As an official member, the nation can contribute more substantively to the development of the international legal framework in cyberspace.The Ha Noi Convention provides an important international legal basis for Viet Nam to enhance the effectiveness of preventing, detecting, investigating, and handling cybercrime, meeting the requirements of safeguarding national security and social order in the context of digital transformation and deep international integration.It also serves as a key driver for improving the domestic legal system, ensuring compatibility with international standards and obligations, while strengthening institutional, technical, and human resource capacities in combating cybercrime.The Convention consists of nine chapters and 68 articles, establishing a comprehensive international legal framework for cooperation in preventing and combating cybercrime.Qatar was the first country to ratify the convention which will enter into force once 40 countries become parties./.

These include participation in multilateral organizations and forums without the need to sign international treaties, encouraging the presence of international organizations and special missions in Viet Nam, and supporting enterprises operating abroad.In addition, the Ministry of Industry and Trade will lead the drafting of another Government decree, in coordination with relevant agencies, to provide detailed regulations on ensuring resources for building and operating an ecosystem to leverage free trade agreements (FTAS), as well as supporting industry associations in trade remedy cases abroad.In the second quarter of 2026, the Ministry of Foreign Affairs will issue guidance on implementing the mechanisms and policies outlined in the Resolution, based on the Resolution and its guiding documents.From 2026, the Ministry of Foreign Affairs, in coordination with the Government Office, the Ministry of Finance, the Ministry of Science and Technology, and other relevant bodies, will develop and operate a national database on international commitments. <figure class="image image_resized" style="width:777px;"><img src="https://bcp.cdnchinhphu.vn/thumb_w/640/344443456812359680/2026/4/2/carbon-1775097753837710108578.png" alt="Viet Nam gains nearly US$72 million from carbon credit - Ảnh 1."></figure>This is the second time the country has gained significant revenue from "selling clean air" through carbon credits.Through a results-based payment mechanism, Viet Nam will be paid&nbsp;corresponding to independently verified reductions in greenhouse gas emissions.These results were achieved by reducing deforestation and forest degradation, while increasing forest carbon stocks through afforestation and the restoration of natural forests.The funding from this project will be reinvested to strengthen forest-related policies, institutions, and enforcement measures.Specifically, the Green Climate Fund (GCF) on April 1 officially approved a funding proposal submitted by the JICA in coordination with the Vietnamese Government for a results-based payment project under the REDD+ mechanism.The proposal, titled "Viet Nam Reducing Emissions from Deforestation and Forest Degradation (REDD+) results-based payments for results period of 2014", was endorsed at the 44th meeting of the GCF Board held in the Republic of Korea on March 26, 2026.Through the project's activities, Viet Nam will gradually address the main causes of deforestation and forest degradation, promote sustainable forest management, and improve the livelihoods of local communities that depend on forests.The project is expected to be implemented over a period of six years, led by Viet Nam's Ministry of Agriculture and Environment, in coordination with provincial People's Committees in the project areas. The target locations include provinces in the Northwest and Northeast regions, namely Dien Bien, Lai Chau, Lao Cai, Son La, Phu Tho and Tuyen Quang.The approval of this project further affirms the long-standing and effective cooperation between JICA and Viet Nam in the field of REDD+, including support for policy development, forest monitoring systems, and the measurement, reporting, and verification of emission reductions and removals.In the coming time, JICA will continue to work closely with the Government of Viet Nam and relevant stakeholders to promote forest conservation, mitigate the impacts of climate change, and move toward sustainable development.At the beginning of 2024, Viet Nam successfully sold 10.3 million forest carbon credits (equivalent to 10.3 million tons of CO₂) for the first time through the World Bank (WB). With a price of US$5 per ton of carbon absorbed, the total contract value reached US$51.5 million./.

After merging with Binh Phuoc province in July 2025, the locality has a population of over 4.4 million, ranking third nationwide after Ha Noi and Ho Chi Minh City. It covers an area of 12,730 square kilometers, ranking ninth in the country.In 2025, the locality's GRDP grew by 9.63 percent, exceeding the government's target by 1.13 percentage points. Its GRDP at current prices reached VND 677.932 trillion, an increase of VND 84.468 trillion, while GRDP per capita reached VND 150.86 million.Currently, Viet Nam has six centrally-governed cities, namely Ha Noi, Ho Chi Minh City, Hai Phong, Da Nang, Hue, and Can Tho.At the meeting, the Central Committee also provided opinions on the socio-economic development plan for 2026–2030, the national financial plan, medium-term public investment, and the public debt borrowing and repayment plan for the 2026–2030 period./.&nbsp;

Vietnam also aims to rank among the world’s top 40 countries in the global happiness index.As part of the action program implementing the Party’s resolutions, the Party Central Committee’s Policy and Strategy Commission has been assigned to lead the development of a project on the silver economy to enhance social welfare and promote the contributions of older people to socio-economic development.In addition, Resolution No. 72-NQ/TW of the Politburo on strengthening the protection and improvement of public health places particular emphasis on healthcare for older adults in the context of population aging. The retirement age has been adjusted under the Labor Code and Decree No. 135 of 2020, with a roadmap to raise it to 62 for men by 2028 and 60 for women by 2035.Several community-based models, such as intergenerational clubs, have also been introduced to provide care, social activities, and livelihood support for older adults.However, the Prime Minister acknowledged that the development of the silver economy in Vietnam still faces many limitations. These include the absence of a comprehensive policy framework, insufficient mechanisms to unlock development potential, limited mobilization of social resources, and inadequate public-private partnerships.The long-term care system remains underdeveloped, service quality is uneven, and the economic role of older adults has not yet been fully realized.He attributed these challenges partly to the rapid pace of population aging, while the ecosystem of services for the elderly has not yet caught up. Markets for long-term care and assistive technologies remain limited, policy thinking still leans heavily toward social protection, and implementation capacity across localities remains uneven.Looking ahead, the Prime Minister stressed that the development of the silver economy must be pursued comprehensively and in a coordinated manner, aligned with the goals of the 14th National Congress and the National Strategy for Older Persons through 2035.The Government has identified five key areas of action: raising social awareness of the silver economy, developing a healthcare ecosystem for older adults, encouraging businesses to develop age-friendly services, promoting the role of older people in communities, and strengthening the role of the Vietnam Association of the Elderly.Three development pillars have also been identified: older people as the center and key actors within the silver economy ecosystem; businesses as the driving force for innovation and implementation; and the State as the architect of institutions and the legal framework.The Prime Minister requested ministries, sectors, and local authorities to synchronously implement tasks related to institutional development, infrastructure for elderly care, mobilization of social resources, and human resource training.Under the plan, the Ministry of Health will finalize the national strategy for adapting to population aging and draft revisions to the Law on Older Persons, expected to be submitted to the National Assembly in 2027. Continued efforts to streamline administrative procedures, enhance regulatory transparency, deepen capital markets and pilot regulatory sandboxes for emerging industries are considered essential to unlocking a new wave of private investment and entrepreneurship.Another key priority is strengthening linkages between the FDI sector and domestic firms. As multinational corporations expand their footprint in Viet Nam, opportunities for technology diffusion and improved governance practices increase. Empowering local enterprises to upgrade standards, improve risk management and access finance will be crucial to raising domestic value added and reinforcing sustainable growth.Green transition and digital transformation are equally central to the next stage of development. Stricter environmental requirements in major export markets demand greater investment in renewable energy and energy-efficient technologies. Long-term commitments to green infrastructure, modern logistics systems and the digital economy are widely viewed as indispensable for maintaining competitiveness and aligning with Viet Nam's innovation-driven growth strategy.On the macroeconomic front, the outlook remains reassuring. While exchange rate and interest rate pressures persist, they are considered manageable provided fiscal and monetary policies remain flexible and well-coordinated, and credit is channeled toward productive sectors. Cutting conditional business lines under revised Investment LawAccording to Dr. Bui Quy Thuan, Head of the General Research Division at the Vietnam Industrial Park Finance Association (VIPFA), the revised Investment Law 2025 introduces a number of notable changes, among which the reduction of conditional business lines stands out as a key highlight for investors.Specifically, compared to the 2020 Investment Law, Appendix IV of the 2025 Investment Law has removed or revised the scope of several conditional business lines, including: tax procedure services; customs procedure services; insurance auxiliary services; labor outsourcing services; commercial inspection services; temporary import and re-export of frozen food; and temporary import and re-export of used goods on the restricted list.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2026/03/02/fdi02-11115478-16092814.png" alt="The Investment Law 2025 is expected to create more favorable conditions for enterprises. Commenting on this provision, Dr. Bui Quy Thuan noted that Clause 2, Article 19 allows foreign investors to establish enterprises without a prior investment project, provided that market access conditions are met.Specifically, foreign investors may establish an economic organization to implement an investment project before carrying out procedures for issuance or adjustment of the Investment Registration Certificate, but they must comply with market access requirements applicable to foreign investors.“Under the previous regulation, an investment project had to be in place before an enterprise could be established. However, ultimate success will depend on implementation, including detailed guidance, inter-agency coordination, effective post-audit discipline and the capacity of local authorities.“When these elements operate in sync, the 2025 Investment Law will not merely be a new legal document, but could serve as an institutional ‘trigger’ enabling Vietnam to unlock capital flows and improve project quality in a new competitive cycle,” he affirmed.Also sharing views with the Newspaper of Industry and Trade, Hong Sun, Honorary Chairman of the Korea Chamber of Business in Vietnam (KOCHAM), described the promulgation of the revised Investment Law in December 2025, effective from March 2026, as a highly timely move.“Among the new provisions, I highly appreciate the simplification of post-audit procedures and the special incentives for mega projects and research and development (R&amp;D) projects. Violations in the management of State financial resources, assets, land, minerals and public capital must be handled strictly.Meanwhile, the Ministry of Culture, Sports and Tourism is requested to direct media and press agencies to enhance the quality and effectiveness of communication, provide objective, accurate and comprehensive information on the State economic sector, and promote exemplary, innovative and effective models.Strict and transparent measures will be taken against harassment, corruption and the spread of false or misleading information that adversely affects State economic organizations and units.The program outlines specific tasks across key areas, including land and natural resources, infrastructure assets, the State budget, national reserves, extra-budgetary financial funds, State capital in enterprises, State-owned enterprises, State credit institutions and public non-business units.Under Resolution 79, Viet Nam aims to become a developing country with modern industry and upper-middle income status by 2030, and a developed and high-income country by 2045.State economy must become the “national fulcrum” in the new era, leading innovation, digital transformation, and green transition, and spearhead key industries and fields.The State economic sector comprises resources owned, managed, and controlled by the State, such as land, natural resources, infrastructure, the state budget, national reserves, off-budget financial funds, state-owned enterprises and credit institutions, state capital in enterprises, and public service units.By 2030, Viet Nam targets to have 50 State-owned enterprises (SMEs) listed among the 500 largest companies in Southeast Asia, and 1–3 SMEs among the world's top 500. Viet Nam will also have at least three State-owned commercial banks among the 100 largest banks in Asia.By 2045, the State economic sector will become a solid foundation ensuring the autonomy and self-reliance of the economy. During this period, national reserves are expected to reach two percent of the nation's GDP, and about 60 SMEs will be ranked among the 500 largest companies in Southeast Asia.The Resolution emphasizes that the State will create a fair competitive environment for all economic sectors in exploiting and using national resources, while encouraging public–private partnerships.
