The initiatives have focused primarily on vocational training, skills transfer, managerial capacity building for rural industries, adoption of advanced machinery, and the development of signature rural industrial products.Initial assessments show that the program has effectively supported rural industrial enterprises and production facilities across the province, contributing to increased productivity, revenue, and employment. The outcomes so far suggest that the program is largely on track to meet its objectives.However, like many other mountainous provinces, Lao Cai faces certain challenges. Funding levels for industrial promotion remain relatively modest. There is also no unified software system for building a database on rural industrial development and product tracking. Furthermore, budget decentralization between provincial and district levels complicates implementation. Many districts still struggle to allocate the necessary funds to disburse support for the industrial promotion projects assigned by the province.These limitations have affected the overall effectiveness and progress of the province’s five-year industrial promotion plan. In the immediate term, Lao Cai is taking a proactive and flexible approach to ensure that funding-approved projects for 2025 are implemented and completed as planned.In the long run, the provincial Department of Industry and Trade will continue to advise the People's Committee on policy formulation to foster the industrial sector’s growth. The department will also coordinate with other provincial trade departments in the region to focus on developing key projects, value chain-based programs, and industrial cluster linkages. As 2025 marks the final year of the 2021–2025 industrial promotion program, Lao Cai’s Department of Industry and Trade is making a concerted push not only to fulfill this year’s targets ahead of schedule but also to review and align ongoing plans to ensure the entire program concludes with optimal results.

According to the provincial Department of Statistics, Nam Dinh’s Index of Industrial Production (IIP) rose by 34.51% year-on-year in May 2025 and climbed 4.55% compared to April. In contrast, the mining industry contracted by 34.66%, subtracting 0.13 percentage points from overall growth.Several level-two industrial sectors experienced significant growth over the five-month period: motor vehicle manufacturing rose by 40.26%; metal production increased 19.73%; paper and paper product manufacturing climbed 19.49%; food processing rose 17.12%; textiles expanded 16.58%; garment manufacturing increased 9.61%; and furniture production grew 9.11%.Conversely, some industries saw declines, including beverage production (down 38.98%); printing and reproduction of recorded media (down 8.76%); leather and related products (down 2.85%); and machinery repair, maintenance, and installation (down 1.68%).In May alone, the consumption index of the manufacturing and processing sector increased by 5.09% compared to April. Over five months, the index more than tripled year-on-year, driven by a strong recovery in textile consumption, up more than nine times, along with a 14.71% increase in garment consumption and a more than twofold rise in furniture sales.According to Nam Dinh’s Statistics Sub-Department, state budget capital managed by local authorities was estimated at VND 785 billion in May 2025, up 40.5% year-on-year.Of this, provincial-level capital accounted for the bulk at VND 747 billion, up 43.8%; district-level funding reached VND 24 billion, up 11.1%; while commune-level disbursement declined by 21.2% to VND 14 billion.In the year to date, public investment disbursement reached VND 3.222 trillion, equivalent to 24.6% of the annual plan and up 20.1% compared to the same period last year. This would promote digital transformation, help businesses and household enterprises grow, contribute fairly to the state budget, and prevent tax losses, especially in sectors like food and beverage, and services, emphasized the Prime Minister.At the Digital Transformation Day of the banking sector in 2025, Prime Minister Pham underlined the need to improve the legal framework, mechanisms, and policies to align with practical realities.It is necessary to develop modern digital infrastructure and platforms that ensure system security, safety, and high interoperability, he noted, adding that the banking sector should diversify and personalize digital banking products and services to enhance convenience and user experience.Pham called for developing digital data resources, integrating with Project 06 to create momentum for digital transformation in the banking sector while prioritizing the development of human resources to meet the transformation needs of the banking industry.He also stressed the necessity of intensifying widespread communication efforts to raise public and business awareness about the benefits of digital transformation in the banking sector.Cashless payment activities have been widely implemented and have made remarkable progress. The percentage of adults with a payment account has reached 87 percent, surpassing the 2025 target of 80 percent. In 2024, the total value of cashless payments exceeded VND295 quadrillion (or US$11.35 trillion), equivalent to 25 times the GDP.Around 80 percent of retirees and recipients of social insurance and unemployment benefits in urban areas receive payments through bank accounts.The payment infrastructure has been consistently maintained to ensure smooth, continuous, and secure operations, with no incidents or disruptions. Cross-border retail payment connections have been established with Thailand, Cambodia, and Laos, and are currently being developed with China and South Korea./.

Major Vietnamese conglomerates like Viettel, Vingroup, Truong Hai (THACO), Thanh Cong, and Hoa Phat have developed strong industrial bases in materials, machinery, and basic industries, laying a solid foundation for supporting industries to integrate into global production networks.Despite existing support policies for digital transformation, many businesses still face challenges accessing these resources. Several firms reported that the cost of applying for state-funded support sometimes exceeds the benefits received. Moreover, information about available programs often fails to reach the enterprises most in need.Deputy General Director of Hanel Production and Trading JSC (Hanel PT), Tran Duc Tung, noted that digital transformation is far from easy. “The greatest challenge is leadership commitment. Without a clear and determined strategy from top management, transformation efforts are unlikely to succeed.”To move toward smart manufacturing, Hanel PT is focusing on standardizing both operational technology (OT) and information technology (IT). “We’ve achieved around 60% automation in our operations, and our next goal is to raise that to 80%,” said Tran Duc Tung.He also highlighted the need for more accessible financial support. “We hope to access favorable loans and funding packages more easily, with simplified procedures. There should also be R&amp;D support, because digital transformation is fundamentally an R&amp;D activity within production.”“To successfully transform, we must improve workforce quality. We hope the Department of Industry and the government will expand training programs to help our staff manage and operate new systems more effectively,” he added.Strengthening the ministry's ecosystemHead of the Supporting Industries Division at the Department of Industry, Nguyen Manh Ha, acknowledged the difficulties businesses face during digital transformation. He noted that the government has introduced various mechanisms and policies to promote the development of both the general and supporting industries in recent years. The department has also engaged in multiple cooperation activities with domestic and international partners, including large FDI companies, to enhance the competitiveness of Vietnamese firms and support their integration into global supply chains.Looking ahead, Ha stressed the need for establishing specialized industrial zones in the north, central, and southern regions. He called for additional workforce training, support for importing used yet internationally standardized machinery, and stronger state-led efforts to guide local enterprises into production networks. Each agency is expected to nominate at least two projects eligible for either groundbreaking or inauguration ceremony. Detailed submissions—including project name, scale, funding sources, and documentation—must be sent to the Government Office and the Ministry of Construction by July 31.The Ministry of Construction, in collaboration with the Government Office and relevant ministries, will finalize the project list and coordinate a nationwide livestream. A comprehensive report is to be submitted to the Prime Minister by August 10.The event will be broadcast live by the Viet Nam Television (VTV), with technical support for livestream connections provided by Viettel and VNPT.Deputy Prime Minister Tran Hong Ha was tasked to oversee all preparations, ensuring the program is conducted in a solemn, unified, and cost-effective manner.In addition, the Government will also organize a national exhibition showcasing the country's socio-economic achievements over the past eight decades.The exhibition is expected to take place at the National Exhibition Center in Dong Anh District, Ha Noi./.
