Effective managing and using resources, human resources, material resources, and enhancing sustainability; improving energy efficiency;4. Promoting administrative reform, with a focus on cutting administrative procedures and compliance costs for people and businesses;5. Resolving the long-standing problems of important national projects, key projects, low-efficiency projects, backlogs, prolonged causes of great loss and waste; weak commercial banks;6. Strengthening inspection, supervision, audit, investigation, and handling of waste cases;7. Raising awareness, promoting the role and responsibility of the Fatherland Front, organizations and people in preventing and combating waste;8. Strengthening the capacity of cadres and civil servants to carry out waste prevention and control work.On March 17, Prime Minister Pham Minh Chinh signed Directive No. 08/CT-TTg underscoring the importance of waste prevention and control.&nbsp;The Government also established the Steering Committee for Wastefulness Prevention and Control was established in December 2024. The body is in charge of assisting the Prime Minister in researching, directing, and addressing important inter-sectoral tasks related to prevention and control of wastefulness./.

By 2030, Vietnam could see around 1 million EVs on the road, with the figure projected to rise to 3.5 million by 2040.To meet this surge in demand, the International Energy Agency (IEA) recommended Vietnam to build between 100,000 and 350,000 charging stations over the next 15 years, equivalent to one station for every 10 EVs.Currently, VinFast remains the only major player in developing a nationwide charging network. Other EV manufacturers face significant challenges in entering the Vietnamese market due to inadequate infrastructure. Several Chinese EV brands have recently pulled out, citing the lack of charging stations as a key reason.Nguyen Manh Thang, Director of Whatcar Vietnam, described charging infrastructure as a classic “chicken-and-egg” dilemma. Investment depends on demand, but people will not buy EVs unless they see enough charging stations, and companies will not invest without a clear user base, he said.According to Thang, consumer mindset also hurdles the green transition, as petrol vehicles are seen as more convenient than EVs which requires route planning around limited charging points.Experts further highlighted the absence of unified regulations for EV charging infrastructure. Vietnam currently lacks clear standards on site selection, technology, and safety protocols. As a result, each company operates independently, often with different electricity pricing schemes.To close these gaps, Dao Cong Quyet, Head of the Communications Subcommittee at VAMA, called for clearer legal regulations on electricity supply and charging standards.Quyet also stressed the need for government support beyond vehicle incentives, urging financial assistance for research, manufacturing, and the expansion of charging systems.Likewise, Thang also proposed incentives such as low-interest loans and grace periods to mitigate risks and attract more investment in charging infrastructure.Vietnam’s underdeveloped charging network remains a major bottleneck in the country’s EV journey. Experts suggested government agencies, automakers, and investors share the responsibilities. Beyond policy and planning, manufacturers must also innovate to make EV charging more convenient, efficient, and standardised nationwide./.

As the impacts of climate change and environmental pollution worsen, the Vietnamese Government is ramping up support for green transport, particularly electric vehicles. However, the rapid growth in EV adoption is outpacing the development of charging infrastructure.

The Vietnamese government has officially revised the eighth national power development plan, setting bold targets for electricity production and renewable energy adoption through 2050.On April 15th, Vietnam’s Deputy Prime Minister Bui Thanh Son signed off on the adjustments to the eighth national power development plan, covering the period 2021–2030 with a vision toward 2050, according to the government news portal.The plan emphasizes developing smart grids capable of integrating large-scale renewable energy sources. By 2050, the figures are projected to rise significantly, with electricity output ranging from 1,237.7 to 1,375.1 billion kWh, and peak capacity between 205,732 and 228,570 MW.One of the plan’s key pillars is the accelerated development of renewable energy—excluding hydropower. By 2030, renewables are projected to account for 28–36% of electricity generation, rising dramatically to 74–75% by 2050.The government also aims for 50% of office buildings and households to use rooftop solar for self-production and consumption by 2030.Vietnam is also setting its sights on becoming a regional energy exporter. Wind power capacity is expected to reach between 26,066 and 38,029 MW by 2030, with plans to export renewable electricity to Singapore, Malaysia, and other regional partners. By 2035, export capacity could hit 5,000–10,000 MW.Hydropower will continue to play a key role, with a targeted capacity of 33,294–34,667 MW by 2030, increasing to 40,624 MW by 2050. The government stresses that expansion will be balanced with environmental protection and resource sustainability.In addition to solar and wind, the plan promotes the use of biomass, waste-to-energy, geothermal, and other emerging renewable sources—both to support energy security and to address environmental concerns. These sources are expected to contribute 3,009–4,881 MW by 2030, and over 9,000 MW by 2050.Nuclear energy, fossil fuels, and investment strategyNotably, nuclear power is poised for a comeback. Between 2030 and 2035, Vietnam plans to bring two nuclear power plants—Ninh Thuận 1 and 2—online, with a combined capacity of 4,000–6,400 MW. By 2050, nuclear capacity could be expanded by an additional 8,000 MW.The revised plan also marks a major shift away from coal. No new coal-fired plants will be added, and existing facilities older than 20 years will be converted to run on biomass or ammonia. Plants over 40 years old will be decommissioned if conversion is not feasible.As for gas power, domestic gas will be prioritized, with imported LNG serving as a supplement when necessary. Over time, the sector will transition toward hydrogen as technology matures.Significant investment in battery storage is planned to ensure grid reliability as renewables expand. Storage capacity is expected to reach 10,000–16,300 MW by 2030 and soar to nearly 96,120 MW by 2050.The revised eighth national power development plan estimates total investment requirements of $136.3 billion for generation and transmission infrastructure between 2026 and 2030—an average of $27 billion per year, with 86% allocated to generation.From 2031 to 2050, a further $699 billion in investment will be needed, averaging $35 billion per year. From a country primarily exporting raw materials, Vietnam has become one of leading wood and furniture producers and suppliers worldwide.However, the wood industry faces significant challenges, such as the impacts of the COVID-19 pandemic and political tensions.To foster the development of the Vietnamese&nbsp;<a href="https://ven.congthuong.vn/breakthrough-measures-needed-for-18-billion-usd-wood-export-goal-57346.html#"> wood</a> industry, Vo Quang Ha, Chairman of Tan Vinh Cuu Joint Stock Company (Tavico), suggested that the industry adopt a new mindset to adapt to immediate difficulties.Pursuing both domestic and export markets in parallel and repositioning market strategies, products, and raw materials are essential at this time.Meanwhile, regulators should analyse the competitive advantages of each locality and identify the types of raw wood for different products.The forestry sector aims for wood and forestry product export value to reach 18 billion USD in 2025 and 25 billion USD by 2030. Notably, the sector aims to align its growth with green development by 2030, ensuring 100% of forest areas are certified for sustainable forest management and 20% of natural forests have quality improved.In processing and trading wood and forestry products, priority should be given to the use of modern and automated equipment to create high value-added products. Developing a high-quality workforce and upgrading facilities are also focused. Additionally, a wood trading centre will be developed to establish an international wood product trading hub and open market opportunities.Currently, regulations and guidelines have been fully issued by the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to align with international regulations on wood, wood products, and non-timber forestry products, promoting green growth, low emissions, and environmental protection.Furthermore, the Vietnamese wood industry is standardising quality to meet international standards such as the Lacey Act (the US), the Illegal Logging Prohibition Act (Australia), Clean&nbsp;<a href="https://ven.congthuong.vn/breakthrough-measures-needed-for-18-billion-usd-wood-export-goal-57346.html#"> Wood</a> Act (Japan), Act on the Sustainable Use of Wood (the Republic of Korea), and EU regulations on deforestation. These efforts will not only help the industry develop but also contribute to emissions reduction and environmental protection goals.Wood enterprises are proactively adapting to the policies and mechanisms set by importing countries, such as the Carbon Border Adjustment Mechanism (CBAM) and the EU Deforestation Regulation (EUDR).On the other hand, companies are also increasing the use of renewable materials and promoting sustainable forest management to meet the growing trends of green development in export markets./.

Viet Nam and China have signed seven important cooperation documents in the fields of railway and road transport, contributing to promoting cooperation between the two countries in transportation.

Covering an area of more than 27,100 hectares, the zone has five main functional areas: a port area, an industrial area, a non-tariff area, an urban area, and a tourist site.According to the Hue city Economic and Industrial Zones Authority, the zone has mostly completed its main transportation routes and has a wastewater treatment system with a capacity of 10,000 cubic meters per day, along with a solid waste treatment site. The plan envisions a clean industrial and seaport urban area, a modern international trade hub, and a tourism, resort, and commercial urban area of international standards in the central key economic region, closely linked with Da Nang city. The focus will be on preparing infrastructure and technical facilities to meet the criteria of a tier-3 urban area, and upgrade it into a township or city from 2030 to 2045.Phan Quoc Son, Deputy Director of the municipal Department of Finance, said that the city is prioritising resources to complete synchronised infrastructure in economic and industrial parks. It will provide support and favourable conditions for investors to implement infrastructure development projects, and step up efforts to improve the investment and business environment, as well as attract investment.To reach a double-digit GRDP growth target for 2025, the city’s leaders have directed departments, sectors, and localities to implement key tasks set out from the beginning of the year. "Pregnancy and childbirth should be a time of joy, but for too many families, it still ends in tragedy. The life of every mother and every newborn is precious. So, we must do everything possible to close remaining gaps in maternal and newborn care."There are still major differences in death rates between women and babies who live in urban areas and those who live in remote disadvantaged areas, where they struggle to access quality maternal health-care services. These are not always signs of something serious, but it is always best to get them checked.Immediately after the baby is born, health-care facilities should create a supportive environment for early essential newborn care, which includes immediate skin-to-skin contact between mother and child for at least 90 minutes, and exclusive breastfeeding. This promotes bonding and regulates the baby's temperature and heart rate. The Central Inspection Commission has just issued Instruction No. 15-HD/UBKTTW (Instruction 15), amending and supplementing Instruction No. 05-HD/UBKTTW dated November 22, 2022 of the Central Inspection Commission on implementing a number of articles in Regulation No. 69-QD/TW, dated July 6, 2022 of the Politburo on disciplining Party organizations and Party members who violate.Accordingly, Instruction 15 removes points 8.1, 8.2, Clause 8, Section III of Instruction 05. Clause 8, Section III of Instruction 05 stipulates disciplinary action against party members who violate population policy regulations.Previously, the Central Party Office sent a document to the Central Inspection Committee, the Government Party Committee, the National Assembly Party Committee, and the Ministry of Health Party Committee to notify the Politburo's opinion on the preliminary implementation of Resolution 21 on population work in the new situation and amending the regulations of the Party and State related to population policy.In particular, the Politburo assigned the Central Inspection Committee to advise and amend the regulations of the Central Executive Committee, the Politburo, the Secretariat related to handling violations of population policies and proactively amending Instruction No. 05 of the Central Inspection Committee in the direction of not disciplining cases of having a third child or more.Risk of labor shortagePreviously, experts recommended that disciplining Party members for having three or more children is no longer appropriate given Viet Nam's current low birth rate. The United Nations Population Fund (UNFPA) predicts that Viet Nam may become an aging country by 2036 and a super-aging society by 2049.According to the General Statistics Office, Viet Nam's population was estimated at 101.3 million people last year. Without timely intervention, within just ten years, Viet Nam will officially enter the ageing population stage, facing the risk of labor shortage in the future.Fertility rates are particularly low in big cities and industrial zones, where high child-rearing costs and work pressures cause many couples to delay or avoid having more children.The Ministry of Health (MoH) proposed each couple and individual should be empowered to decide on the number of children and the time of birth based on their circumstances. Additionally, the MoH also suggested extending maternity leave to seven months for women giving birth to a second child and providing support for renting and purchasing social housing.Viet Nam's total fertility rate is 1.91 children per woman which is below the replacement fertility rate of 2.1 children per woman and continues to decline./.

From March 20, 2025, civil servants and Party members having a third child or more will no longer be subjected to Party discipline, according to the Central Inspection Commission's guidelines (Instruction 15).

This is something to be maintained by the State Bank of Vietnam (SBV) in 2025.Fueling the economyThe Government has, for the first time, issued a resolution on growth targets for various industries, sectors and localities to ensure the country’s overall economic growth reaches 8 percent or higher. The Government held meetings to discuss strategies for helping businesses access resources, including credit from the banking sector.The SBV’s latest data indicate that credit growth in early 2025 show positive signs compared to the same period last year, following the seasonal trend of the beginning of the year and the Lunar New Year period. Credit growth, in particular, and monetary policy, in general, are considered major driving forces of achieving an economic growth rate of over 8 percent in 2025.SBV Deputy Governor Dao Minh Tu said the State Bank aims for an annual credit growth rate of 16 percent in 2025, equivalent to about VND2.5 quadrillion being injected into the economy. If the Government reaches its 10-percent economic growth target, credit growth will be 20 percent, equal to around VND3-3.2 quadrillion injected into the economy.The SBV leader analyzed that most commercial banks have already maximized their safety ratio. When banks mobilize VND10, they can lend out VND9, with the remaining VND1 required for safety reserves. However, many banks are currently lending over VND10, meaning they have to use their charter capital and refinancing capital from the SBV to support lending activities. Specifically, while the total mobilized capital of the banking system currently stands at VND15.2 quadrillion, the amount being lent out to the market has reached VND 15.8 quadrillion.The total outstanding credit is nearly VND16 quadrillion, while the gross domestic product (GDP) is VND12 quadrillion. This means credit amounts to 130% of GDP. However, the key is to ensure that growth is both rapid and sustainable. If a large amount of money is pumped into the economy, but does not flow into productive sectors, it could trigger inflation and create various economic and banking system challenges.“Past experience shows that asset bubbles can become difficult to control, leading to a rise in bad debts, which threatens the stability of Vietnam’s banking system. According to SBV Standing Deputy Governor Dao Minh Tu, an average credit growth of more than 2% contributes to a 1% increase in GDP. In 2025, SBV aims for a credit growth rate of approximately 16% to support an 8% economic growth target. However, if GDP growth reaches 10%, credit growth must be between 18-20%, which means the banking sector would need to inject an additional 2.8 to 3.1 quadrillion VND into the economy.SBV Governor Nguyen Thi Hong emphasised that the entire banking sector is fully aware that 2025 is a year of acceleration and breakthrough. The key challenge is how to drive economic growth to 8% or higher while keeping inflation under control. According to the governor, credit growth plays an essential role in ensuring economic acceleration and breakthroughs.The SBV has set a credit growth target of around 16% in 2025, with adjustments based on actual economic conditions. "SBV will closely monitor developments; if inflation remains low, we will consider increasing this target, and vice versa. Credit policies will also focus on key economic growth drivers, including consumer credit and loans for small and medium-sized enterprises," said SBV Governor Nguyen Thi Hong.However, boosting credit requires not only efforts from the banking sector but also coordination and support from various ministries and agencies. For instance, in the case of social housing credit, Governor Nguyen Thi Hong stressed the need for multiple funding sources, particularly from the state budget. "In recent times, the banking system has demonstrated great responsibility and humanitarian spirit by voluntarily reducing lending rates. However, the implementation has faced many challenges. To resolve these issues and promote social housing credit, SBV hopes that the Ministry of Construction will collaborate with local authorities to conduct a comprehensive assessment of housing demand — including ownership, rentals, and purchases — so that bank credit can be directed effectively," the governor added.Additionally, according to Agribank CEO Pham Toan Vuong, with the banking sector's credit growth target set at approximately 16% for 2025, SBV has assigned Agribank a credit growth quota of nearly 13%, equivalent to an increase of over 200 trillion VND. If annual outstanding loans increase by VND 200 trillion, Agribank would need to supplement its capital base by VND 15-17 trillion. Therefore, the CEO proposed that the NA and the Government consider a special mechanism for state-owned commercial banks, including allocating additional charter capital from Agribank’s annual retained earnings — at least 10 trillion VND per year — starting in 2025. This would enable Agribank to fulfil its assigned political tasks and contribute to achieving the projected double-digit GDP growth for the 2026-2030 period.Meanwhile, Nguyen Thi Phuong Thao, Founder and Permanent Vice Chairwoman of HDBank, suggested that the Government promote capital market development to reduce reliance on bank credit and support long-term growth. Additionally, she proposed timely and proactive support from the Government and SBV in the restructuring process of DongA Bank under the compulsory transfer plan. According to data from the State Bank of Vietnam (SBV), the total credit scale of the economy reached over 15.6 quadrillion VND in 2024, an increase of more than 15% compared to the end of 2023.
