During 11 months of 2025, total retail sales of goods and consumer service revenues maintained impressive growth momentum, while a series of demand-stimulation programs generated strong spillover effects, making an important contribution to the country’s GDP growth target for the year.Consumption market leads growthAccording to the Hanoi Department of Industry and Trade, total retail sales of goods and consumer service revenues in the capital reached VND 877.2 trillion in the 11 months of 2025, up 13% year on year. Of this, retail sales of goods amounted to VND 549 trillion, accounting for 62.6% of the total and rising 12%.Hanoi has set a target of over 8% GRDP growth in 2025, while aiming for a 14% increase in total retail sales and consumer service revenues. Photo: N.H.In Ho Chi Minh City, total retail sales of goods and consumer service revenues over the first 11 months were estimated at over VND 1,756,842 billion; up 15.4% year on year. Retail sales of goods rose 15.3%, accommodation and food services surged 24.9%, travel services increased 24.7%, and other services expanded 11.9%.Retail sales of goods reached VND 902,337 billion, with strong growth recorded in food and foodstuffs (19.8%), household goods (26.8%), and wood and construction materials (12.1%). Revenues from accommodation and food services were estimated at VND 207.001 trillion, up 24.9%.Major promotion campaigns such as Black Friday and Mega Sale at shopping malls and e-commerce platforms generated positive spillover effects, lifting revenues by 10 - 20% in each promotion period. Consumer demand has increasingly shifted toward supermarkets, thanks to price stabilization and promotion programs, helping households save costs and secure supplies amid food price fluctuations caused by natural disasters.Domestic consumption - a key driver of GDP growthAccording to the General Statistics Office under the Ministry of Finance, total retail sales of goods and consumer service revenues nationwide in the first 11 months of 2025 were estimated at VND 6,377.7 trillion, up 9.1% year on year. Excluding price factors, growth still reached 6.8%. Domestic consumption has emerged as the principal growth engine, supporting GDP expansion toward the year’s end and contributing to the target range of 8.3 - 8.5%.The Ministry of Industry and Trade has activated the 2025 national concentrated promotion program from December 1, 2025 to January 18, 2026, applicable to all enterprises, with a maximum promotion cap of up to 100%. Prof. Dr. Nguyen Thuong Lang, an expert in international economics and trade, emphasized that in the final month of the year, demand stimulation should be implemented in a coordinated manner for both households and the public sector.For households, priority should be given to short-term measures with rapid spillover effects. For the public sector, it is crucial to accelerate public investment disbursement, particularly in infrastructure, healthcare, education, and digital transformation, thereby creating jobs, raising incomes, and stimulating private consumption.Domestic consumption not only drives retail and services but also creates ripple effects across manufacturing, logistics, financial services, and tourism. Localities nationwide have simultaneously rolled out concentrated promotion programs, trade fairs, shopping festivals and business-to-consumer connection activities, while promoting digital transformation and e-commerce.Since 2009, total retail sales and consumer service revenues have maintained an average growth rate of nearly 10% per year, contributing to reduced trade deficits, keeping the consumer price index below 5%, and maintaining macroeconomic stability. In 2025, the strong momentum of domestic consumption continues to provide a crucial boost to production, services and GDP growth.Renewing traditional growth drivers and fostering new ones was highlighted by the Prime Minister as a key task at the Government’s regular meeting for November, concluded on December 6. Accordingly, the Ministry of Industry and Trade has been assigned to lead the implementation of key measures to robustly develop the domestic market, particularly e-commerce; ensure adequate supply of essential goods; intensify demand stimulation through promotions, discounts and trade fairs; and fully tap opportunities from the year-end and Lunar New Year season.&nbsp;The ministry has also been tasked with reviewing and proposing exemptions and reductions of taxes, fees and charges; strengthening the fight against smuggling and trade fraud; and submitting to the Prime Minister a proposal to establish a national trade fair steering committee before December 10, 2025.The coordinated efforts of the Government, businesses and localities, together with promotion programs, trade facilitation, and digital transformation, have positioned domestic consumption as a central growth pillar, enabling Vietnam’s economy to accelerate in the final months of 2025. <figure class="image image_resized" style="width:777px;"><img src="https://bcp.cdnchinhphu.vn/thumb_w/640/344443456812359680/2025/12/3/coche-17647322685871847725859.png" alt="Ha Noi accelerates investment in solar power projects- Ảnh 1."></figure>Standing Deputy Secretary of the Ha Noi Party Committee Nguyen Van Phong has signed a plan to implement Resolution No. 70-NQ/TW dated August 20, 2025, of the Politburo on ensuring national energy security through 2030, with a vision toward 2045.The plan sets the goal of enhancing the capital city's electricity reserve capacity and power supply by 2030, with a long-term outlook to 2045.Accordingly, the city aims that by 2030, commercial electricity output will reach 52,178 million kWh while commercial electricity consumption per capita will hit 5,721 kWh per person per year and maximum capacity (Pmax) will attain 9,400 MW.The average growth rate of commercial electricity can meet the double-digit economic growth target.The city strives to ensure that renewable energy sources account for at least 5 percent of total primary energy supply, and develop a total solar power capacity of about 1,500 MW by 2030.The capital city will strongly promote investment in centralized solar power projects and implement widespread rooftop solar installation at industrial parks, high-tech zones, industrial clusters, office buildings, apartment complexes, high-rise buildings, mixed-use commercial–service–residential buildings, and private homes across the city.By 2030, about 280 MW of electricity in the capital city will be generated from waste.The plan also sets a target to save 8-10 percent of the city's total energy consumption while promoting greater use of high-efficiency, energy-saving equipment and machinery, energy audits, and stronger measures to reduce electricity usage and emissions at industrial parks, factories, and urban areas.In addition, oil reserves are expected to reach approximately 90 days of net imports. The city will develop adequate infrastructure for importing liquefied natural gas (LNG) to meet the demands of LNG power plants and other needs.Ha Noi also aims to reduce greenhouse gas emissions from energy activities by about 15-35 percent compared with the business-as-usual scenario, while ensuring economic growth of at least 11 percent in 2026 and the following years.The city will develop an efficient smart grid system capable of safely interconnecting with the region; ensure safe power supply.Ha Noi will focus on completing the transition to a unified 22 kV medium-voltage grid and undergrounding all of medium- and low-voltage power lines in wards, central areas, and urban zones with stable planning.By 2045, the city aims to firmly ensure national energy security and develop a transparent, efficient, and equitable energy and electricity market in line with a socialist-oriented market economy.Although the capital does not enjoy as many hours of sunshine as the central or southern provinces, with more than 1,500–1,800 hours per year, Ha Noi still has significant potential to develop rooftop solar power, especially in new urban areas, industrial zones and other locations with favorable installation conditions.Making use of existing rooftops not only helps reduce electricity bills but also eases pressure on the grid during peak hours, especially on hot sunny days.According to calculations by several installation and research units, each 1kWp of rooftop solar can generate an average of 3.5–4.5kWh per day. A 5kWp system produces more than 150kWh per month, equivalent to the typical electricity consumption of an average household in Ha Noi.In addition to its economic benefits, rooftop solar power helps reduce greenhouse gas emissions. It is estimated that each kWh of solar electricity produced cuts CO₂ by about 0.7kg compared to electricity generated from fossil fuels./.

By 2030, half of office buildings in Ha Noi will use self-produced rooftop solar power for on-site consumption.

This marked a significant milestone, as it was the first time two-way trade surpassed USD 2 billion, setting a record high of USD 2.25 billion.In the first ten months of 2025, Vietnam-Laos trade continued to gain momentum, approaching USD 2.5 billion, an increase of 50.4 percent compared to the same period in 2024. Vietnam has thus become Laos’ third-largest trading partner, with the bilateral trade moving toward the target of USD 5 billion and with the ambition of reaching USD 10 billion in the coming years.The Minister instructed the Vietnam Trade Office in Laos to remain proactive in grasping developments on the ground, and to propose effective measures that translate the directives of senior leaders and the two Ministers of Industry and Trade into concrete results. This study, completed in 2018, concluded that an FTA would promote exports from ASEAN to Canada and vice versa.Building on the feasibility study, between 2019 and 2021, ASEAN and Canada continued discussions and finalized a Reference Document on the potential establishment of an FTA. The document was endorsed by the economic ministers at the 10th ASEAN - Canada Economic Ministers’ Meeting in November 2021, laying the groundwork for the official launch of ACAFTA negotiations.The agreement is expected to cover traditional negotiation areas such as trade in goods, trade in services, investment, rules of origin, customs procedures, sanitary and phytosanitary measures (SPS), standards, technical regulations and conformity assessment procedures (STRACAP), and may extend to non-traditional areas depending on the decisions of the negotiating parties.To date, ACAFTA negotiations have held 15 official rounds and reached agreement on several key chapters and issues. As a result, Vietnamese fruit and vegetables have gained wider access to global markets, boosting export value, especially for key products such as durian, dragon fruit, mango, jackfruit, and coconut.Durian, the leading export item, reached USD 1.94 billion in value in the third quarter of 2025, up 30.3% year-on-year. For the first nine months, durian exports totaled USD 2.76 billion, down slightly by 1.7% but still contributing significantly to overall export earnings. Institutional challenges following organizational restructuringUnder a decision of the Prime Minister, the Lang Son provincial Investment, Trade and Tourism Promotion Center was established by merging three entities: the Investment Promotion and Enterprise Support Center (under the Department of Planning and Investment), the Industrial Promotion and Trade Promotion Center (under the Department of Industry and Trade), and the Tourism Information and Promotion Center (under the Department of Culture, Sports, and Tourism).The restructuring aimed to streamline operations, reduce administrative layers, optimize budget use, and enhance management efficiency. Industrial promotion remains complicated due to the lack of a legal basis for budget allocation. Plans exist and demand exists, but implementation is impossible.”The Ministry of Finance’s Circular No.64/2024/TT-BTC, issued on August 28, 2024, stipulates that units in charge of industrial promotion must submit budget estimates to the Department of Industry and Trade, which consolidates and allocates funding.&nbsp;Under the new structure, this process no longer fits. The Industrial Promotion and Trade Promotion Center reports directly to the provincial People’s Committee, while the Department of Industry and Trade retains state management functions but no longer manages affiliated units.According to Prime Ministerial Decision No.1725/QĐ-TTg (December 29, 2023) and provincial regulations, the promotion center is responsible for implementing programs, while the Department oversees appraisal, inspection, and supervision. Both entities are primary budget units with separate allocations.This change disrupted the budgeting process. In 2025, the province could not allocate industrial promotion funds to the center, effectively freezing programs, even as many small-scale industrial enterprises required support for machinery, equipment, and trade promotion.Calls for regulatory adjustmentTo address this issue, the provincial People’s Committee requested guidance from the Ministry of Finance in December 2024. In February 2025, the Ministry confirmed that Circular No.64/2024/TT-BTC complies with Decree No.45/2012/NĐ-CP and suggested that Lang Son coordinate with the Ministry of Industry and Trade to propose amendments.Lang Son proposed adjustments to allow centers under the People’s Committee to directly receive industrial promotion funds, specifically targeting Clause 3, Article 14 of Decree No.45/2012/NĐ-CP. Although Decree No.235/2025/NĐ-CP was issued in August 2025, the provision on budget allocation remained unchanged. The Department holds funds but lacks implementing units, while the promotion center, capable of executing programs, cannot access the budget.A Department representative noted: “We have personnel, capacity, and plans, but no funding. The Department has the budget but no unit to implement. Many projects are stalled, and businesses lose access to support.”The provincial Department of Industry and Trade recommended that the Ministry of Industry and Trade advise the government to clarify the two models: the former, where the center is under the Department, and the new, where it reports to the provincial People’s Committee. Without adjustments, industrial promotion activities could be disrupted, affecting rural industrial development and start-up support.The province also urged the Ministry to revise regulations so all localities, merged or not, can benefit from state industrial promotion policies. VNPT has focused on administrative procedure reform under the ministry-level information system architecture, deployed across 26 provinces, and committed to shortening timelines and supporting data connection and management.
