, critical and emerging technologies, renewable energy, health care, space technology, digital public infrastructure, fintech and pharmaceuticals, among others. Technology has become a key driver of growth, development and value chain in today's world. Given that India and Viet Nam, both, are rapidly growing economies with aspirational societies, our demand sets are aligned. There are many similarities in our technology push and on incorporating technology trends into our respective national economic plans. We will work with Viet Nam in realizing the potential in these critical and novel areas. We already have ongoing dialogue mechanisms on IT, S&amp;T, and other areas which need to be energized and refocused in line with demands of the current requirements.Further, as both sides move towards net-zero emissions, our national energy transition successes and experiences can benefit each other from our respective models and policies. Viet Nam's entry into the International Solar Alliance (ISA), earlier this year, was a step in this direction.In our framework, harnessing technologies is not restricted only to the definition in its raw sense. Both sides also make efforts to leverage this to strengthen the traditional bonds between the peoples of two countries. We know that Buddhism is the celestial bridge which embraces the two societies warmly. The spiritual welcome accorded during the Exposition of Holy Relics of Lord Buddha in Viet Nam in 2025 is a testimony to this everlasting bond. What we have undertaken together is leveraging technology to restore and conserve our heritage as well. The extensive and technically niche works being carried out by the Archaeological Survey of India at the UNESCO World Heritage Site in My Son is a case in point.With this same approach, both sides also understand that this framework stands to evolve further with increasing people-to-people ties. In the last decade, therefore, both sides have worked closely to increase people-to-people connectivity manifold. While at the Government-to-Government levels, we have relaxed visa regimes, at commercial levels, we have more than 90 direct flights operating per week between India and Viet Nam. Direct air connectivity has played a pivotal and catalytic role as a force multiplier to promote trade, tourism and business ties. Tourism has been the largest beneficiary with international travellers between the two countries, reaching to 900,000. In addition, we are also exploring the possibility of direct shipping connections between the two countries. Enabling cross border payment connectivity such as QR code-based payments further enhancing trade, tourism and commerce.Third, Continuing to work together towards conservation of our traditional cultural heritage. The restoration of the Nhan Tower and establishment of a Site Interpretation Centre at the UNESCO World Heritage site at My Son reflects our common heritage. The digitisation of Cham Manuscripts of Viet Nam is also an effort in this direction.&nbsp;Fourth, Collaboration and partnership in inter alia digital public infrastructure, 6G, Artificial Intelligence, space, nuclear technology and critical minerals supply chain resilience. We will work together in domains of critical and emerging technologies. The address by General Secretary and President H. E. To Lam at the India-Viet Nam Innovation Forum, co-hosted by India's Ministry of Electronics and IT (MeitY) and Vietnam's Ministry of Science &amp; Technology, is a testimony to our common resolve to forge partnerships in these new areas.&nbsp;Fifth, the visit to India's financial and commercial capital by General Secretary and President H. E. To Lam reflects that trade &amp; commerce is a key pillar of our partnership. On May 7, 2026, the 27th Meeting of the ASEAN Economic Community Council (AECC 27) took place in Cebu City, the Philippines. The Vietnamese delegation attending the meeting was led by Deputy Minister of Industry and Trade Phan Thi Thang, accompanied by representatives from several relevant units under the Ministry.The 27th ASEAN Economic Community Council Meeting was chaired by Cristina Aldeguer-Roque, representing the Philippines as ASEAN Chair for 2026. Notable achievements included efforts toward the substantial conclusion of negotiations for the ASEAN - Canada Free Trade Agreement (ACAFTA) and the signing of the ASEAN Digital Economy Framework Agreement (DEFA). The meeting also discussed the elevation of the ASEAN–ADB partnership through the anticipated signing of a Memorandum of Understanding between ASEAN and ADB, featuring a proposed financial support package of up to USD 30 billion.
