Bac Ninh Quan ho folk songs, the system of historical sites, communal houses, temples, pagodas, festivals, craft villages, cuisine, and intangible cultural values formed the foundation to create tourism products with strong identity and high recognition.Currently, the city had 8 cultural heritages inscribed and recognized by UNESCO; 3,154 ranked and inventoried historical sites; 10 special national historical sites, 292 national historical sites; 25 national treasures and groups of national treasures; 28 cultural heritages included in the National Intangible Cultural Heritage List; 39 recognized tourist areas and destinations; 246 artisans awarded State titles; and 1,319 traditional festivals.Based on natural and humanistic tourism resources, Bac Ninh's tourism products were currently tapping into several key product groups, such as: Culture - Quan ho tourism; heritage - spiritual culture tourism; eco - community - agricultural and rural tourism; the "Hanoi 5 City Gates" train route connecting Hanoi - Bac Ninh - Do Temple; night tourism, etc.

Deputy Director of the Department of Culture, Sports and Tourism Do Tuan Khoa presents the report at the working session.Regarding tourism attraction results for 2025, Bac Ninh welcomed 6.3 million visitors, including over 350 thousand international visitors; total tourism revenue in 2025 reached 5,500 billion VND. Results for the first 9 months of 2026 showed that the number of tourists reached 5.8 million, an increase of 7% over the same period; total revenue was estimated at 5,236 billion VND, reaching 80% of the plan, an increase of 9% over the same period. However, Bac Ninh tourism still faced a number of limitations. Land use planning and tourism infrastructure implementation had not been synchronized, with a lack of seamless connection between accommodation facilities. In the city, there was a shortage of entertainment, recreation, and shopping complexes strong enough to attract tourists; major key tourism products with distinct, unique, national, and international stature and strong spillover effects had not yet been formed; linkages between travel businesses and destinations remained weak; mechanisms to attract investment into tourism were not strong enough, etc.At the working session, delegates focused on discussing, assessing, and clarifying advantages, difficulties, and bottlenecks, as well as proposing solutions to drive the city's tourism industry toward sustainable development, actively contributing to the city's socio-economic development in the coming years.

Leaders of departments and sectors attend the working session.Concluding the working session, Secretary of the City Party Committee Nguyen Hong Thai affirmed that Bac Ninh City possessed great potential and advantages to develop tourism. The development space after administrative reorganization had expanded; cultural, historical, heritage, Quan ho, craft village, and ecological landscape resources were very rich; transport infrastructure was increasingly convenient; industry, trade, and services were developing, which, along with the upcoming Gia Binh Airport, opened up new opportunities for tourism. The Secretary of the City Party Committee requested a strong shift in mindset from exploiting resources to developing the tourism economy; from destination promotion to product building and sales; from the State directly making products to the State creating the environment, enterprises organizing operations, and the market deciding products. The ultimate goal was to turn resource advantages into products, turn products into revenue, and step by step turn tourism into an important economic sector contributing increasingly to the growth and image of Bac Ninh City."The breakthrough step for the city's tourism in the coming period is to build signature tourism products associated with attracting strategic investors, forming products capable of extending length of stay, increasing spending, and generating sustainable revenue," Secretary of the City Party Committee Nguyen Hong Thai emphasized. The Secretary of the City Party Committee assigned the Party Committee of the City People's Committee to direct the City People's Committee and relevant agencies to urgently issue the City People's Committee plan to implement the plans and projects of the City Party Committee on tourism development; clearly define products, projects, investment attraction lists, mechanisms and policies, resources, schedules, and responsibilities of each agency.

Secretary of the Bac Ninh City Party Committee Nguyen Hong Thai concludes the working session.Review all groups of tourism products and select a number of key products to focus on brand building. Among them, study priority for products such as "Bac Ninh - Land of Quan Ho", the Kinh Bac heritage journey, craft villages and creative handicrafts, eco - agriculture - community, and MICE tourism. Each product must be developed into a complete chain from greeting visitors, experiences, dining, shopping, and entertainment to accommodation.Mr. Nguyen Hong Thai also noted the work of inviting and attracting investment into tourist areas, resorts, and accommodation facilities; reviewing and selecting a number of driving-force tourism projects, avoiding spread-out investments; focusing on projects capable of creating new products and increasing length of stay, such as: Quan ho cultural - performance complexes, entertainment centers, convention centers, resorts, night economy, and craft village spaces.Along with that, establish mechanisms to attract strategic investors and consultancy units for the overall tourism planning of the city with a long-term perspective. The city must proactively prepare planning, land funds, infrastructure, and project lists; strongly improve investment procedures to create favorable conditions for attracting capable, reputable, and experienced corporations in tourism, resorts, and entertainment; and promote the night economy, craft village products, and characteristic OCOP products.Invest synchronously in minimum infrastructure at key tourist areas and destinations. Fundamentally innovate tourism promotion; promotion content must focus on specific products, specific markets, and be linked with travel enterprises; thereby, aiming to promote the sustainable development of the city's tourism industry, making a major contribution to the local socio-economy.Thao My

Particular emphasis is placed on localities producing items targeted by the Scheme, specifically lychees (for export) and poultry (such as free-range and safe-certified chickens).By October 21, 2026, commune and ward-level People's Committees must submit their evaluations against raw material zone criteria to the Department of Agriculture and Rural Development for consolidation and assessment. The selection of raw material zones and investment projects must adhere to the Scheme's unified set of criteria and scoring guidelines.Alongside identifying production zones, the province mandates the digitalization of management activities. Localities are required to create digital maps; issue and manage identification codes for cultivation zones, farming areas, and packing facilities; and build and periodically update raw material zone databases, ensuring seamless integration with the digital data platform of the Department of Agriculture and Rural Development. To strengthen the link between production and the market, the Department of Agriculture and Rural Development and local authorities will organize capacity-building activities for cooperatives and promote the signing and monitoring of linkage contracts among enterprises, cooperatives, and producers. Requirements for consumption linkages must be clearly outlined within project proposals. For selected raw material production zones, project proposals must clearly specify the current status, bottlenecks, investment objectives, funding sources (including counterpart funds), plans for post-investment production organization and management/operation, output targets, and projected efficiency. These details serve as the basis for project appraisal, selection, and the allocation of implementation resources. The Department of Agriculture and Rural Development shall lead the formulation of the provincial implementation plan, ensuring alignment with master plans and actual local conditions. The Department of Finance shall coordinate and advise on funding allocation, integrating resources to support the development of the collective economy, production linkages, and agricultural extension services. Local authorities are responsible for the management, operation, and funding of maintenance and repairs for transport and irrigation infrastructure connecting the raw material zones following the handover of these facilities. The implementation of the scheme to develop concentrated raw material zones for agriculture, forestry, and fisheries during the 2026–2030 period is expected to open up new development avenues for Bac Ninh province's agricultural sector. It aims to drive a shift from a production-oriented mindset to an agricultural-economy mindset, enhance product value, expand markets, and establish sustainable linkage chains for the new era.P.H
