<figure class="image image_resized" style="width:777px;"><img src="https://bcp.cdnchinhphu.vn/thumb_w/640/344443456812359680/2026/4/2/carbon-1775097753837710108578.png" alt="Viet Nam gains nearly US$72 million from carbon credit - Ảnh 1."></figure>This is the second time the country has gained significant revenue from "selling clean air" through carbon credits.Through a results-based payment mechanism, Viet Nam will be paid&nbsp;corresponding to independently verified reductions in greenhouse gas emissions.These results were achieved by reducing deforestation and forest degradation, while increasing forest carbon stocks through afforestation and the restoration of natural forests.The funding from this project will be reinvested to strengthen forest-related policies, institutions, and enforcement measures.Specifically, the Green Climate Fund (GCF) on April 1 officially approved a funding proposal submitted by the JICA in coordination with the Vietnamese Government for a results-based payment project under the REDD+ mechanism.The proposal, titled "Viet Nam Reducing Emissions from Deforestation and Forest Degradation (REDD+) results-based payments for results period of 2014", was endorsed at the 44th meeting of the GCF Board held in the Republic of Korea on March 26, 2026.Through the project's activities, Viet Nam will gradually address the main causes of deforestation and forest degradation, promote sustainable forest management, and improve the livelihoods of local communities that depend on forests.The project is expected to be implemented over a period of six years, led by Viet Nam's Ministry of Agriculture and Environment, in coordination with provincial People's Committees in the project areas. The target locations include provinces in the Northwest and Northeast regions, namely Dien Bien, Lai Chau, Lao Cai, Son La, Phu Tho and Tuyen Quang.The approval of this project further affirms the long-standing and effective cooperation between JICA and Viet Nam in the field of REDD+, including support for policy development, forest monitoring systems, and the measurement, reporting, and verification of emission reductions and removals.In the coming time, JICA will continue to work closely with the Government of Viet Nam and relevant stakeholders to promote forest conservation, mitigate the impacts of climate change, and move toward sustainable development.At the beginning of 2024, Viet Nam successfully sold 10.3 million forest carbon credits (equivalent to 10.3 million tons of CO₂) for the first time through the World Bank (WB). With a price of US$5 per ton of carbon absorbed, the total contract value reached US$51.5 million./.

After merging with Binh Phuoc province in July 2025, the locality has a population of over 4.4 million, ranking third nationwide after Ha Noi and Ho Chi Minh City. It covers an area of 12,730 square kilometers, ranking ninth in the country.In 2025, the locality's GRDP grew by 9.63 percent, exceeding the government's target by 1.13 percentage points. Its GRDP at current prices reached VND 677.932 trillion, an increase of VND 84.468 trillion, while GRDP per capita reached VND 150.86 million.Currently, Viet Nam has six centrally-governed cities, namely Ha Noi, Ho Chi Minh City, Hai Phong, Da Nang, Hue, and Can Tho.At the meeting, the Central Committee also provided opinions on the socio-economic development plan for 2026–2030, the national financial plan, medium-term public investment, and the public debt borrowing and repayment plan for the 2026–2030 period./.&nbsp;

Germany has set the retirement age at 67, Japan encourages people to work until the age of 70, while South Korea has a roadmap to raise it to 68.Third, encouraging businesses to invest in the silver economy market by developing products and services tailored to older adults, such as assistive technologies, age-friendly housing, wellness tourism, and specialized care services.Prime Minister Pham Minh Chinh affirmed that the Communist Party of Vietnam and the State have consistently paid attention to supporting and creating conditions for older people to continue contributing to society, thereby laying the political and legal foundation for developing the silver economy in Vietnam.The documents of the 14th National Congress set targets for Vietnam to achieve a Human Development Index (HDI) of around 0.8, an average life expectancy of about 75.5 years, and at least 68 years of healthy life expectancy. Vietnam also aims to rank among the world’s top 40 countries in the global happiness index.As part of the action program implementing the Party’s resolutions, the Party Central Committee’s Policy and Strategy Commission has been assigned to lead the development of a project on the silver economy to enhance social welfare and promote the contributions of older people to socio-economic development.In addition, Resolution No. 72-NQ/TW of the Politburo on strengthening the protection and improvement of public health places particular emphasis on healthcare for older adults in the context of population aging. The retirement age has been adjusted under the Labor Code and Decree No. 135 of 2020, with a roadmap to raise it to 62 for men by 2028 and 60 for women by 2035.Several community-based models, such as intergenerational clubs, have also been introduced to provide care, social activities, and livelihood support for older adults.However, the Prime Minister acknowledged that the development of the silver economy in Vietnam still faces many limitations. These include the absence of a comprehensive policy framework, insufficient mechanisms to unlock development potential, limited mobilization of social resources, and inadequate public-private partnerships.The long-term care system remains underdeveloped, service quality is uneven, and the economic role of older adults has not yet been fully realized.He attributed these challenges partly to the rapid pace of population aging, while the ecosystem of services for the elderly has not yet caught up. Markets for long-term care and assistive technologies remain limited, policy thinking still leans heavily toward social protection, and implementation capacity across localities remains uneven.Looking ahead, the Prime Minister stressed that the development of the silver economy must be pursued comprehensively and in a coordinated manner, aligned with the goals of the 14th National Congress and the National Strategy for Older Persons through 2035.The Government has identified five key areas of action: raising social awareness of the silver economy, developing a healthcare ecosystem for older adults, encouraging businesses to develop age-friendly services, promoting the role of older people in communities, and strengthening the role of the Vietnam Association of the Elderly.Three development pillars have also been identified: older people as the center and key actors within the silver economy ecosystem; businesses as the driving force for innovation and implementation; and the State as the architect of institutions and the legal framework.The Prime Minister requested ministries, sectors, and local authorities to synchronously implement tasks related to institutional development, infrastructure for elderly care, mobilization of social resources, and human resource training.Under the plan, the Ministry of Health will finalize the national strategy for adapting to population aging and draft revisions to the Law on Older Persons, expected to be submitted to the National Assembly in 2027. The Ministry of Finance will formulate a national silver economy strategy through 2045, while the Ministry of Foreign Affairs will prepare a project to strengthen international cooperation on issues related to older people.The Ministry of Industry and Trade has been tasked with studying and developing models for a silver economy ecosystem that integrates technology, services, and production to meet the needs of older adults.The Prime Minister emphasized that population aging is an inevitable trend of development. In addition, 280 households received housing repair support, helping to ensure safe living conditions and reduce risks from future natural disasters. A further 1,000 households received household item kits.Speaking at the event, Ms. Francesca Nardini, Deputy Resident Representative of UNDP in Viet Nam, shared, through the program's multi-purpose cash assistance, households are empowered to make informed choices to meet their most urgent needs, including food, healthcare, essential household items, or education-related expenses."Safe and stable housing is a cornerstone of recovery, and we are pleased that this support has enabled poor and near-poor households, as well as those in particularly difficult circumstances, to repair their homes, strengthening protection against cold and harsh weather while safeguarding their health and dignity", she noted.The distribution was carried out smoothly and in compliance with regulations, ensuring openness and transparency, with close coordination among the Red Cross, local authorities, and relevant stakeholders.&nbsp;The delegation also conducted visits to several beneficiary households to gain first hand insight into their challenges and to strengthen engagement among all parties involved in the assistance effort.Through this program, UNDP continues to reaffirm its commitment to working alongside the Government of Viet Nam and local authorities in emergency response, early recovery, and strengthening community resilience to the increasing impacts of natural disasters and climate change./.

Alongside this meeting, the relevant Working Groups responsible for negotiating verious chapters of the ACAFTA had been meeting since February 2, 2026, and are expected to conclude on February 13, 2026. Attending these meetings are the TNC Leads and negotiators from 11 ASEAN countries (Timor Leste was invited to attend as an observer) and Canada. The countries are expected to negotiate the remaining unresolved issues in the ACAFTA, including key chapters such as trade in goods, trade in services, investment, e-commerce, rules of origin, trade and sustainable development, and intellectual property (meeting in Cebu, Philippines).<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2026/02/11/picture1-09071550.jpg" alt="ASEAN, Canada boost negotiation progress on FTA - 1"></figure>Overall assessment of negotiation progressDuring the TNC 17, the two Co-Chairs of ASEAN and Canada emphasized the strategic importance of the ACAFTA in strengthening the ASEAN-Canada economic partnership, especially in the context of continued global economic uncertainty. Based on the ASEAN Secretariat's report, the TNC comprehensively reviewed the progress of relevant Working Groups through a summary of the negotiation progress document, thereby clearly identifying areas of good progress as well as remaining obstacles requiring guidance at the TNC level.The Meeting noted that, up to date, several chapters have been either sustantially or completely concluded, demonstrating the significant efforts of the Working Groups in closely following the Ministers' guidances on accelerating and concluding the negotiations.Work Program for TNC and Working GroupsThe TNC 17 agreed to increase the frequency of meetings, particularly in-person meetings and in-depth technical meetings of the Working Groups, to ensure progress according to the revised Comprehensive Work Plan. TNC also supported the increased use of technical assistance through the Expert Deployment Mechanism (EDM) and the ASEAN-Canada Action Plan Fund to support complex negotiation issues.In addition, TNC tasked the ASEAN Secretariat with continuing to closely monitor the progress of the agreed timelines, periodically updating and reporting to the TNC to promptly propose adjustments to the roadmap if necessary.Expected Roadmap Towards the Conclusion of ACAFTA NegotiationsBased on the revised Comprehensive Work Plan and updated Roadmap presented at TNC 17, Parties reaffirmed their goal of substantially concluding ACAFTA negotiations in 2026, aiming for a report to and guidance from the Economic Ministers of both sides. According to this roadmap, the majority of negotiation chapters are expected to be concluded in the first half of 2026, while the remaining issues, particularly market access, exceptions, and dispute settlement, will be addressed in the final negotiating stage.TNC emphasized that achieving this goal requires strong political commitment, flexibility, and close coordination between the Parties at both the technical and policy levels. Therefore, TNC 17 is considered a crucial pivotal step, creating new momentum for the final stage of the ACAFTA negotiation process.With the results achieved at the TNC 17, ASEAN and Canada reaffirmed their shared determination to build a comprehensive, balanced, and mutually beneficial ACAFTA, making a practical contribution to strengthening economic, trade, and investment linkages between the two sides in coming time.A.N.
