Meanwhile, the contribution share of the FDI sector has stagnated and slightly declined, even as total state budget revenue continued to rise strongly.“This indicates that private enterprises, including individuals and household businesses, are contributing an ever-greater share to the state budget. The internal strength of the private sector has recovered and is gradually meeting expectations of becoming a key growth driver,” the expert stressed.He also pointed out that improvements in infrastructure systems and essential connectivity are opening up new growth drivers for the economy. He also requested an urgent report on the restructuring plan for Vietnam Railways Corporation and assigned the Corporation to develop a project for the advancement of the national railway industry.The Prime Minister further assigned specific tasks to ministries, sectors and localities for the implementation of individual railway projects.For the North - South high-speed railway project, the Ministry of Construction was tasked, based on directives from the Politburo, with selecting the most appropriate technology and submitting it to the Standing Government for reporting to the competent authorities, to be completed before January 15. The Ministry is also required to appoint qualified consultants to prepare the feasibility study report in accordance with relevant procedures, regulations and authority.In parallel, the Ministry of Construction is to coordinate with relevant ministries and agencies to study and propose suitable investment models, public investment, public-private partnership (PPP) or commercial investment, for submission at the next Steering Committee meeting. Localities and Vietnam Electricity (EVN) are to accelerate site clearance and technical infrastructure relocation in line with approved plans and the National Assembly’s Resolution adopted at the 10th session of the 15th Legislature. Viettel and VNPT are to continue implementing assigned tasks related to control and signaling systems and technologies.For the Lao Cai - Hanoi - Hai Phong railway project, concerning the progress of Component Project No. 2, the Ministry of Construction was instructed to complete the feasibility study and approve the project by June 2026, enabling early commencement. The Ministry of Finance is responsible for ensuring sufficient funding for project implementation, including exploring favorable loan options where appropriate.Emphasizing the need to soon complete planning for the Hanoi - Lang Son and Hai Phong - Ha Long - Mong Cai railway lines, the Prime Minister also approved and welcomed Quang Ninh province’s proposal to serve as the investor for the Hai Phong - Ha Long - Mong Cai line, in accordance with the law.Regarding urban railway projects, the Prime Minister commended Hanoi and Ho Chi Minh City for proactively implementing metro lines within their authority, ensuring connectivity and technology transfer. Priority should be given to railway links connecting Tan Son Nhat Airport and Long Thanh International Airport, as well as the Van Cao - Hoa Lac line in Hanoi. The Ministry of Construction and the Ministry of Science and Technology were tasked with studying and developing national technical standards for urban railways, while relevant ministries are to support the resolution of bottlenecks related to land clearance, capital and procedures.The Ministry of Construction, in coordination with the Ministry of Education and Training and Vietnam Railways Corporation, was assigned to effectively implement the Project on Training and Developing Railway Human Resources to 2035, with a vision to 2045. During 11 months of 2025, total retail sales of goods and consumer service revenues maintained impressive growth momentum, while a series of demand-stimulation programs generated strong spillover effects, making an important contribution to the country’s GDP growth target for the year.Consumption market leads growthAccording to the Hanoi Department of Industry and Trade, total retail sales of goods and consumer service revenues in the capital reached VND 877.2 trillion in the 11 months of 2025, up 13% year on year. Of this, retail sales of goods amounted to VND 549 trillion, accounting for 62.6% of the total and rising 12%.Hanoi has set a target of over 8% GRDP growth in 2025, while aiming for a 14% increase in total retail sales and consumer service revenues. Retail sales of goods rose 15.3%, accommodation and food services surged 24.9%, travel services increased 24.7%, and other services expanded 11.9%.Retail sales of goods reached VND 902,337 billion, with strong growth recorded in food and foodstuffs (19.8%), household goods (26.8%), and wood and construction materials (12.1%). Revenues from accommodation and food services were estimated at VND 207.001 trillion, up 24.9%.Major promotion campaigns such as Black Friday and Mega Sale at shopping malls and e-commerce platforms generated positive spillover effects, lifting revenues by 10 - 20% in each promotion period. Consumer demand has increasingly shifted toward supermarkets, thanks to price stabilization and promotion programs, helping households save costs and secure supplies amid food price fluctuations caused by natural disasters.Domestic consumption - a key driver of GDP growthAccording to the General Statistics Office under the Ministry of Finance, total retail sales of goods and consumer service revenues nationwide in the first 11 months of 2025 were estimated at VND 6,377.7 trillion, up 9.1% year on year. Excluding price factors, growth still reached 6.8%. Domestic consumption has emerged as the principal growth engine, supporting GDP expansion toward the year’s end and contributing to the target range of 8.3 - 8.5%.The Ministry of Industry and Trade has activated the 2025 national concentrated promotion program from December 1, 2025 to January 18, 2026, applicable to all enterprises, with a maximum promotion cap of up to 100%. Prof. Dr. Nguyen Thuong Lang, an expert in international economics and trade, emphasized that in the final month of the year, demand stimulation should be implemented in a coordinated manner for both households and the public sector.For households, priority should be given to short-term measures with rapid spillover effects. For the public sector, it is crucial to accelerate public investment disbursement, particularly in infrastructure, healthcare, education, and digital transformation, thereby creating jobs, raising incomes, and stimulating private consumption.Domestic consumption not only drives retail and services but also creates ripple effects across manufacturing, logistics, financial services, and tourism. Localities nationwide have simultaneously rolled out concentrated promotion programs, trade fairs, shopping festivals and business-to-consumer connection activities, while promoting digital transformation and e-commerce.Since 2009, total retail sales and consumer service revenues have maintained an average growth rate of nearly 10% per year, contributing to reduced trade deficits, keeping the consumer price index below 5%, and maintaining macroeconomic stability. In 2025, the strong momentum of domestic consumption continues to provide a crucial boost to production, services and GDP growth.Renewing traditional growth drivers and fostering new ones was highlighted by the Prime Minister as a key task at the Government’s regular meeting for November, concluded on December 6. Accordingly, the Ministry of Industry and Trade has been assigned to lead the implementation of key measures to robustly develop the domestic market, particularly e-commerce; ensure adequate supply of essential goods; intensify demand stimulation through promotions, discounts and trade fairs; and fully tap opportunities from the year-end and Lunar New Year season.&nbsp;The ministry has also been tasked with reviewing and proposing exemptions and reductions of taxes, fees and charges; strengthening the fight against smuggling and trade fraud; and submitting to the Prime Minister a proposal to establish a national trade fair steering committee before December 10, 2025.The coordinated efforts of the Government, businesses and localities, together with promotion programs, trade facilitation, and digital transformation, have positioned domestic consumption as a central growth pillar, enabling Vietnam’s economy to accelerate in the final months of 2025. <figure class="image image_resized" style="width:777px;"><img src="https://bcp.cdnchinhphu.vn/thumb_w/640/344443456812359680/2025/12/3/coche-17647322685871847725859.png" alt="Ha Noi accelerates investment in solar power projects- Ảnh 1."></figure>Standing Deputy Secretary of the Ha Noi Party Committee Nguyen Van Phong has signed a plan to implement Resolution No. 70-NQ/TW dated August 20, 2025, of the Politburo on ensuring national energy security through 2030, with a vision toward 2045.The plan sets the goal of enhancing the capital city's electricity reserve capacity and power supply by 2030, with a long-term outlook to 2045.Accordingly, the city aims that by 2030, commercial electricity output will reach 52,178 million kWh while commercial electricity consumption per capita will hit 5,721 kWh per person per year and maximum capacity (Pmax) will attain 9,400 MW.The average growth rate of commercial electricity can meet the double-digit economic growth target.The city strives to ensure that renewable energy sources account for at least 5 percent of total primary energy supply, and develop a total solar power capacity of about 1,500 MW by 2030.The capital city will strongly promote investment in centralized solar power projects and implement widespread rooftop solar installation at industrial parks, high-tech zones, industrial clusters, office buildings, apartment complexes, high-rise buildings, mixed-use commercial–service–residential buildings, and private homes across the city.By 2030, about 280 MW of electricity in the capital city will be generated from waste.The plan also sets a target to save 8-10 percent of the city's total energy consumption while promoting greater use of high-efficiency, energy-saving equipment and machinery, energy audits, and stronger measures to reduce electricity usage and emissions at industrial parks, factories, and urban areas.In addition, oil reserves are expected to reach approximately 90 days of net imports. The city will develop adequate infrastructure for importing liquefied natural gas (LNG) to meet the demands of LNG power plants and other needs.Ha Noi also aims to reduce greenhouse gas emissions from energy activities by about 15-35 percent compared with the business-as-usual scenario, while ensuring economic growth of at least 11 percent in 2026 and the following years.The city will develop an efficient smart grid system capable of safely interconnecting with the region; ensure safe power supply.Ha Noi will focus on completing the transition to a unified 22 kV medium-voltage grid and undergrounding all of medium- and low-voltage power lines in wards, central areas, and urban zones with stable planning.By 2045, the city aims to firmly ensure national energy security and develop a transparent, efficient, and equitable energy and electricity market in line with a socialist-oriented market economy.Although the capital does not enjoy as many hours of sunshine as the central or southern provinces, with more than 1,500–1,800 hours per year, Ha Noi still has significant potential to develop rooftop solar power, especially in new urban areas, industrial zones and other locations with favorable installation conditions.Making use of existing rooftops not only helps reduce electricity bills but also eases pressure on the grid during peak hours, especially on hot sunny days.According to calculations by several installation and research units, each 1kWp of rooftop solar can generate an average of 3.5–4.5kWh per day. A 5kWp system produces more than 150kWh per month, equivalent to the typical electricity consumption of an average household in Ha Noi.In addition to its economic benefits, rooftop solar power helps reduce greenhouse gas emissions. It is estimated that each kWh of solar electricity produced cuts CO₂ by about 0.7kg compared to electricity generated from fossil fuels./.
