Without a clear understanding of the differing expectations between buyers and sellers, as well as the latest legal requirements, businesses risk finding themselves at a disadvantage.For Vietnamese companies, the greatest risk remains long-distance logistics. Maritime shipping between South America and Vietnam typically takes between 30 and 45 days. Exporters are particularly concerned about the possibility of sudden customs policy changes while cargo is already in transit, or goods being held for extended periods at Buenos Aires port for origin verification, resulting in additional costs and frozen working capital.Argentine businesses, meanwhile, are primarily focused on foreign currency turnover. Since the Central Bank of Argentina (BCRA) abolished the mixed exchange-rate mechanism that required 100% of export proceeds to be settled at the official exchange rate, companies have been under pressure to optimize cash flow for tax obligations and production activities. Consequently, they strongly favor financially capable partners willing to commit to long-term contracts that ensure a steady inflow of U.S. dollars.Vietnamese businesses need to stay informedRather than relying on assumptions during negotiations, Vietnamese companies should base their decisions on two key regulatory changes recently introduced by Argentine authorities.First, the Customs Management and Control Agency (ARCA), in coordination with Argentina's National Single Window for Foreign Trade (VUCEA), has made the Advance Ruling on Origin mechanism mandatory.ARCA's General Resolution No. 5859/2026 states: "The Advance Ruling mechanism aims to simplify administrative procedures, provide legal certainty to foreign trade operators before goods arrive at port, and minimize customs clearance time at national entry points."Under this framework, importers may request Argentine customs authorities to issue a formal determination regarding tariff classification and the legality of a product's origin before shipment. Vietnamese exporters are advised to include this requirement in contractual negotiations and encourage Argentine import partners to complete the Advance Ruling on Origin process through the VUCEA system before cargo is loaded at the port of departure.This coordinated approach can significantly reduce customs clearance time while establishing a robust legal safeguard throughout the transaction process. The maximum review period is 30 days, and the resulting ruling remains legally binding for up to three years.Second, the Central Bank of Argentina has relaxed access to the Foreign Exchange Market (MULC) while maintaining strict timelines based on product categories.According to BCRA Communication "A" 8226: "Except for goods subject to special regulatory treatment, payment deferral periods for ordinary imported goods are reduced to zero days from the date of customs declaration registration."In 2026, the policy was further strengthened as the Argentine government accelerated the dismantling of historical foreign exchange controls, commonly known as the CEPO system. The comprehensive easing measures have largely eliminated the bottlenecks associated with central bank approval for international payments, a major concern for businesses in previous years.Greater access to foreign currency helps explain why Argentine corporations and importers are now actively seeking large-scale contracts for agricultural products, supporting industry goods, and consumer products from Asia, particularly Vietnam.The current foreign exchange payment system operates under three primary mechanisms.For deferred-payment transactions involving ordinary goods, Argentine companies can access U.S. dollars immediately after customs clearance and transfer funds to Vietnamese suppliers without the previous 30-to-60-day waiting period.For immediate payment transactions, the banking system automatically approves foreign currency transfers only when shipping documentation is available and the importer qualifies as a certified small or medium-sized enterprise (SME). Large corporations must use their own foreign currency resources if they wish to make immediate payments.For advance payments or deposits, BCRA maintains strict controls to protect foreign exchange reserves. Advance payments are generally limited to 30% for machinery, equipment, and production lines, and 10% for components and spare parts.Vietnamese exporters of consumer goods should not accept contractual clauses requiring deposits above these thresholds, as Argentine commercial banks will be unable to approve such transfers. Conversely, Vietnamese importers purchasing agricultural commodities can leverage the promise of rapid payment to negotiate more favorable prices.Recommendations from the Vietnam Trade Office in ArgentinaBased on field research and market monitoring, the Vietnam Trade Office in Argentina believes that language barriers and geographical distance remain key factors slowing business connectivity between the two countries.Recent trade experience indicates that both sides possess strong interest in cooperation but require reliable channels for information verification before proceeding with agreements.A representative of a Vietnamese agricultural importing company explained: "We would like to sign directly with major farm operators in Rosario to secure the most competitive corn prices. However, when communicating via email, information barriers make it difficult to distinguish between genuine warehouse owners and commercial intermediaries."Argentine agricultural exporters have expressed similar views regarding long-term cooperation: "We are prepared to open warehouse capacity and offer preferential floor prices for Asian markets. However, to ensure confidence on both sides, we need information support and guidance from your representative office in Buenos Aires."In light of these realities, the Trade Office recommends that Vietnamese businesses verify the legal status, customs clearance history, and actual warehousing capacity of Argentine agricultural suppliers before making any deposits. This proactive approach helps safeguard capital while laying a solid foundation for long-term cooperation.Companies should also carefully assess any requests for payment upon presentation of shipping documents and ensure compliance with current BCRA regulations.Furthermore, Vietnamese enterprises are encouraged to request and verify SME certification through official Argentine channels. Such certification constitutes the only legal basis for automatic approval of immediate-payment transactions within Argentina's banking system, effectively eliminating the risk of payment delays for eligible companies.<blockquote>Field surveys indicate that Argentine exporters tend to reserve product allocations and offer more flexible commercial terms to partners who demonstrate a strong understanding of local regulations. When Vietnamese businesses accurately reference ARCA regulations or BCRA directives and show close coordination with Vietnam's representative office in Buenos Aires, they are often viewed as highly professional and reliable partners. Photo: VNA</figcaption></figure>According to the Vietnam Customs, bilateral trade between Vietnam and Russia reached USD 4.77 billion in 2025, up 4% from 2024. Vietnam’s exports totaled nearly USD 2.26 billion, down slightly by 3.2%, while imports from Russia rose 11.6% to USD 2.51 billion. This growth trend has continued into 2026. In the first four months of the year, two-way trade reached USD 1.72 billion, an increase of 9.22% compared with the same period last year.The trade structure between the two countries remains highly complementary. Vietnam exports a wide range of agricultural products to Russia, including cashew nuts, coffee, rubber, and pepper, alongside textiles and garments, seafood, electronic components, and mobile phones. In return, Vietnam imports essential production inputs from Russia such as wheat, chemicals, pharmaceuticals, automotive equipment, coal, fertilizers, and plastic materials.These results indicate significant untapped potential in bilateral trade, particularly as both countries benefit from favorable cooperation mechanisms, logistics connectivity, and expanding business linkages.Strong potential driven by complementary trade, preferential agreements, and logistics connectivitySeveral Vietnamese export categories to Russia posted remarkable growth in 2025. Steel exports surged by 582.8%, coffee by 51%, footwear by 43.4%, and toys and sports equipment by 41.7%.In terms of value, textiles and garments remained Vietnam’s largest export item to Russia, reaching USD 504 million and accounting for 22.3% of total exports. Coffee followed with USD 462.3 million, representing 20%, while seafood exports reached USD 214.5 million.On the import side, Vietnam continued to source mainly production inputs from Russia. Coal ranked first at USD 875 million, accounting for 35% of total imports. Fertilizers followed at USD 315.2 million, while plastic raw materials reached USD 130 million. Several import categories also recorded strong growth, including other base metals, up 124.4%; ores and minerals, up 72.6%; and completely built-up automobiles, up 62.6%.Speaking at a recent trade promotion seminar on the Russian market organized by Vietnam Trade Promotion Agency under the Ministry of Industry and Trade, Le Hoang Tai, Deputy Director General of the agency, emphasized that Vietnam and Russia enjoy a traditional friendship that continues to develop positively under the framework of the Comprehensive Strategic Partnership. Economic and trade cooperation has maintained stable growth momentum.According to Le Hoang Tai, the trade structure of the two countries is clearly complementary. Vietnam’s key exports include textiles and garments, agricultural products, seafood, and coffee, while imports from Russia mainly consist of energy products and industrial raw materials. This demonstrates considerable room for expanding economic cooperation in the coming years.In particular, the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU) continues to serve as an important foundation for enhancing the competitiveness of Vietnamese goods in the Russian market through tariff preferences and trade facilitation measures. Signed in 2015 and entering into force in October 2016, the agreement has enabled most goods traded between the two countries to enjoy zero or very low import tariffs.In addition, businesses from both countries can now use the Russian ruble and the Vietnamese dong in bilateral trade settlements. Russia’s electronic visa policy, which allows Vietnamese citizens to stay for up to 15 days, has also created more favorable conditions for trade and commercial promotion activities.According to Duong Hoang Minh, Vietnam’s Trade Counsellor in Russia, Vietnam is currently Russia’s largest trading partner in ASEAN. Following a challenging period, bilateral trade has recovered significantly, reaching USD 3.6 billion in 2023, USD 4.6 billion in 2024, and approximately USD 4.8 billion in 2025.Duong Hoang Minh stressed that the potential for economic and trade cooperation remains substantial. Beyond the advantages provided by the free trade agreement, the resumption of direct flights and favorable visa policies has further strengthened connectivity. Tourism cooperation is expanding rapidly, with around one million Russian tourists expected to visit Vietnam in 2026, helping drive growth in bilateral trade in services.To capitalize on these opportunities, Duong Hoang Minh recommended that businesses make greater use of the benefits offered by the Vietnam-EAEU Free Trade Agreement and Russia’s investment incentives. He also encouraged enterprises to consider establishing representative offices in Russia to strengthen the presence of Vietnamese products, while actively participating in specialized exhibitions and trade missions organized by the Ministry of Industry and Trade and local authorities.Beyond market and policy factors, logistics is emerging as a key driver of economic cooperation between Vietnam and Russia. Vietnam Railways Corporation (VNR) noted that both countries are members of the Organisation for Cooperation of Railways (OSJD). In 2015, VNR and Russian Railways (RZD) signed a cooperation agreement to develop international intermodal rail transport and increase cargo volumes between the two countries.In recent years, VNR has continued to expand international partnerships to strengthen Vietnam-Russia transport routes. Since 2018, it has cooperated with RZD Logistics. In 2024, VNR signed an agreement with FESCO to develop multimodal transport services combining sea and rail transportation while also promoting end-to-end rail freight services.According to VNR, total cargo volume transported between Vietnam and Russia reached 688,300 tonnes in 2025, up 38% compared with 2024. Of this, rail freight from Vietnam to Russia accounted for approximately 77,900 tonnes, while imports transported by rail reached around 51,900 tonnes. As bilateral trade remains close to US$5 billion annually and Asia-Europe supply chains continue to evolve, demand for stable and efficient transport corridors is expected to increase further.Compared with maritime transport, rail offers significant time advantages, while remaining considerably more cost-effective than air freight. It is regarded as a suitable transport solution for products such as cosmetics, electronics, garments, and processed agricultural goods.Supported by strong political relations, highly complementary trade structures, preferential treatment under the Vietnam-EAEU Free Trade Agreement, and expanding logistics connectivity, Vietnam-Russia trade is well positioned for stronger growth in the years ahead. This spirit is precisely what I conveyed at the recent Shangri-La Dialogue.For ASEAN, that spirit stems from solidarity, dialogue, trust, and cooperation. This is also our starting point when initiating the ASEAN Future Forum, with the desire to contribute another open and substantive channel of discussions to supplement ASEAN's overall cooperation processes, so that we can share, connect ideas, and seek new and more practical avenues of cooperation for the region's future.On this occasion, I would like to share with you the following points:1. The world is changing, the region must think differently.The world is entering a period of profound transformation. The three major crises concerning the international order, development models, and strategic trust that we are witnessing are not happening far away, but are manifesting very clearly right here in this region.Strategic competition between major powers is becoming more intense and expanding into fundamental areas of the future such as technology, data, supply chains, and new governance standards. Artificial intelligence, big data, and quantum computing… are opening up enormous development opportunities, but also posing many new risks. Meanwhile, challenges related to climate, energy, water resources, aging population, fake news, information manipulation, and human security have increasingly direct impact on social stability and the development capacity of each nation.Traditional development advantages no longer provide the same impetus as before. Many familiar approaches fail to meet new requirements. Population size, resources, and capital remain important, but competitive advantages increasingly depend on the ability to innovate, adapt, and be ready for new development trends.This is a crucial requirement for ASEAN. Southeast Asia is a crossroads of major movements. The region has the opportunity to attract more resources, embrace supply chain shifts, develop the digital economy, step up green transition, and develop new technologies. But opportunities do not automatically translate into advantages. Opportunities only become advantages when the region has sufficient capacity to seize them, sufficient determination to innovate, and sufficient mettle to maintain a stable environment for development.Distinguished guests,2. ASEAN must safeguard its strategic assets while simultaneously innovating its operational methods.With the ASEAN Community Vision 2045, ASEAN has clearly defined its direction for the coming decades; however, this is only the starting point. In my opinion, success depends on ASEAN simultaneously doing two things. On the one hand, it must continue to preserve and promote the strategic assets accumulated over many decades: Solidarity; ASEAN's centrality; and the principle of consensus and unity in diversity. On the other hand, it must strongly innovate its "value-based mindset" so that these assets are transformed into the capacity to adapt, the capacity to act, and the capacity to organise implementation.ASEAN's strategic assets are the result of a long process of building trust, persistent dialogue, consultation, resolving differences, and seeking consensus among member states. In this new phase, ASEAN's central role can only be truly realised when it maintains solidarity, strategic autonomy, an inclusive approach, and the capacity to coordinate and shape the region's common agenda.ASEAN’s potential is enormous, but transforming that potential into real strength will require further efforts. Intra-regional integration needs to be deeper; connectivity in infrastructure, logistics, digital networks and energy systems needs to be more synchronised; development and technological gaps need to be narrowed further; and the implementation of commitments and agreements, as well as coordination in responding to common challenges, must also be strengthened more.The world is changing very rapidly; and the challenges facing ASEAN today are markedly different from those of the past. The “value-based mindset” needs to be renewed more vigorously through more flexible and effective ways of working in order to better meet emerging demands. First and foremost, there is a need to shift from a process-oriented mindset to a results-oriented mindset, so that commitments contained in documents are translated into reality. It is necessary to move from consultation as the primary approach towards more substantive coordination, enabling cooperation mechanisms to respond more swiftly to cross-sectoral and interconnected issues. And there is a need to move from consensus in awareness to consensus in action, so that the common voice is reflected through concrete programmes, concrete resources and concrete outcomes.In other words, I believe that the measure of success in the coming period should not simply be how many additional documents, mechanisms or action plans ASEAN produces; more importantly, it should be measured by the extent to which ASEAN’s commitments are implemented in practice, what changes they bring about for the region, and what benefits they deliver to people, businesses and each member economy.In the context of increasingly intense competition today, moving slowly may mean missing opportunities. ASEAN, therefore, needs to demonstrate a stronger spirit of proactiveness: proactiveness in strategies to identify trends early and shape priorities; proactiveness in adaptation to make the most of emerging trends and respond effectively to rising challenges; and proactiveness in creation to contribute actively to shaping regional norms and cooperation frameworks.Distinguished guests,3. The ASEAN Future Forum contributes to ASEAN’s cooperation processesDrawing on the discussions held at this year’s Forum, I believe that the ASEAN Future Forum can continue to play its role as an open, candid and substantive exchange platform regarding the region’s long-term issues. As a complementary channel for dialogue, the Forum’s value lies in its ability to contribute additional perspectives, policy inputs and ideas to ASEAN’s cooperation processes. In this regard, the ASEAN Future Forum may wish to devote greater attention to the following areas:First, discussions at the Forum can help early identify emerging issues and long-term trends that will have a direct impact on the region’s future. Many of today’s challenges do not arise in isolation but are interconnected: Technological transformation is linked to employment and governance; the green transition is linked to energy, food security and livelihoods; and the information space is linked to social trust and governance capacity. The earlier these issues are recognised, the better prepared ASEAN will be.Second, the Forum can contribute to stronger connections among policymakers, academics, research institutions and businesses. Regional issues are becoming increasingly complex, cross-sectoral and beyond the scope of traditional approaches. Hence, ASEAN’s processes require a broader range of perspectives, experiences and initiatives from different channels to complement policy formulation and implementation.Third, the Forum can place greater emphasis on generating practical and highly applicable ideas. If carefully distilled, discussions at the ASEAN Future Forum can provide additional perspectives, suggest directions for cooperation and offer recommendations for consideration within relevant ASEAN processes. This includes promoting practical solutions such as conflict prevention, artificial intelligence development, energy, youth cooperation and cooperation within the Mekong sub-region.In that spirit, we look forward to continuing to receive the attention, support and active participation of member states, partners, scholars, research institutions and businesses. It is through your participation, sharing, and partnership that the ASEAN Future Forum will increasingly become a useful and practical channel for dialogue, helping to complement ASEAN’s processes while fostering a spirit of dialogue, cooperation and collective action for the shared future of the region.Distinguished guests,4. Viet Nam’s contributionsSince joining ASEAN in 1995, Vietn Nm has consistently regarded ASEAN as a nucleus of its foreign policy of multilateralisation and diversification of external relations. Viet Nam always wishes and makes efforts to work closely with other ASEAN member states to build a united, resilient and sustainably developing community, and uphold ASEAN’s centrality in the regional security architecture.For its part, the profound changes taking place around the world also require Viet Nam to take stronger innovation in development mindset, growth models and governance capacity. The challenges facing ASEAN are likewise the challenges facing Viet Nam: how to maintain peace and stability, safeguard major macroeconomic balances, achieve rapid yet sustainable development, and at the same time make breakthroughs to enhance competitiveness. In addition, strategic solutions are needed to narrow development gaps, proactively adapt to changing circumstances and strengthen resilience against both internal and external shocks.The prevailing spirit today is to act more decisively, implement more rapidly and measure success through tangible results. Choosing the right direction is important, but in the current context, being on the right path without sufficient speed may still mean missing valuable opportunities. Therefore, Viet Nam is focusing on removing bottlenecks, unlocking resources, advancing strategic and digital infrastructure, developing high-quality human resources, and creating a more favourable environment for citizens, businesses and localities.For Vietn Nm, development is not merely an economic objective; it is also the foundation for strengthening social stability and improving people’s well-being. This is also closely aligned with the priorities that ASEAN is facing in the new stage.Alongside socio-economic development, Viet Nam is also carrying out more substantive and effective external activities that are closely linked to the country’s strategic objectives and make increasingly responsible contributions to regional peace, cooperation and sustainable development.We consistently pursue a foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, multilateralisation and diversification of external relations, and being a responsible member of the international community. Diversifying energy supply sourcesBiofuel blends such as E10, E15, E20 and higher have been widely used for many years in countries including the United States, Brazil, members of the European Union, China, Thailand and the Philippines. Their adoption reflects a broader global trend toward energy transition and emissions reduction.On November 7, 2025, the Ministry of Industry and Trade (MoIT) issued Circular No. 50/2025/TT-BCT, establishing a roadmap for blending biofuels with conventional fuels in Vietnam. The fuel helps reduce emissions of carbon dioxide (CO2), carbon monoxide (CO) and other pollutants during combustion, contributing to Vietnam’s commitment to achieving net-zero emissions by 2050. Expanding biofuel use is also expected to reduce reliance on imported fossil fuels, diversify energy sources and strengthen national energy self-sufficiency.In an interview with Newspaper of Industry and Trade, Dr. Dao Duy Anh, Deputy Director General of the Department of Innovation, Green Transition and Industrial Promotion, highlighted the multiple benefits of promoting biofuel gasoline, particularly its role in environmental protection and reducing greenhouse-gas emissions."According to scientific calculations, burning one liter of conventional gasoline releases approximately 2.3-2.5 kilograms of CO₂ into the atmosphere. Replacing 5-10% of conventional gasoline with bioethanol through E5 and E10 fuels could reduce annual CO₂ emissions by roughly 2.5 million tonnes, based on Vietnam’s average gasoline consumption of 12 million cubic meters per year," he said.In addition to environmental benefits, wider biofuel adoption is expected to support the development of Vietnam’s domestic biofuel industry. This includes expanding feedstock cultivation areas for crops such as cassava, corn and sugarcane, creating jobs and generating income in rural and mountainous regions. It could also help revive ethanol production plants that have remained idle due to a lack of market demand, thereby improving the utilization of previously invested resources.The expansion of domestically produced renewable fuels is also expected to reduce dependence on increasingly scarce fossil fuels and mitigate risks associated with supply disruptions. This is particularly important as Vietnam currently imports around 70% of its petroleum demand when both crude oil for refining and finished petroleum products are taken into account.Sufficient capacity to supply biofuel gasolineE10 gasoline has undergone extensive research, testing and evaluation and has been found suitable for the majority of vehicles currently in operation. The transition roadmap has also been designed as a phased process with careful assessment of potential impacts.The move represents more than a simple change in fuel composition. It marks an important step in Vietnam’s green energy transition toward a low-carbon economy and sustainable development.Trinh Quang Khanh, Vice Chairman of the Vietnam Petroleum Association, said blending biofuels with conventional fuels would help reduce the country’s dependence on fossil energy sources.Amid ongoing tensions in the Middle East and the resulting risks to global energy supply chains, he noted that accelerating the adoption of biofuels is an appropriate solution to enhance energy security and improve supply resilience.According to Khanh, petroleum trading is a conditional business sector, and fuel distributors are required to comply with all regulatory requirements, including the implementation of the national biofuel roadmap."When global fuel supplies become increasingly volatile due to geopolitical tensions, accelerating the commercialization of biofuel gasoline can help ease pressure on conventional gasoline supply and contribute to greater stability in the domestic market," he said.Vietnam consumes approximately 12 million cubic meters of gasoline annually. Photo: VGPImmediately after the revised Power Development Plan VIII was approved, the Government and the Ministry of Industry and Trade issued a series of directives to accelerate critical power generation and transmission projects, while implementing measures to ensure electricity supply during peak demand in 2026 and throughout the 2027 - 2030 period.However, despite these efforts, the Ministry’s report indicated that many power generation and grid projects remain significantly behind the timelines required for operation before 2030, as stipulated in the plan. This poses a serious threat to future electricity supply capacity and national energy security.To address the issue, the Ministry proposed an urgent review, update and adjustment of Power Development Plan VIII to improve feasibility, alongside the development of a list of urgent electricity projects for immediate implementation, particularly baseload power projects serving major load centres. Photo: VGPThe Ministry must continue serving as the central coordinating body, proactively monitoring implementation progress, promptly reporting to the Steering Committee, and strengthening cooperation with local authorities through on-site inspections to resolve difficulties as they arise, particularly for projects listed under Decision No. 2634/QD-TTg dated December 2, 2025, approving the list of nationally important and priority energy-sector projects.The Ministry was also tasked with directing local authorities to complete investor selection for power generation and transmission projects under the revised Power Development Plan VIII, ensuring all projects proceed on schedule and contribute to national energy security.It must also intensify monitoring and enforcement of conclusions and directives issued by the Prime Minister and Deputy Prime Ministers related to strategic energy projects, and bear full responsibility before the Prime Minister for any delays that affect energy security or electricity supply.“We cannot afford further delays. It is precisely this dialectical combination that has created the enduring vitality of Ho Chi Minh Thought, making it increasingly valuable in the context of deep globalization and intensifying competition.After 40 years of the 1986 Doi Moi reforms (rejuvenation), Vietnam has gradually built an increasingly robust economy, deeply and extensively integrated into the regional and global economy.Building an independent and self-reliant economy is reflected in maintaining independence and autonomy in determining development guidelines, policies and strategies, while promoting the country’s potential and advantages. The Party’s viewpoints and policies have been institutionalized into laws, policies, strategies, master plans and socio-economic development plans, generating many positive outcomes. Macroeconomic stability has been maintained, inflation kept under control at a low level, economic growth and growth quality improved, and major economic balances strengthened.The national energy system has developed strongly, with the scale of the power system rising into the world’s top 20 and ranking first in Southeast Asia. The energy structure is shifting toward a greener and more sustainable direction, in line with global trends.Import-export activities continue to stand out as a bright spot of the economy, recording an average annual growth rate of 10.9%. Trade turnover has continuously set new records, reaching more than USD 930 billion in 2025 alone. Trade surplus has remained high, contributing positively to macroeconomic balance, foreign exchange reserves and market confidence.The domestic market has continued to develop steadily, with an average annual growth rate of around 7.7%, truly becoming a major pillar of the economy. At the same time, e-commerce has grown by more than 20% annually, placing Vietnam among the world’s top 10 fastest-growing markets and creating an important driver for the digital economy and business digital transformation.International economic integration has been implemented comprehensively, substantively and increasingly effectively. Participation in 17 free trade agreements (FTAs) has opened access to a market of nearly 6 billion consumers, helping diversify export markets, attract foreign investment, enhance national competitiveness and promote economic restructuring toward a modern and sustainable direction.Establishing a new growth modelThe Resolution of the 14th National Party Congress on national development orientations for the 2026–2030 period states: “To establish a new growth model aimed at improving productivity, quality, efficiency, added value and economic competitiveness; taking science, technology, innovation and digital transformation as the main driving forces; creating new productive forces and high-quality production methods, with a focus on the data economy, digital economy, green economy and circular economy; accelerating digital transformation, green transition, energy transition and transformation of human resource structure and quality. To identify new growth drivers and take science and technology as the core factor to promote and renew traditional growth drivers. To form strong growth poles, key economic regions, urban centers and next-generation special economic zones on par with regional and global standards.”According to economic experts, “establishing a new growth model” focused on improving productivity, quality and added value directly addresses a long-standing limitation of the economy: growth based on extensive expansion, dependence on capital, cheap labor and processing activities. When added value remains low and positioning in global value chains remains limited, the economy cannot truly be self-reliant because profits, technologies and decision-making power remain outside the country. Transitioning toward a model based on productivity and added value is therefore not merely an upgrade, but a condition for escaping dependency.Another key point lies in identifying science, technology, innovation and digital transformation as core drivers. As long as core technologies must still be imported, the economy cannot truly achieve mastery even if production expands. The formation of new production methods and the development of the digital economy, data economy, green economy and circular economy represent the pathway toward gradually occupying high value-added segments and thereby enhancing substantive self-reliance.The Resolution also sets the requirement to form strong growth poles, key economic regions, urban centers and next-generation special zones with regional and global stature. This represents a reorganization of development space to create sufficiently strong domestic growth engines capable of leading the economy forward. An economy cannot become self-reliant if development remains fragmented and scattered. On the contrary, it requires sufficiently strong centers in technology, finance, industry and services to create spillover effects and elevate the entire system.Notably, this mindset does not remain confined to policy documents. On April 29, 2026, under the chairmanship of Prime Minister Le Minh Hung, a working session with the Ministry of Finance set out a highly specific requirement: to formulate and implement a project on building an independent and self-reliant economy associated with international integration, to be completed in the third quarter of 2026. At the same time, ministries were tasked with coordinating the drafting of a Resolution on a national development model based on science, technology, innovation and digital transformation for submission to the third plenum of the Party Central Committee. This is no longer merely an orientation, but a command for action, with clear deadlines, clear focal points and clear responsibilities.Enhancing resilience against shocksVietnam’s economy has a high degree of openness and deep integration with international markets on both the supply and demand sides. Any external fluctuation can quickly translate into internal pressure, directly affecting macroeconomic stability, production and business activities, and social life. Meanwhile, the self-reliance capacity of many manufacturing industries remains limited, while dependence on imported technologies, equipment and raw materials remains high, exposing the economy to real risks whenever global supply chains are disrupted or restructured.Building an independent and self-reliant economy has emerged as an urgent requirement directly linked to the goal of rapid and sustainable development. An independent and self-reliant economy strengthens the country’s position in a global economic order being reshaped by new rules.Economic independence and self-reliance must be fully understood. Notably, Vietnam’s exports to India totaled USD 10.3 billion, up 14.2% compared to the previous year.The Trade Office has also actively supported Vietnamese businesses in participating in trade fairs, exhibitions, and business matching events, while organizing thematic seminars and regularly updating enterprises on India’s evolving policies relating to tariffs, technical standards, traceability requirements, and trade remedies.Alongside these achievements, the Trade Office noted that the Indian market continues to present a number of challenges, including protectionist policies with high import tariffs, the growing use of trade defense measures, increasingly stringent traceability requirements, and difficulties in supply chain connectivity between businesses of the two countries.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2026/05/13/c-12040537.png" alt="Vietnam targets USD 25 billion in trade with India by 2030 - 2"></figure>In his remarks, Minister Le Manh Hung highly commended the Trade Office’s efforts in maintaining close market engagement, proactively supporting businesses, and promoting economic and trade cooperation between Vietnam and India.The Minister emphasized that the State visit of General Secretary and President To Lam carries special significance, ushering in a new phase of bilateral relations as senior leaders of both countries agreed to elevate ties to a “Comprehensive Strategic Partnership with Enhanced Cooperation.” This development opens substantial new opportunities for collaboration in trade, industry, logistics, oil and gas, fertilizers, renewable energy, pharmaceuticals, high technology, and supply chain restructuring.Minister Le Manh Hung stressed that the system of Vietnam’s trade offices abroad must undergo a fundamental shift in mindset and working methods toward modern governance, ensuring that trade promotion activities are closely aligned with the country’s broader economic development goals. Accordingly, trade promotion programs should be designed with clearly defined objectives, identifying which products to promote, which markets to target, and which partners to engage. Outcomes must also be measured through specific indicators such as export turnover, the number of business connections established, signed commercial contracts, and participation in supply chains.The Minister further requested the Trade Office to develop a comprehensive database of regulatory agencies, industry associations, reputable enterprises, and major importers in India in order to strengthen connectivity and improve support for Vietnamese businesses.To achieve the goal of raising bilateral trade turnover to USD 25 billion by 2030 in a more balanced and sustainable manner, while removing trade barriers to facilitate greater market access for both sides, the Trade Office was instructed to formulate phased action plans with clear roadmaps. These plans should identify sectors with strong growth potential, priority regional markets, appropriate promotional tools, and policy support mechanisms to be proposed to the Ministry of Industry and Trade.As a specific example, Minister Le Manh Hung highlighted the potential for developing a Vietnam - India supply chain in the textile and footwear industries, emphasizing the need to clarify opportunities for cooperation in raw materials, intermediate production, and enterprise connectivity in order to leverage the complementary strengths of both countries. It now plays a bigger role in final electronics assembly, specializing in finished consumer electronics, thanks to supply-chain diversification from tech multinationals like Samsung.While mainland China remains in the dominant position for many of these exports, Viet Nam's share of consumer electronics, including smartphones, printers and computers, has seen a notable jump from almost none to 8-15 percent in 15 years.Besides consumer electronics, Viet Nam is also striving to climb up the value chain further, targeting the integrated circuits segment. Indeed, Viet Nam has actually captured more share in the U.S. market in certain consumer electronics, defying the tariff risks, noted HSBC specialists.But it's not only the traditional exports market that the nation is targeting: new trade opportunities are of crucial importance.
