It is precisely this dialectical combination that has created the enduring vitality of Ho Chi Minh Thought, making it increasingly valuable in the context of deep globalization and intensifying competition.After 40 years of the 1986 Doi Moi reforms (rejuvenation), Vietnam has gradually built an increasingly robust economy, deeply and extensively integrated into the regional and global economy.Building an independent and self-reliant economy is reflected in maintaining independence and autonomy in determining development guidelines, policies and strategies, while promoting the country’s potential and advantages. The Party’s viewpoints and policies have been institutionalized into laws, policies, strategies, master plans and socio-economic development plans, generating many positive outcomes. Macroeconomic stability has been maintained, inflation kept under control at a low level, economic growth and growth quality improved, and major economic balances strengthened.The national energy system has developed strongly, with the scale of the power system rising into the world’s top 20 and ranking first in Southeast Asia. The energy structure is shifting toward a greener and more sustainable direction, in line with global trends.Import-export activities continue to stand out as a bright spot of the economy, recording an average annual growth rate of 10.9%. Trade turnover has continuously set new records, reaching more than USD 930 billion in 2025 alone. Participation in 17 free trade agreements (FTAs) has opened access to a market of nearly 6 billion consumers, helping diversify export markets, attract foreign investment, enhance national competitiveness and promote economic restructuring toward a modern and sustainable direction.Establishing a new growth modelThe Resolution of the 14th National Party Congress on national development orientations for the 2026–2030 period states: “To establish a new growth model aimed at improving productivity, quality, efficiency, added value and economic competitiveness; taking science, technology, innovation and digital transformation as the main driving forces; creating new productive forces and high-quality production methods, with a focus on the data economy, digital economy, green economy and circular economy; accelerating digital transformation, green transition, energy transition and transformation of human resource structure and quality. To identify new growth drivers and take science and technology as the core factor to promote and renew traditional growth drivers. To form strong growth poles, key economic regions, urban centers and next-generation special economic zones on par with regional and global standards.”According to economic experts, “establishing a new growth model” focused on improving productivity, quality and added value directly addresses a long-standing limitation of the economy: growth based on extensive expansion, dependence on capital, cheap labor and processing activities. When added value remains low and positioning in global value chains remains limited, the economy cannot truly be self-reliant because profits, technologies and decision-making power remain outside the country. Transitioning toward a model based on productivity and added value is therefore not merely an upgrade, but a condition for escaping dependency.Another key point lies in identifying science, technology, innovation and digital transformation as core drivers. As long as core technologies must still be imported, the economy cannot truly achieve mastery even if production expands. The formation of new production methods and the development of the digital economy, data economy, green economy and circular economy represent the pathway toward gradually occupying high value-added segments and thereby enhancing substantive self-reliance.The Resolution also sets the requirement to form strong growth poles, key economic regions, urban centers and next-generation special zones with regional and global stature. This represents a reorganization of development space to create sufficiently strong domestic growth engines capable of leading the economy forward. An economy cannot become self-reliant if development remains fragmented and scattered. On the contrary, it requires sufficiently strong centers in technology, finance, industry and services to create spillover effects and elevate the entire system.Notably, this mindset does not remain confined to policy documents. On April 29, 2026, under the chairmanship of Prime Minister Le Minh Hung, a working session with the Ministry of Finance set out a highly specific requirement: to formulate and implement a project on building an independent and self-reliant economy associated with international integration, to be completed in the third quarter of 2026. At the same time, ministries were tasked with coordinating the drafting of a Resolution on a national development model based on science, technology, innovation and digital transformation for submission to the third plenum of the Party Central Committee. This is no longer merely an orientation, but a command for action, with clear deadlines, clear focal points and clear responsibilities.Enhancing resilience against shocksVietnam’s economy has a high degree of openness and deep integration with international markets on both the supply and demand sides. Any external fluctuation can quickly translate into internal pressure, directly affecting macroeconomic stability, production and business activities, and social life. Meanwhile, the self-reliance capacity of many manufacturing industries remains limited, while dependence on imported technologies, equipment and raw materials remains high, exposing the economy to real risks whenever global supply chains are disrupted or restructured.Building an independent and self-reliant economy has emerged as an urgent requirement directly linked to the goal of rapid and sustainable development. An independent and self-reliant economy strengthens the country’s position in a global economic order being reshaped by new rules.Economic independence and self-reliance must be fully understood. The economy must be capable of operating stably on the basis of internal strength, sufficiently adaptable to external fluctuations, able to maintain normal operations under all circumstances, and capable of ensuring socio-economic development associated with national defense and security without passivity or dependence on external factors.At a higher level, economic self-reliance is closely tied to institutional capacity and national governance capability. An economy can only be self-reliant if it possesses the ability to design, operate and adjust policy systems suited to its own development conditions. At the same time, it must proactively participate in the global economic system with a firm grasp of the rules, flexibility in adjustment and effective use of international commitments in service of national interests.The foundation of self-reliance is first reflected in economic potential, resilience, recovery and development capacity in the face of shocks, as well as the competitiveness of enterprises and products. However, the decisive factor remains people, the central resource and the subject of all development processes. An economy lacking a workforce capable of mastering science and technology and lacking modern governance capacity will find it difficult to achieve genuine long-term self-reliance.Globally, countries that have risen strongly have all chosen the path of systematic and long-term investment in education, science and technology, and talent development strategies. It now plays a bigger role in final electronics assembly, specializing in finished consumer electronics, thanks to supply-chain diversification from tech multinationals like Samsung.While mainland China remains in the dominant position for many of these exports, Viet Nam's share of consumer electronics, including smartphones, printers and computers, has seen a notable jump from almost none to 8-15 percent in 15 years.Besides consumer electronics, Viet Nam is also striving to climb up the value chain further, targeting the integrated circuits segment. As nations with a history of struggle for independence from colonial rule that mutually inspired our national movements, the last eight decades have been a remarkable journey of togetherness, showing sensitivity to each other's concerns and supporting each other's aspirations and national development visions.A decade of mutual achievements (2016-2026)Over the past decade, especially, since 2016, dimensions of our relations have, both, expanded and deepened. Our bilateral relations have evolved into more robust and multifaceted synergized frameworks, which have been built on the bedrock of mutual trust, civilizational heritage and mutual respect as also solidarity.Our cooperation has expanded across sectors with forward strides in all areas, particularly, political engagements, development partnership, defence &amp; security cooperation, people-to-people relations and trade &amp; commerce.Our bilateral trade has more than doubled since 2016; from US$ 8 billion in 2015-2016 to US$16 billion in 2024-2025. These are impressive developments and reflect the synergy between the two sides. However, our bilateral trade is still below 2 percent of our respective global trade; counter-intuitive to the fact that we are two of the fastest growing economies. And nothing speaks about the future more than harnessing technologies. So, what's in store for the India-Viet Nam partnership when it comes to harnessing technologies?While continuing to strengthen the traditional pillars of our partnership in an upward trajectory, focus will be on initiating cooperation in new domains, particularly, in innovation, critical and emerging technologies, renewable energy, health care, space technology, digital public infrastructure, fintech and pharmaceuticals, among others. Technology has become a key driver of growth, development and value chain in today's world. Given that India and Viet Nam, both, are rapidly growing economies with aspirational societies, our demand sets are aligned. There are many similarities in our technology push and on incorporating technology trends into our respective national economic plans. We will work with Viet Nam in realizing the potential in these critical and novel areas. We already have ongoing dialogue mechanisms on IT, S&amp;T, and other areas which need to be energized and refocused in line with demands of the current requirements.Further, as both sides move towards net-zero emissions, our national energy transition successes and experiences can benefit each other from our respective models and policies. Viet Nam's entry into the International Solar Alliance (ISA), earlier this year, was a step in this direction.In our framework, harnessing technologies is not restricted only to the definition in its raw sense. Both sides also make efforts to leverage this to strengthen the traditional bonds between the peoples of two countries. We know that Buddhism is the celestial bridge which embraces the two societies warmly. The spiritual welcome accorded during the Exposition of Holy Relics of Lord Buddha in Viet Nam in 2025 is a testimony to this everlasting bond. What we have undertaken together is leveraging technology to restore and conserve our heritage as well. The extensive and technically niche works being carried out by the Archaeological Survey of India at the UNESCO World Heritage Site in My Son is a case in point.With this same approach, both sides also understand that this framework stands to evolve further with increasing people-to-people ties. In the last decade, therefore, both sides have worked closely to increase people-to-people connectivity manifold. While at the Government-to-Government levels, we have relaxed visa regimes, at commercial levels, we have more than 90 direct flights operating per week between India and Viet Nam. Direct air connectivity has played a pivotal and catalytic role as a force multiplier to promote trade, tourism and business ties. Tourism has been the largest beneficiary with international travellers between the two countries, reaching to 900,000. In addition, we are also exploring the possibility of direct shipping connections between the two countries. India has set its journey towards deeper engagement with like-minded countries with similar views and convergences. We have sought to maximise freedom of choice and maintain autonomy in decision making. It is in this backdrop that the State Visit of the General Secretary and State President H. E. To Lam to India assumes importance. There could not have been a more appropriate time for our leaders to meet and exchange views as we both share mutual interests in promoting peace, stability and prosperity in the region.TakeawaysThe visit of General Secretary and State President To Lam has added an important chapter and momentum to our relations, now guided by the Enhanced Comprehensive Strategic Partnership. As India's Ambassador, following are some of my key takeaways from this landmark visit:First, Viet Nam is a key partner in our 'Act East' policy and Viet Nam joining the Indo-Pacific Oceans Initiative (IPOI) underlines our convergence on the multilateral platform. In addition, strengthening the voice and role of the Global South in global governance underscores the growing strategic convergence to promote international order based on international law.Second, Opening doors for cooperation in the domain of innovation and digital payment systems. Enabling cross border payment connectivity such as QR code-based payments further enhancing trade, tourism and commerce.Third, Continuing to work together towards conservation of our traditional cultural heritage. The restoration of the Nhan Tower and establishment of a Site Interpretation Centre at the UNESCO World Heritage site at My Son reflects our common heritage. The digitisation of Cham Manuscripts of Viet Nam is also an effort in this direction.&nbsp;Fourth, Collaboration and partnership in inter alia digital public infrastructure, 6G, Artificial Intelligence, space, nuclear technology and critical minerals supply chain resilience. We will work together in domains of critical and emerging technologies. The address by General Secretary and President H. E. To Lam at the India-Viet Nam Innovation Forum, co-hosted by India's Ministry of Electronics and IT (MeitY) and Vietnam's Ministry of Science &amp; Technology, is a testimony to our common resolve to forge partnerships in these new areas.&nbsp;Fifth, the visit to India's financial and commercial capital by General Secretary and President H. E. To Lam reflects that trade &amp; commerce is a key pillar of our partnership. The Business Forum attended by over 200 companies exhibits the mutual interest and desire to enhance mutually balanced trade. We will encourage investments and facilitate conducive environment for this.Sixth, continuing our deep cultural bonds, we will celebrate India Cultural Week in Viet Nam and Viet Nam Cultural Week in India in 2027 as we commemorate 55 years of establishment of diplomatic ties.Seventh, strengthen the existing academic linkages between the two sides. Indian Council for Cultural Relations (ICCR) Chairs in Indian Studies will be established in the Da Nang University and the University of Social Science and Humanities.&nbsp;Eighth, bring together Nalanda University and the Ho Chi Minh National Academy of Politics to promote leadership exchange and excellence in academics.&nbsp;Ninth, institutionalise relationship between the two commercial capitals, Mumbai and Ho Chi Minh City.&nbsp;Tenth, opening market access for agricultural products in respective markets.Eleventh, healthcare is a domain of immense value and importance to both the countries. We will work together towards resilient supply of quality and affordable pharmaceutical products to Viet Nam to ensure health security.&nbsp;Twelfth, consistent support for ASEAN Unity and ASEAN Centrality in the evolving regional architecture for regional peace, stability and prosperity. India is one of those countries which has a country-specific ASEAN Summit mechanism viz. India-ASEAN Summit. As unanimously agreed by all ASEAN members, 2026 has been designated as "Year of ASEAN-India Maritime Cooperation".&nbsp;Thirteenth, apart from being two rapidly growing economies, India and Viet Nam also cherish youthful demographics and aspirational societies. Among firms positioning Viet Nam as a key market in their regional strategy, 65–68 percent reported positive business results and 96 percent were willing to recommend the country.By contrast, companies with only a limited or cautious presence in Viet Nam show far weaker results, with just 23 percent reporting positive performance and less than half recommending the market, dwarfing the metrics slightly.Jaspaert said that "when over nine out of ten businesses continue to champion this market, it speaks volumes about Viet Nam's extraordinary potential for growth. The sustained GDP performance we are seeing, with Q1 2026 expanding by 7.83 percent – outpacing the same period last year, reinforces this confidence."The numbers in this BCI proved that the deeper companies anchor their operations in Viet Nam, the more financially resilient they become, even when the broader global picture is fraught with risk, he said.Notably, the newly elected Government has also highlighted the focus on private economy as a key driver of growth. <figure class="image image_resized" style="width:777px;"><img src="https://bcp.cdnchinhphu.vn/thumb_w/640/344443456812359680/2026/4/2/carbon-1775097753837710108578.png" alt="Viet Nam gains nearly US$72 million from carbon credit - Ảnh 1."></figure>This is the second time the country has gained significant revenue from "selling clean air" through carbon credits.Through a results-based payment mechanism, Viet Nam will be paid&nbsp;corresponding to independently verified reductions in greenhouse gas emissions.These results were achieved by reducing deforestation and forest degradation, while increasing forest carbon stocks through afforestation and the restoration of natural forests.The funding from this project will be reinvested to strengthen forest-related policies, institutions, and enforcement measures.Specifically, the Green Climate Fund (GCF) on April 1 officially approved a funding proposal submitted by the JICA in coordination with the Vietnamese Government for a results-based payment project under the REDD+ mechanism.The proposal, titled "Viet Nam Reducing Emissions from Deforestation and Forest Degradation (REDD+) results-based payments for results period of 2014", was endorsed at the 44th meeting of the GCF Board held in the Republic of Korea on March 26, 2026.Through the project's activities, Viet Nam will gradually address the main causes of deforestation and forest degradation, promote sustainable forest management, and improve the livelihoods of local communities that depend on forests.The project is expected to be implemented over a period of six years, led by Viet Nam's Ministry of Agriculture and Environment, in coordination with provincial People's Committees in the project areas. The target locations include provinces in the Northwest and Northeast regions, namely Dien Bien, Lai Chau, Lao Cai, Son La, Phu Tho and Tuyen Quang.The approval of this project further affirms the long-standing and effective cooperation between JICA and Viet Nam in the field of REDD+, including support for policy development, forest monitoring systems, and the measurement, reporting, and verification of emission reductions and removals.In the coming time, JICA will continue to work closely with the Government of Viet Nam and relevant stakeholders to promote forest conservation, mitigate the impacts of climate change, and move toward sustainable development.At the beginning of 2024, Viet Nam successfully sold 10.3 million forest carbon credits (equivalent to 10.3 million tons of CO₂) for the first time through the World Bank (WB). With a price of US$5 per ton of carbon absorbed, the total contract value reached US$51.5 million./.

The Japan International Cooperation Agency (JICA) announced that Viet Nam will receive an additional US$71.96 million from carbon credit.

He noted that, according to international organizations, the current situation may represent the most severe crisis since the 1970s, directly affecting Southeast Asia, with Vietnam particularly exposed due to its status as a net energy importer.Vietnam imports around 70% of its crude oil and petroleum products, much of it linked to the Middle East, making it essential to enhance risk awareness and management.The Acting Minister requested that Petrovietnam and NSRP conduct a comprehensive review after one month of response measures to draw lessons for risk management. He emphasized the need to adjust technological configurations to process intermediate feedstocks, adopt flexible governance mechanisms with stronger decentralization for faster decision-making, and fully calculate conditions to ensure secure crude supply, including contingency plans. At the same time, he stressed the need to promote energy conservation, targeting a reduction of 1 - 1.5% in energy intensity per GDP unit by 2030, and to accelerate energy transition efforts, aiming for at least 30% electrification to reduce dependence on fossil fuels.Le Manh Hung assigned the Oil and Coal Department to take the lead in monitoring and updating developments for regulatory response, while supporting NSRP in working with international partners to secure crude oil supplies from the Middle East. After merging with Binh Phuoc province in July 2025, the locality has a population of over 4.4 million, ranking third nationwide after Ha Noi and Ho Chi Minh City. It covers an area of 12,730 square kilometers, ranking ninth in the country.In 2025, the locality's GRDP grew by 9.63 percent, exceeding the government's target by 1.13 percentage points. Its GRDP at current prices reached VND 677.932 trillion, an increase of VND 84.468 trillion, while GRDP per capita reached VND 150.86 million.Currently, Viet Nam has six centrally-governed cities, namely Ha Noi, Ho Chi Minh City, Hai Phong, Da Nang, Hue, and Can Tho.At the meeting, the Central Committee also provided opinions on the socio-economic development plan for 2026–2030, the national financial plan, medium-term public investment, and the public debt borrowing and repayment plan for the 2026–2030 period./.&nbsp;
