According to the Decision, the overall objective of the Scheme is to build and pilot a city-led digital consumption model and e-commerce sponsorship framework to form a transparent, safe, and traceable digital shopping environment with support mechanisms to protect consumers; while simultaneously generating reliable data sources to serve management, governance, forecasting, risk warning, and market development.By 2028, the Scheme strives to achieve: 500 entities participating in or connected to the model; 1,000 products listed on digital storefronts/linked portals; at least 80% of products with appropriate origin traceability or identification codes; 100% of participating entities guided on mandatory information disclosure; 90% of feedback/complaints classified and forwarded for resolution on schedule; 70% of cases responded to within the published timeframe; 20 training classes/instructional programs organized; 01 executive dashboard developed; and an 80% satisfaction rate among participating entities.To effectively implement the Scheme, the City identifies a key priority as translating the concept of "e-commerce sponsorship" into an operational code of rules that can be applied uniformly across the City. The regulations must clearly define the lead agency, coordinating agencies, local responsibilities, responsibilities of e-commerce platforms/platform enterprises, and legal liabilities of business entities. An inter-agency coordination mechanism will be established among the Department of Industry and Trade, Department of Science and Technology, Tax Authorities, Customs Sub-department Region I, City Police, Commune/Ward People’s Committees, and platform enterprises.The technology infrastructure of the Scheme will be developed around a "coordination - authentication - data - feedback" layer interconnected with existing platforms. The objective is to create a trusted access point for citizens and governance tools for management authorities. It leverages the City's existing web portals, specialized channels, citizen apps, feedback systems, and data platforms, avoiding duplicative investments where services can be leased or integrated. Specifically: Connecting existing City channels such as web portals, iHanoi, call centers, local feedback channels, and enterprise platforms under principles of non-duplication, non-exclusivity, and no data collection beyond intended purposes. Developing a specialized portal or module named "Capital Digital Storefront" to publish lists of eligible entities/products, valid sales links, traceability information, return policies, and feedback channels. Connecting with e-commerce platforms, social networks, delivery platforms, payment units, and traceability providers on a voluntary basis with aggregated/anonymized data agreements in compliance with the law...Regarding solutions to prevent and combat counterfeit goods, products of unknown origin, and commercial fraud: During the pilot period, the Hanoi Market Surveillance Sub-department is designated as the specialized focal point for handling cases with signs of counterfeit goods, intellectual property counterfeit goods, IP-infringing goods, goods of unknown origin/provenance, smuggled goods, commercial fraud, and false advertising in commercial activities. Inspection and violation handling data provided by Market Surveillance forces will be utilized to update risk maps.Concerning data development, analytics, early warning, and AI applications, these tasks are foundational and determine the Scheme's long-term operational sustainability. Implementation requires a clear division between state agency responsibilities, solution providers' duties, local grassroots organization tasks, and self-managed liabilities of business entities.In addition, communications, training, and resource mobilization through socialized funding are emphasized. The City requests building a communication campaign themed "Safe Digital Consumption - Transparent Business Entities - Products of Clear Origin" across portals, social media, loudspeakers, local conferences, markets, and commercial streets. Training programs will be organized for targeted groups: local officials, market management boards, household businesses/small traders, OCOP/craft village entities, small enterprises, consumers, and community digital transformation teams. A unified message framework will be crafted: "Identifiable Sellers - Traceable Products - Documented Transactions - Centralized Feedback Point." Platform enterprises, logistics providers, banks, e-wallets, traceability units, associations, and training institutions will be mobilized to contribute tools, experts, materials, and technical incentives; ensuring private enterprises do not dominate recognition criteria or state management data. Establish mechanisms to acknowledge socialized contributions while strictly preventing businesses from dictating recognition criteria, regulatory data, or State patronage content. Dedicated communications will be tailored for vulnerable groups, including the elderly, low-income workers, first-time buyers, traditional market vendors, and craft village entities unfamiliar with digital operations.

Enhancing the Efficiency of Fire Prevention and Fighting OperationsAccording to the report, fire prevention, firefighting, and rescue (PCCC&amp;CNCH) operations have recently achieved many positive results. Deploying forces and equipment closer to local areas has shortened response times, leading to the effective handling of fires, explosions, incidents, and accidents. In the first six months of the year, functional forces promptly handled 801 incidents not included in official fire statistics.The Fire Prevention, Firefighting, and Rescue Police directly rescued 98 people trapped in fires, safely protected 15,465 m² of factory space, hundreds of hectares of forest, and approximately 200 nearby households. Accordingly, the Regulations on safety assurance, risk management, and measures for applying artificial intelligence in state governance across Hanoi City stipulate work regarding safety assurance, risk management, and artificial intelligence application serving state management activities, public service provision, and official duties in Hanoi. AI application activities involving state secrets shall comply with laws on state secret protection, cybersecurity, and cryptography.Applicable Entities Agencies and units under the Hanoi People's Committee; organizations, enterprises, and individuals directly participating in or related to artificial intelligence activities concerning agencies and units under the Hanoi People's Committee.In cases where shared artificial intelligence systems involve agencies or organizations outside the management scope of the People's Committee, adherence to these Regulations, coordination rules, or documents issued by competent authorities is encouraged.Prohibited ActsUsing artificial intelligence systems beyond the designated purpose, scope, assigned authority, or without an approved legal basis and operational process.Feeding data into artificial intelligence systems that has not been approved by the System Owner.Unlawfully interfering with, deleting, altering, falsifying, or intentionally bypassing system logs, alert mechanisms, access control mechanisms, security protocols, or established approval workflows.Allowing artificial intelligence systems to automatically sign, issue, publish, release documents, administrative decisions, official responses, or legally binding transactions.Concealing the use of artificial intelligence systems in administrative records, public services, official responses to organizations and individuals, or interaction interfaces with individuals and enterprises in cases where the law requires notification, disclosure, labeling, or explanation.Irresponsibility in inspecting and verifying the legality of artificial intelligence system outputs; using system outputs as a basis for advising, processing records, issuing documents, administrative decisions, or executing official transactions that affect or violate the legitimate rights and interests of organizations and individuals, or breach legal regulations.Obstructing inspection, supervision, traceability, and incident handling; failing to provide or providing incomplete information upon lawful requests from competent authorities.The application of these Regulations must ensure consistency and alignment with current legal provisions on artificial intelligence, cybersecurity, data, the national AI ethics framework, and specialized guidance documents from the Ministry of Science and Technology.The management and use of artificial intelligence systems in official duties must comply with the principles in Article 4 of the Law on Artificial Intelligence and fulfill the following requirements: Human-centric approach; Ensuring meaningful human oversight, control, and intervention capability; Openness, transparency, and accountability appropriate to the nature, scope of use, and risk level of the system; Risk management proportionate to the system's impact on the legitimate rights and interests of organizations, individuals, and the public interest; Ensuring cybersecurity, personal data protection, state secrets, official business secrets, technological secrets, and intellectual property rights pursuant to the law; Aligning with the National AI Ethics Framework and technical standards issued by competent authorities; Promoting safe, green, inclusive, and sustainable AI development and application, ensuring energy efficiency, resource conservation, and minimizing negative environmental impacts.This Decision takes effect from July 31, 2026.

It is about the nation's development strategy—achieving faster but greener growth, deeper yet more sustainable international integration, attracting higher-quality investment and strengthening Viet Nam's global standing while fulfilling its international responsibilities," he said.The Deputy Prime Minister noted that climate change is one of the greatest global challenges, with profound impacts on socio-economic development. As a rapidly growing and highly open economy with rising energy demand, Viet Nam is among the countries most vulnerable to climate change.At the COP26 Climate Conference, Viet Nam committed to achieving net-zero emissions by 2050. That commitment has since been translated into concrete policies through Resolution No. 70 on ensuring national energy security through 2030 with a vision to 2045 and Resolution No. 253 on mechanisms and policies for national energy development during 2026–2030.The Government is also drafting a new resolution that will continue to place environmental protection, green transition and energy transition at the centre of the country's development strategy.Four strategic prioritiesTo make the energy transition the cornerstone of Viet Nam's Net Zero roadmap, Deputy Prime Minister Nguyen Van Thang outlined four strategic priorities.The first is pursuing an effective and sustainable energy transition by improving policies, diversifying energy sources, promoting renewable energy, modernising transmission and storage infrastructure and developing a competitive electricity market with stronger private-sector participation.He stressed that Viet Nam would not abruptly phase out conventional energy sources but would instead improve their efficiency, apply advanced technologies to control emissions and gradually reduce their share under an appropriate roadmap. The transition, he said, must ensure adequate energy supplies for growth, meet emissions-reduction commitments and deliver a just transition for workers, businesses and local communities.The second priority is upholding the principle of not sacrificing the environment for economic growth by strengthening environmental protection, restoring ecosystems, promoting the circular economy and accelerating green production and consumption. Emissions reduction should go hand in hand with reforming the growth model and improving the ESG standards and competitiveness of Vietnamese products in global supply chains.The third priority focuses on developing green finance and the carbon market as key pillars of the transition. The Government will continue to improve the legal framework, expand green credit and green bonds, introduce tax incentives for green projects, attract concessional finance and advanced technologies, and further develop the domestic carbon market.The fourth priority is to maximise the role of businesses and local authorities. The Deputy Prime Minister said enterprises across all economic sectors are the decisive force behind Viet Nam's Net Zero journey and should lead emissions-reduction efforts, integrate ESG into long-term business strategies and invest in clean technologies. Localities, particularly those with strong renewable energy potential, should improve planning, streamline administrative procedures and create favourable conditions for green investment.The Deputy Prime Minister affirmed that the Government would continue to accompany local authorities and businesses, listen to their concerns and remove obstacles to facilitate the green transition.He assigned the Ministry of Industry and Trade to continue advising the Government on measures to ensure national energy security while accelerating clean energy development and modernising electricity transmission, distribution, storage and dispatch systems.The Ministry of Agriculture and Environment was tasked with completing the national greenhouse gas inventory system, strengthening emissions management, promoting the carbon market, protecting ecosystems and enhancing climate resilience.Meanwhile, the Ministry of Finance and the State Bank of Viet Nam were instructed to accelerate green finance instruments, including green credit and green bonds, and develop blended finance and risk-sharing mechanisms to mobilise greater resources for the green transition.Local authorities were urged to update development plans, prepare pipelines of green projects, improve the investment climate and remove administrative bottlenecks to facilitate clean energy, circular economy and emissions-reduction projects.The Deputy Prime Minister also called on the business community to view green transformation and ESG governance as a strategic imperative and an opportunity to strengthen competitiveness by upgrading technologies, conducting greenhouse gas inventories, improving environmental data transparency and actively participating in the carbon market.He urged the Viet Nam Chamber of Commerce and Industry (VCCI) to strengthen its role as a bridge between the Government and businesses by promptly reflecting enterprises' concerns and coordinating with ministries and localities to develop green transition support programmes, particularly for small and medium-sized enterprises.The Deputy Prime Minister also called on the International Renewable Energy Agency (IRENA), international environmental organizations and developed countries to provide more practical support for Viet Nam and its businesses in implementing the country's emissions-reduction roadmap.Expressing confidence in Viet Nam's prospects, he said the country's Net Zero target would be achieved through the strong political commitment of the Party and State, the concerted efforts of the entire political system, the active participation of the business community and people, and close cooperation with international partners.Held alongside the forum, the "Viet Nam Net Zero – Green Path Exhibition" featured more than 50 booths showcasing green technologies, products, services, business models and innovations while providing a platform for cooperation, technology transfer, financing and investment in green transition projects.The organising committee also honoured outstanding enterprises for their contributions to the green economy, recognising their efforts in technological innovation, energy efficiency, emissions reduction and sustainable business development./.

The national energy labeling program serves as a state management tool to encourage the use of high-efficiency products, gradually phase out outdated technologies, and foster a culture of sustainable consumption within the community.The program has made a significant contribution toward achieving the target of reducing national energy consumption by 8 - 10% during the 2019 - 2030 period under the National Program on Economical and Efficient Use of Energy.According to the latest national energy statistics, the industrial sector accounts for more than 50% of Vietnam's total energy consumption. Surveys and practical assessments indicate that Vietnamese industries have the potential to reduce energy consumption by between 20% and 30%. Meanwhile, with annual growth in newly commissioned building floor space exceeding 40%, the energy-saving potential in Vietnam's building sector is estimated at 30 - 35%. The 42-kilometre expressway will start at the intersection of Ho Chi Minh City's Ring Road 4 and Provincial Road 991 in Tan Thanh Ward before connecting with Provincial Road 994 and the coastal route in Xuyen Moc Commune. Designed to urban expressway standards, the road will accommodate speeds of up to 100 km/h and feature six lanes. In densely populated sections, two-lane frontage roads will be built on both sides to facilitate local traffic.The main alignment of the Ho Chi Minh City - Moc Bai Expressway, with a total investment exceeding VND22.9 trillion, is also scheduled to break ground during the commemorative event. Vietnamese exporters are advised to include this requirement in contractual negotiations and encourage Argentine import partners to complete the Advance Ruling on Origin process through the VUCEA system before cargo is loaded at the port of departure.This coordinated approach can significantly reduce customs clearance time while establishing a robust legal safeguard throughout the transaction process. The maximum review period is 30 days, and the resulting ruling remains legally binding for up to three years.Second, the Central Bank of Argentina has relaxed access to the Foreign Exchange Market (MULC) while maintaining strict timelines based on product categories.According to BCRA Communication "A" 8226: "Except for goods subject to special regulatory treatment, payment deferral periods for ordinary imported goods are reduced to zero days from the date of customs declaration registration."In 2026, the policy was further strengthened as the Argentine government accelerated the dismantling of historical foreign exchange controls, commonly known as the CEPO system. The comprehensive easing measures have largely eliminated the bottlenecks associated with central bank approval for international payments, a major concern for businesses in previous years.Greater access to foreign currency helps explain why Argentine corporations and importers are now actively seeking large-scale contracts for agricultural products, supporting industry goods, and consumer products from Asia, particularly Vietnam.The current foreign exchange payment system operates under three primary mechanisms.For deferred-payment transactions involving ordinary goods, Argentine companies can access U.S. dollars immediately after customs clearance and transfer funds to Vietnamese suppliers without the previous 30-to-60-day waiting period.For immediate payment transactions, the banking system automatically approves foreign currency transfers only when shipping documentation is available and the importer qualifies as a certified small or medium-sized enterprise (SME). Large corporations must use their own foreign currency resources if they wish to make immediate payments.For advance payments or deposits, BCRA maintains strict controls to protect foreign exchange reserves. Advance payments are generally limited to 30% for machinery, equipment, and production lines, and 10% for components and spare parts.Vietnamese exporters of consumer goods should not accept contractual clauses requiring deposits above these thresholds, as Argentine commercial banks will be unable to approve such transfers. Conversely, Vietnamese importers purchasing agricultural commodities can leverage the promise of rapid payment to negotiate more favorable prices.Recommendations from the Vietnam Trade Office in ArgentinaBased on field research and market monitoring, the Vietnam Trade Office in Argentina believes that language barriers and geographical distance remain key factors slowing business connectivity between the two countries.Recent trade experience indicates that both sides possess strong interest in cooperation but require reliable channels for information verification before proceeding with agreements.A representative of a Vietnamese agricultural importing company explained: "We would like to sign directly with major farm operators in Rosario to secure the most competitive corn prices. Nasaki Vietnam Co., Ltd. is a prime example.Established in early 2018, Nasaki Vietnam specializes in manufacturing smart colored bricks and tiles using advanced Japanese green technology. In its initial phase, the company invested more than VND 5 billion in a wet-press roofing tile production line with an average capacity of approximately 50,000 tiles per month.At the time, unburnt colored roofing tiles were still relatively unfamiliar to Vietnamese consumers, particularly in the Northwestern region. Changing traditional preferences for construction materials proved challenging, while the company also faced obstacles related to investment capital, technical workforce development, and market access.Against this backdrop, Chief Executive Officer Nguyen Thi Khuyen and her team gradually overcame these challenges. The company focused on major urban centers in the Northwestern region, targeting projects with high requirements for aesthetics and quality. At the same time, Nasaki prioritized local employment, invested in workforce training, invited specialists to enhance technical skills, and built a team of skilled and professional workers.A notable aspect of Nasaki’s strategy is its commitment to environmentally friendly products such as unburnt bricks and tiles. These products are manufactured from materials derived from the stone powder supply process and do not require kiln firing, thereby reducing emissions and waste generation. Throughout production, the company also emphasizes resource efficiency, material recycling, energy conservation, and sustainable resource utilization.To date, the company has developed nine lines of unburnt roofing tiles, including a Korean-style tile collection featuring intricate details manufactured in Vietnam using non-fired pressing technology. Nasaki products have been supplied to numerous large-scale projects, including developments by Vingroup and Ocean Park. The company is also one of only three manufacturers in Vietnam exporting unburnt bricks and tiles to overseas markets.In 2023, Nasaki’s unburnt colored bricks and tiles were recognized by the Ministry of Industry and Trade as a national Rural Industrial Exemplary Product. The recognition affirmed the company’s innovation and creativity while providing additional momentum for further quality enhancement and market expansion.From green manufacturing to global expansionFollowing its recognition as a national RISEP product, Nasaki has gained stronger brand positioning, improved competitiveness, and greater opportunities for market expansion. Bilateral trade maintains positive growth momentumThe year 2025 marks the 75th anniversary of diplomatic relations between Vietnam and the Russian Federation. In 2012, the two countries elevated their ties to a Comprehensive Strategic Partnership. Photo: VNA</figcaption></figure>According to the Vietnam Customs, bilateral trade between Vietnam and Russia reached USD 4.77 billion in 2025, up 4% from 2024. Vietnam’s exports totaled nearly USD 2.26 billion, down slightly by 3.2%, while imports from Russia rose 11.6% to USD 2.51 billion. This growth trend has continued into 2026. In the first four months of the year, two-way trade reached USD 1.72 billion, an increase of 9.22% compared with the same period last year.The trade structure between the two countries remains highly complementary. Vietnam exports a wide range of agricultural products to Russia, including cashew nuts, coffee, rubber, and pepper, alongside textiles and garments, seafood, electronic components, and mobile phones. In return, Vietnam imports essential production inputs from Russia such as wheat, chemicals, pharmaceuticals, automotive equipment, coal, fertilizers, and plastic materials.These results indicate significant untapped potential in bilateral trade, particularly as both countries benefit from favorable cooperation mechanisms, logistics connectivity, and expanding business linkages.Strong potential driven by complementary trade, preferential agreements, and logistics connectivitySeveral Vietnamese export categories to Russia posted remarkable growth in 2025. Steel exports surged by 582.8%, coffee by 51%, footwear by 43.4%, and toys and sports equipment by 41.7%.In terms of value, textiles and garments remained Vietnam’s largest export item to Russia, reaching USD 504 million and accounting for 22.3% of total exports. Coffee followed with USD 462.3 million, representing 20%, while seafood exports reached USD 214.5 million.On the import side, Vietnam continued to source mainly production inputs from Russia. Coal ranked first at USD 875 million, accounting for 35% of total imports. Fertilizers followed at USD 315.2 million, while plastic raw materials reached USD 130 million. Several import categories also recorded strong growth, including other base metals, up 124.4%; ores and minerals, up 72.6%; and completely built-up automobiles, up 62.6%.Speaking at a recent trade promotion seminar on the Russian market organized by Vietnam Trade Promotion Agency under the Ministry of Industry and Trade, Le Hoang Tai, Deputy Director General of the agency, emphasized that Vietnam and Russia enjoy a traditional friendship that continues to develop positively under the framework of the Comprehensive Strategic Partnership. Economic and trade cooperation has maintained stable growth momentum.According to Le Hoang Tai, the trade structure of the two countries is clearly complementary. Vietnam’s key exports include textiles and garments, agricultural products, seafood, and coffee, while imports from Russia mainly consist of energy products and industrial raw materials. This demonstrates considerable room for expanding economic cooperation in the coming years.In particular, the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU) continues to serve as an important foundation for enhancing the competitiveness of Vietnamese goods in the Russian market through tariff preferences and trade facilitation measures. Signed in 2015 and entering into force in October 2016, the agreement has enabled most goods traded between the two countries to enjoy zero or very low import tariffs.In addition, businesses from both countries can now use the Russian ruble and the Vietnamese dong in bilateral trade settlements. Russia’s electronic visa policy, which allows Vietnamese citizens to stay for up to 15 days, has also created more favorable conditions for trade and commercial promotion activities.According to Duong Hoang Minh, Vietnam’s Trade Counsellor in Russia, Vietnam is currently Russia’s largest trading partner in ASEAN. Following a challenging period, bilateral trade has recovered significantly, reaching USD 3.6 billion in 2023, USD 4.6 billion in 2024, and approximately USD 4.8 billion in 2025.Duong Hoang Minh stressed that the potential for economic and trade cooperation remains substantial. Beyond the advantages provided by the free trade agreement, the resumption of direct flights and favorable visa policies has further strengthened connectivity. Tourism cooperation is expanding rapidly, with around one million Russian tourists expected to visit Vietnam in 2026, helping drive growth in bilateral trade in services.To capitalize on these opportunities, Duong Hoang Minh recommended that businesses make greater use of the benefits offered by the Vietnam-EAEU Free Trade Agreement and Russia’s investment incentives. He also encouraged enterprises to consider establishing representative offices in Russia to strengthen the presence of Vietnamese products, while actively participating in specialized exhibitions and trade missions organized by the Ministry of Industry and Trade and local authorities.Beyond market and policy factors, logistics is emerging as a key driver of economic cooperation between Vietnam and Russia. Vietnam Railways Corporation (VNR) noted that both countries are members of the Organisation for Cooperation of Railways (OSJD). In 2015, VNR and Russian Railways (RZD) signed a cooperation agreement to develop international intermodal rail transport and increase cargo volumes between the two countries.In recent years, VNR has continued to expand international partnerships to strengthen Vietnam-Russia transport routes. Since 2018, it has cooperated with RZD Logistics. In 2024, VNR signed an agreement with FESCO to develop multimodal transport services combining sea and rail transportation while also promoting end-to-end rail freight services.According to VNR, total cargo volume transported between Vietnam and Russia reached 688,300 tonnes in 2025, up 38% compared with 2024. Of this, rail freight from Vietnam to Russia accounted for approximately 77,900 tonnes, while imports transported by rail reached around 51,900 tonnes. As bilateral trade remains close to US$5 billion annually and Asia-Europe supply chains continue to evolve, demand for stable and efficient transport corridors is expected to increase further.Compared with maritime transport, rail offers significant time advantages, while remaining considerably more cost-effective than air freight. It is regarded as a suitable transport solution for products such as cosmetics, electronics, garments, and processed agricultural goods.Supported by strong political relations, highly complementary trade structures, preferential treatment under the Vietnam-EAEU Free Trade Agreement, and expanding logistics connectivity, Vietnam-Russia trade is well positioned for stronger growth in the years ahead.
