U.S. CDC in Viet Nam: Resolution No.128 is important step forward

Resolution No. 128 has provided a way to access based on the safety of the situation in the local area which parts of the economy, manufacturing, education and social life could be open safely.

Eric Dziuban, Viet Nam Country Director for the U.S. Center for Disease Control and Prevention (CDC), made that above statement in a recent interview with the VGP regarding one-year implementation of Resolution No.128/NQ-CP adopting provisional guidelines on safe adaptation to the COVID-19 pandemic.

It has been a whole year since Resolution No.128 first came out and it was a game changer. A year ago things were very different, he said.

Viet Nam is coming out of a very large very serious wave of COVID-19 over the summer of 2021 and especially in the southern metropolis Ho Chi Minh City and other southern provinces such as Dong Nai and Binh Duong.

In the months during after that Viet Nam was able to see a very large proportion of vaccine getting to people. A large population was vaccinated and that allows for things to have a roadmap for reopening.

"That was an important step forward. We can't stay in emergency mode forever with the pandemic and finding a way to safely allow people to resume certain activities was the key step for the country", asserted the Viet Nam Country Director of the U.S. CDC.

Eric Dziuban supposed that what really allowed Resolution No.128 and the reopening of Viet Nam's economy to be successful was the high vaccine coverage.

Having over 90 percent of eligible adults in the country vaccinated in a short amount of time from when the vaccines first arrived allowed for that reopening to happen in a way that did not lead to another large wave that overwhelmed the health system.

"It's important for people to remember that the Omicron variant came after Resolution No.128 but what we did not see was the hospitals becoming overwhelmed and death rate going up. Those things didn't happen because we were able to take careful controlled steps in Viet Nam", noted Eric Dziuban.

COVID-19 is still with us and it probably will be with us for years to come, said Eric Dziuban, adding that there's really no good chance that we see the virus completely eliminated from any country around the world.

Having the population well vaccinated was the most important step but now it is crucial to continue to watch the virus and see what it is doing, he suggested.  

The health system in Viet Nam is very committed to continuing to monitor the progress of this virus and the possible emergence of new variants to make sure that if something is changing, the policies and the steps the government takes to change as well.

According to the Viet Nam Country Director of the U.S. CDC, the U.S. and Viet Nam will celebrate the 10-year anniversary of the Comprehensive Partnership in July 2023.

The U.S. President has made clear the intention to elevate U.S.-Viet Nam relationship to a Strategic Partnership, because it most accurate describes the work already being done, he reiterated.

These efforts are certainly in the health sector, in fact the U.S. CDC is also excited to be celebrating 25 year anniversary in Viet Nam.

The U.S. CDC is proud to be partners with the Ministry of Health and help support any measures they can take to keep COVID 19 from becoming the type of crisis that we saw last year.

The U.S. CDC in Viet Nam has over two decades of working closely together on a lot of diseases with the Vietnamese side, not only working specifically toward a single disease and launching programs to fight HIV, tuberculosis and new strains of influenza but also working on health systems.

Both sides work together on training epidemiologists, people who are disease detectives to go out and identify new outbreaks and stop them early as well as join hands in improving the quality of laboratory testing.

All of these led into a really strong response and a very strong partnership during COVID-19, asserted Eric Dziuban.

Combined with this, of course, is the vaccine work that was done together, he said, adding that the U.S. is proud to provide over 40 million doses of COVID-19 vaccine to Viet Nam.

"It was wonderful to see how effective that campaign was and the people were able to get vaccinated as soon as possible and get protection", told the Viet Nam Country Director of the U.S. CDC./.
