They suggested both sides enhance exchanges between their chambers of commerce, business communities, and people-to-people interactions, as well as facilitate visa issuance to strengthen mutual understanding and expand opportunities for economic, trade, and investment cooperation.The diplomats also proposed Vietnamese businesses increase their investments in Africa to take advantage of the young workforce and abundant natural resources.To create breakthroughs in bilateral cooperation, the two sides agreed to strengthen agricultural collaboration, actively seek third-party resources to implement trilateral projects in agriculture and education, share development experiences, and continue perfecting the legal framework, and negotiating and signing important agreements such as those on double taxation avoidance, investment promotion and protection, and visa exemptions for diplomatic and official passport holders.

Although economic cooperation between Vietnam and Africa has developed positively, it has not yet matched the potential, the strong political relations, and the aspirations of the people from both sides, Deputy Minister of Foreign Affairs Do Hung Viet said on September 18.

Recent data shows a resurgence in international labor migration, with approximately 155,000 Vietnamese citizens securing employment abroad in 2023 alone, equivalent to nearly a third of the new workers entering the labor market.Similar to other countries in the ASEAN region, the burden of health issues in Viet Nam remains complex, including infectious diseases, occupational health hazards and injuries, mental health challenges, non-communicable diseases (such as cardiovascular disease and diabetes), and maternal and child health problems. Infectious diseases like HIV, AIDS, tuberculosis (TB), and malaria continue to be significant concerns.Moreover, achieving Universal Health Coverage (UHC) remains a challenging goal and presents an even greater challenge for migrants. Recent studies conducted by IOM in the region have highlighted the challenges faced by cross-border migrants in accessing healthcare, including language barriers, discrimination, financial constraints, lack of portable health insurance across borders, and lack of official cross-border referral mechanisms for migrant patients.They can be made even more vulnerable in pandemic situations due to inadequate access to needed health care and services, as shown during the COVID-19 pandemic.IOM's Chief of Mission in Viet Nam Park Mi-Hyung, stressed the importance of this timely collaborations to ensure the health and well-being of migrants, aligning with the goals of the Global Compact for Safe, Orderly, and Regular Migration (GCM) and the Sustainable Development Goals (SDGs).As the leading UN agency for migration, IOM commits to a longstanding and strategic partnership with Viet Nam, and in particular with the MOH, to ensure the health and well-being of all, including migrants, Park Mi-Hyung added.In Viet Nam, IOM has made significant contributions to migrant health. In the northern province of Quảng Ninh, directly hit by the storm on September 7, electricity has been re-supplied for over 85 per cent of the customers.EVN units in northern Việt Nam are continuing to mobilise personnel, vehicles, and equipment to repair the damage caused by the storm and ensure full power restoration to the remainders as soon as possible.The Central Power Corporation (EVNCPC) and the Hà Nội Power Corporation (EVNHanoi) have respectively deployed 273 and 200 workers to Quảng Ninh to assist in restoring the power grid.Due to heavy rainfall following the typhoon, a large volume of water flowed into hydropower reservoirs in the North, prompting the controlled release of water as directed by the National Steering Committee for Natural Disaster Prevention and Control. Water levels in these reservoirs are declining gradually.Consequently, from 10am on September 17, the hydropower plants of Tuyên Quang, Lai Châu, Bản Chắt, Huổi Quang, Sơn La, and Hòa Bình have closed all spillway gates as instructed by the Ministry of Agriculture and Rural Development, EVN said.The group noted that the 500kV power grid has fully recovered, with all 14 incidents resolved. The recently inaugurated Circuit-3 500kV line from Quảng Trạch (central Quảng Bình Province) to Phố Nối (northern Hưng Yên Province), which officially went into operation on August 29, suffered no significant damage.The 220kV power grid has had all 10 transformer station incidents and 38 out of 40 power line incidents fixed. Meanwhile, the 110kV grid has seen 101 out of 104 transformer station failures and 186 out of 190 line outages addressed.Earlier, Yagi-induced strong winds, heavy rainfall, and flooding across 17 northern provinces caused widespread power outages. In addition to grid damage, severe flooding in certain areas forced the temporary shutdown of operations to ensure electrical safety.

Hi Experts from localities around Việt Nam commented on amendments on several investment laws to boost investment attraction. - VNA Photo</td></tr></tbody></table>HCM CITY – Officials and experts discussed amendments on several investment laws to create more favourable conditions for investors, highlighting the need for simplifying and speeding up procedures.The Ministry of Planning and Investment organised a conference on September 11 to seek opinions from localities in Southeast Việt Nam and the Mekong Delta on amendments to the Law on Planning, Law on Investment, Law on Investment with Public – Private Partnership (PPP) and Law on Bidding.Officials discussed problems with policies on planning and attracting investment, and proposed mechanisms to attract more investment into prioritised areas.Regarding the Law on Investment, the Investment Management Department proposed giving more authority to provincial level People’s Committees to approve investment projects, specifically projects that construct and operate infrastructure in industrial parks and build new ports or port areas with an investment of VNĐ2.3 trillion (US$93.6 million) or below.Special investment procedures need to shift “from pre-inspection to post-inspection”, meaning authorities have to switch from simply issuing permits to projects that meet business regulations to actively guiding them to adhere to those regulations.This will help speed up investment procedures and enhance Việt Nam’s competitiveness in attracting high-tech projects and projects in other prioritised areas.An official from the Bình Dương Industrial Zones Authority noted that while it is important to create favourable conditions for investors, there should still be detailed regulations that investors have to adhere to, especially in order to enjoy special investment mechanisms.As for investments with the PPP model, in order to resolve difficulties and perfect the legal framework to attract investment, the ministry is amending and adding more policies to encourage PPP for all public investment projects, aside from state monopoly projects or those related to national defense, security and social order.The draft Law on Investment with Public-Private Partnership will also abolish the limit on the minimum investment capital to implement PPP projects and simplify procedures, promoting decentralisation of state management for PPP projects.Meanwhile, the draft Law on Bidding will allow investors to approve and select contractors or sign contracts with them before the projects are approved or international treaties and foreign loan agreements are signed, which will speed up project implementation.Ịt will also allow for “bidding packages that can choose contractors in special cases” to speed up the implementation process of projects and bidding packages that have special requirements on contract selection and cannot use other methods of selecting contractors.On the same day, the ministry also organised another conference to discuss amendments to the Law of Public Investment, including increasing decentralisation of authority and helping projects that use official development assistance funds.The draft amendments will allow for land clearance, compensation, and resettlement works of a project to be separated into its own independent project. Officials at the conference commended this move, saying that this will speed up large project implementation, but noted that this should not apply to small projects.The draft law will also simplify the procedures for planning medium-term and annual public investment, as well as for capital appraisal.

Exports to the U.S., the European Union (EU), South Korea, and Japan have all bounced back over the recent months of this year.Official statistics showed that trade between the Southeast Asian nation and the rest of the world were estimated at US$70.11 billion in July and US$70.65 billion in August.If the current growth momentum is maintained, this year's import and export value will set a new record, surpassing the US$732 billion mark recorded in 2022. It should be noted that 2022 is a record year for Viet Nam's foreign trade, but no month saw import-export turnover reaching US$70 billion.During January-August, the total export value witnessed a year-on-year increase of 15.8 percent, achieving US$265 billion.Continuing the positive trend in recent months, the nation's import value hit US$246 billion in eight months, up 17.7 percent. Remarkably, Viet Nam spent US$230.95 billion on importing production materials, making up 93.9 percent. In the reviewed period, the country's trade surplus reached US$19.07 billion.Insiders said that with positive economic forecasts from developed markets and increasing imports from the U.S., Viet Nam's exports are expected to exceed US$790 billion by the end of this year.Regarding the structure of exported goods, agricultural products and minerals accounted for only 12 percent while the group of industrial goods made up over 88 percent, said Le Quoc Phuong, deputy head of Viet Nam Industry and Trade Information Center, under the Ministry of Industry and Trade.The increase in exports is mainly attributed to the rise in exports of industrial goods, reflecting the goals set by import-export strategies and plans, he shared.According to the latest report released by the S&amp;P Global, Viet Nam Manufacturing Purchasing Managers' Index (PMI) stood at 52.4 in August, signaling a solid monthly improvement in terms of business conditions midway through the third quarter.The improvement recorded in the health of the sector reflects further rapid increases in output and new orders, with respective rates of expansion remaining sharp despite easing from the particularly elevated rates seen in June and July.Improvements seen in customer demand resulted in growth of new orders, prompting firms to expand production. Operating conditions have now strengthened in each of the past five months.Strong growth of new orders and softer cost pressures led manufacturers to increase purchasing activity sharply during August. Moreover, the rate of growth quickened for the fourth month running to the fastest since May 2022.Manufacturers remained optimistic that output will increase over the coming year, based on expectations of further improvements in customer demand and new orders. Sentiment dropped for the second month running, however, and was the lowest since January./.

It is moving at 10-15 km per hour in a west-northwest direction.The storm will likely pass between Hainan Island and the Leizhou Peninsula before entering the Gulf of Tonkin between the night of September 6 and the morning of September 7.By 7 a.m. on September 6, the storm is forecasted to be over the northern Gulf of Tonkin, about 190 kilometers east-southeast of Quang Ninh province, with wind speeds at levels 13-14 and gusts reaching level 17.Yagi is expected to make landfall on September 7, impacting coastal areas from Quang Ninh to Ninh Binh.The northern East Sea will experience strong winds and rough seas, with winds reaching levels 14-16 near the storm's eye. The Gulf of Tonkin will also see increasing winds from levels 8-9, intensifying to levels 10-12, with severe sea conditions.Heavy rain is anticipated in the northern and north-central regions from the night of September 6 to the morning of September 9, with rainfall expected to range from 100-300 mm, and some areas seeing over 500 mm./.

Measles can only be effectively managed when the community immunity rate reaches 95 percent and each individual has received two doses of the vaccine./.

Meanwhile, the domestic sector confirmed US$141.85 billion of trade turnover, representing a year-on-year increase of 20.8 percent, equivalent to US$24.47 billion.Some product groups, including computers, electronic products, and components increased by US$608 million or 23 percent; phones and spare parts, US$570 million or 23.3 percent; machinery, equipment, tools, and spare parts, US$463 million or 21.4 percent; textiles and garments, US$396 million or 23.9 percent; footwear, US$182 million or 18.8 percent; and various types of steel, US$141 million or 44.5 percent.In contrast, the import value of some product groups decreased in the second half of July compared to the first half, such as corn, down US$57.8 million or 40.2 percent; ores and other minerals, US$37.9 million or 23.9 percent; and wheat, US$25.7 million or 43.8 percent.In the first seven months of 2024, the total import value of FDI enterprises reached US$135.38 billion, up 17.3 percent (equivalent to US$19.95 billion) compared to the same period last year, accounting for 63.6 percent of the country's total import value.With these results, Viet Nam enjoyed a trade surplus of US$2.6 billion in the second half of July and US$14.52 billion in the first seven months this year, down by US$1.98 billion against the same period last year./.

With US$37.17 billion earned in the second half of July, total trade value rose to US$440.45 billion in the first seven months of 2024, up 17.2 percent against the same period last year, according to the General Department of Customs.

Other areas include capacity building and technology transfer mechanisms, all of which will help developing countries improve their cybercrime prevention and response capacity to subsequently build a healthier and safer global cyberspace.Viet Nam has engaged in negotiations from the beginning and had made practical contributions to the contents pertaining to law enforcement, capacity building, and technology transfer. It also took part in coordinating the regulations on professional measures.In particular, it showed close, effective, and comprehensive engagement in the contents about diplomatic, legal, and technical matters.Following the Ad Hoc Committee’s adoption, the draft convention will be submitted to the UN General Assembly for official approval as soon as possible. After that the convention will be open for member states to sign by December 31, 2026./.

It said one of the drafting committee’s key objectives was to create a more favourable tax regime for micro and small enterprises.According to the draft law, a 15 per cent tax rate is proposed for businesses with total revenue not greater than VNĐ3 billion, and a 17 per cent tax rate is proposed for businesses with total revenue higher than VNĐ3 billion and lower than VNĐ50 billion.The ministry said that out of the 900,000 businesses currently operating, micro and small businesses account for nearly 94 per cent of the total and have been earmarked for preferential policies to help them develop production and long-term revenue. During the COVID-19 pandemic, they were also beneficiaries of many of the Vietnamese government’s support programmes.International experience shows that many countries use tax support policies as a tool to promote the development of small businesses. For example, small businesses may be granted preferential tax rates, which could be a fixed tax rate or a progressive tax rate based on income streams.The ministry said in principle small businesses should enjoy a lower tax rate in comparison to large enterprises, but in practice, this policy will not apply to all small businesses.According to the Law on Supporting Small and Medium Enterprises, a business is classified as small or medium if it employs an average of 200 workers and meets one of the following two criteria - total capital not exceeding VNĐ100 billion or total revenue in the preceding year not exceeding VNĐ300 billion.Based on these criteria, micro and small businesses currently account for nearly 94 per cent of all businesses in the country, and if medium-sized businesses are included, the group of micro, small and medium-sized enterprises accounts for over 97 per cent. If these criteria were used to determine eligibility for preferential tax rates, almost all businesses in the country would qualify.During the initial feedback process on the draft Law on Corporate Income Tax (amended), the business community expressed enthusiasm about the tax incentives, but was also concerned that some provisions in the draft law could pose policy risks.They have called for greater clarity and stronger measures to help businesses manage risk, promote investment activities, streamline operations and create additional jobs.

In supporting micro and small enterprises to accumulate capital and develop business, the Ministry of Finance (MoF) has proposed lowering the tax rate to 15-17 per cent for those with a total revenue of no more than VND50 billion, instead of the current flat rate of 20 per cent.
