In the European Union, retirement ages are commonly set between 65 and 67. Germany has set the retirement age at 67, Japan encourages people to work until the age of 70, while South Korea has a roadmap to raise it to 68.Third, encouraging businesses to invest in the silver economy market by developing products and services tailored to older adults, such as assistive technologies, age-friendly housing, wellness tourism, and specialized care services.Prime Minister Pham Minh Chinh affirmed that the Communist Party of Vietnam and the State have consistently paid attention to supporting and creating conditions for older people to continue contributing to society, thereby laying the political and legal foundation for developing the silver economy in Vietnam.The documents of the 14th National Congress set targets for Vietnam to achieve a Human Development Index (HDI) of around 0.8, an average life expectancy of about 75.5 years, and at least 68 years of healthy life expectancy. Vietnam also aims to rank among the world’s top 40 countries in the global happiness index.As part of the action program implementing the Party’s resolutions, the Party Central Committee’s Policy and Strategy Commission has been assigned to lead the development of a project on the silver economy to enhance social welfare and promote the contributions of older people to socio-economic development.In addition, Resolution No. 72-NQ/TW of the Politburo on strengthening the protection and improvement of public health places particular emphasis on healthcare for older adults in the context of population aging. The retirement age has been adjusted under the Labor Code and Decree No. 135 of 2020, with a roadmap to raise it to 62 for men by 2028 and 60 for women by 2035.Several community-based models, such as intergenerational clubs, have also been introduced to provide care, social activities, and livelihood support for older adults.However, the Prime Minister acknowledged that the development of the silver economy in Vietnam still faces many limitations. These include the absence of a comprehensive policy framework, insufficient mechanisms to unlock development potential, limited mobilization of social resources, and inadequate public-private partnerships.The long-term care system remains underdeveloped, service quality is uneven, and the economic role of older adults has not yet been fully realized.He attributed these challenges partly to the rapid pace of population aging, while the ecosystem of services for the elderly has not yet caught up. Markets for long-term care and assistive technologies remain limited, policy thinking still leans heavily toward social protection, and implementation capacity across localities remains uneven.Looking ahead, the Prime Minister stressed that the development of the silver economy must be pursued comprehensively and in a coordinated manner, aligned with the goals of the 14th National Congress and the National Strategy for Older Persons through 2035.The Government has identified five key areas of action: raising social awareness of the silver economy, developing a healthcare ecosystem for older adults, encouraging businesses to develop age-friendly services, promoting the role of older people in communities, and strengthening the role of the Vietnam Association of the Elderly.Three development pillars have also been identified: older people as the center and key actors within the silver economy ecosystem; businesses as the driving force for innovation and implementation; and the State as the architect of institutions and the legal framework.The Prime Minister requested ministries, sectors, and local authorities to synchronously implement tasks related to institutional development, infrastructure for elderly care, mobilization of social resources, and human resource training.Under the plan, the Ministry of Health will finalize the national strategy for adapting to population aging and draft revisions to the Law on Older Persons, expected to be submitted to the National Assembly in 2027. The Ministry of Finance will formulate a national silver economy strategy through 2045, while the Ministry of Foreign Affairs will prepare a project to strengthen international cooperation on issues related to older people.The Ministry of Industry and Trade has been tasked with studying and developing models for a silver economy ecosystem that integrates technology, services, and production to meet the needs of older adults.The Prime Minister emphasized that population aging is an inevitable trend of development. As the country rolls out its 2026–2030 five-year plan, international observers are paying closer attention to the quality, structure and resilience of its growth model amid lingering global uncertainties.Following two years of strong recovery, Viet Nam enters this new cycle with firmer macroeconomic fundamentals. Inflation remains contained, major economic balances are broadly secured, and market sentiment is gradually improving.Mariam J. Sherman, World Bank Division Director for Viet Nam, Cambodia and Laos assessed that the country's strengths lie in its strategic position along major Asian trade routes, its solid industrial base, an extensive network of free trade agreements, and a workforce that is both cost-competitive and increasingly skilled. These structural advantages continue to place Viet Nam among ASEAN's most dynamic economies in 2026 outlooks.Leading financial institutions have expressed optimism about Viet Nam's growth prospects. United Overseas Bank (UOB), Citigroup and Standard Chartered forecast GDP growth in the range of 7.2–8 percent this year, supported by sustained foreign direct investment (FDI) inflows and robust expansion in 2025. Investment in high technology, semiconductors and renewable energy is expected to strengthen industrial output as large projects begin commercial operations.&nbsp;At the same time, a recovery in domestic consumption and international tourism—amplified by earlier fiscal and monetary support measures—is providing additional momentum.More conservative projections from the Asian Development Bank (ADB), the International Monetary Fund (IMF) and the Organization for Economic Co-operation and Development (OECD) place Viet Nam's growth between 6 and 6.5 percent. Even so, such performance would significantly exceed the global average. The divergence in forecasts largely reflects caution regarding external risks rather than concerns over domestic fundamentals. Overall, there is consensus that Viet Nam's economy has become more resilient to global shocks.A notable evolution in international analyses this year concerns the drivers of growth. While exports and FDI were previously seen as the dominant pillars, increasing attention is now being paid to the domestic market. With GDP per capita projected to surpass US$5,000 in 2026, Viet Nam is approaching upper-middle-income status and witnessing the expansion of a more affluent middle class. A larger domestic consumer base not only offers greater opportunities for local enterprises, but also strengthens Viet Nam's appeal to investors pursuing "produce-for-market" strategies.FDI inflows are also shifting in quality. New projects are increasingly concentrated in high technology, smart manufacturing and renewable energy rather than low-cost, labor-intensive sectors. Viet Nam is gradually being recognized not only as an export platform, but as a critical link within regional production networks. This transition opens space for industrial clustering, technology transfer and deeper participation in global value chains.However, sustaining high growth and achieving a meaningful breakthrough will require more profound structural reforms.&nbsp;The OECD and IMF note that growth driven primarily by capital accumulation and labor expansion is narrowing in scope. Over the medium and long term, productivity improvements and innovation capacity will be decisive. Continued efforts to streamline administrative procedures, enhance regulatory transparency, deepen capital markets and pilot regulatory sandboxes for emerging industries are considered essential to unlocking a new wave of private investment and entrepreneurship.Another key priority is strengthening linkages between the FDI sector and domestic firms. As multinational corporations expand their footprint in Viet Nam, opportunities for technology diffusion and improved governance practices increase. Based on the ASEAN Secretariat's report, the TNC comprehensively reviewed the progress of relevant Working Groups through a summary of the negotiation progress document, thereby clearly identifying areas of good progress as well as remaining obstacles requiring guidance at the TNC level.The Meeting noted that, up to date, several chapters have been either sustantially or completely concluded, demonstrating the significant efforts of the Working Groups in closely following the Ministers' guidances on accelerating and concluding the negotiations.Work Program for TNC and Working GroupsThe TNC 17 agreed to increase the frequency of meetings, particularly in-person meetings and in-depth technical meetings of the Working Groups, to ensure progress according to the revised Comprehensive Work Plan. Drafting the decree under expedited procedures to ensure progressOn February 9 in Hanoi, the Ministry of Industry and Trade held a meeting of the drafting committee for the decree detailing several articles and measures to organize and guide the implementation of Resolution No. 253/2025/QH15 dated December 11, 2025, of the National Assembly on mechanisms and policies for national energy development in the 2026 - 2030 period. The meeting was chaired by Deputy Minister of Industry and Trade Nguyen Hoang Long. As the lead agency, the EAV prepared the first draft of the decree to solicit comments from members of the drafting committee. On December 31, 2025, the drafting committee held its first meeting to discuss the first draft. Based on the feedback received, the EAV coordinated with relevant units to absorb comments, revise, and finalize the second draft and the accompanying dossier for the decree.On January 12, the EAV reported to the Deputy Minister of Industry and Trade for consideration and approval of the decree dossier (second draft) and for the signing of the document to solicit broad-based comments. Among them, the group of regulations on offshore wind power development accounts for the largest volume, focusing on projects included in planning schemes and expected to be put into operation during the 2025 - 2030 and 2031 - 2035 periods. According to the EAV, this is the content that attracted the greatest number of comments, reflecting strong interest from ministries, sectors, local authorities and enterprises in the legal framework governing offshore wind power.Comments focus on four major groups of issuesAs of February 9, the EAV had received a total of 44 comments, including opinions from seven ministries and ministerial-level agencies, 28 provincial-level units; four units under the Ministry of Industry and Trade; and five economic groups. The Quang Ninh Department of Industry and Trade proposed adding the component “Report on the evaluation of planning implementation” in accordance with Clause 4, Article 49 of the Law on Planning.The EAV held that, for the special mechanisms stipulated in Resolution No. 253/2025/QH15, the dossier has already been compiled as a “Report on adjustment and updating of planning,” which integrates the main evaluation contents. Adding a separate dossier component could prolong the timeline and affect implementation progress. The EAV therefore proposed not adding a separate dossier component, but instead continuing to refine and clarify the evaluation content within the Report on adjustment and updating of planning.Second, regarding submission methods and the number of dossier copies. Several comments, including those from the Ministry of Justice and the Bac Ninh Department of Industry and Trade, proposed prioritizing electronic dossiers and reviewing the number of hard-copy dossiers to ensure feasibility. In response, the EAV revised the draft to stipulate that dossiers will include five hard-copy sets and one electronic set, and may be submitted in person, by post, or through electronic means. The Gia Lai Department of Industry and Trade proposed not stipulating the provision that “failure to respond by the deadline shall be deemed as agreement,” citing the lack of clarity regarding its legal validity. Meanwhile, other opinions suggested retaining this provision to ensure progress.The EAV considered it necessary to continue applying the mechanism whereby failure to provide comments by the deadline is understood as agreement, given the implementation of the resolution under expedited procedures. However, to ensure rigor, the draft has been revised to clarify response obligations and the accountability of consulted agencies and units for matters within their management responsibilities.Fourth, regarding transitional provisions for offshore wind power projects. The Vietnam National Industry and Energy Group, Copenhagen Infrastructure Partners of the Kingdom of Denmark, and the Ministry of Agriculture and Environment proposed adding transitional provisions for applications seeking sea area allocation to survey offshore wind power projects for the 2025 - 2030 period that are currently under review.According to the EAV, many applications are currently being processed by the Ministry of Agriculture and Environment, with a total proposed capacity exceeding 6,000MW. The Vietnam Trade Office in Poland reported that from 2026 and in the following years, Poland will further tighten food safety inspections at border checkpoints before allowing goods to enter the domestic market.Specifically, at the year-end 2025 review and task deployment meeting for 2026 of the Agricultural and Food Quality Inspection (IJHARS), Dorota Bochenska, Chief Inspector, noted that in 2025 IJHARS conducted numerous quality inspections on agricultural and food products imported from non-EU countries. Many consignments found in violation of Polish regulations were ordered to be destroyed or re-exported.Common violations identified in agricultural and food products imported from third countries included incorrect labeling, such as the absence of Polish-language information, missing or incomplete ingredient lists, and inaccurate indications of minimum durability dates.
