Notably, Vietnam’s exports to India totaled USD 10.3 billion, up 14.2% compared to the previous year.The Trade Office has also actively supported Vietnamese businesses in participating in trade fairs, exhibitions, and business matching events, while organizing thematic seminars and regularly updating enterprises on India’s evolving policies relating to tariffs, technical standards, traceability requirements, and trade remedies.Alongside these achievements, the Trade Office noted that the Indian market continues to present a number of challenges, including protectionist policies with high import tariffs, the growing use of trade defense measures, increasingly stringent traceability requirements, and difficulties in supply chain connectivity between businesses of the two countries.<figure class="image"><img src="https://img-ven.congthuong.vn/resize/th/upload/2026/05/13/c-12040537.png" alt="Vietnam targets USD 25 billion in trade with India by 2030 - 2"></figure>In his remarks, Minister Le Manh Hung highly commended the Trade Office’s efforts in maintaining close market engagement, proactively supporting businesses, and promoting economic and trade cooperation between Vietnam and India.The Minister emphasized that the State visit of General Secretary and President To Lam carries special significance, ushering in a new phase of bilateral relations as senior leaders of both countries agreed to elevate ties to a “Comprehensive Strategic Partnership with Enhanced Cooperation.” This development opens substantial new opportunities for collaboration in trade, industry, logistics, oil and gas, fertilizers, renewable energy, pharmaceuticals, high technology, and supply chain restructuring.Minister Le Manh Hung stressed that the system of Vietnam’s trade offices abroad must undergo a fundamental shift in mindset and working methods toward modern governance, ensuring that trade promotion activities are closely aligned with the country’s broader economic development goals. Accordingly, trade promotion programs should be designed with clearly defined objectives, identifying which products to promote, which markets to target, and which partners to engage. Outcomes must also be measured through specific indicators such as export turnover, the number of business connections established, signed commercial contracts, and participation in supply chains.The Minister further requested the Trade Office to develop a comprehensive database of regulatory agencies, industry associations, reputable enterprises, and major importers in India in order to strengthen connectivity and improve support for Vietnamese businesses.To achieve the goal of raising bilateral trade turnover to USD 25 billion by 2030 in a more balanced and sustainable manner, while removing trade barriers to facilitate greater market access for both sides, the Trade Office was instructed to formulate phased action plans with clear roadmaps. These plans should identify sectors with strong growth potential, priority regional markets, appropriate promotional tools, and policy support mechanisms to be proposed to the Ministry of Industry and Trade.As a specific example, Minister Le Manh Hung highlighted the potential for developing a Vietnam - India supply chain in the textile and footwear industries, emphasizing the need to clarify opportunities for cooperation in raw materials, intermediate production, and enterprise connectivity in order to leverage the complementary strengths of both countries. It now plays a bigger role in final electronics assembly, specializing in finished consumer electronics, thanks to supply-chain diversification from tech multinationals like Samsung.While mainland China remains in the dominant position for many of these exports, Viet Nam's share of consumer electronics, including smartphones, printers and computers, has seen a notable jump from almost none to 8-15 percent in 15 years.Besides consumer electronics, Viet Nam is also striving to climb up the value chain further, targeting the integrated circuits segment. Indeed, Viet Nam has actually captured more share in the U.S. market in certain consumer electronics, defying the tariff risks, noted HSBC specialists.But it's not only the traditional exports market that the nation is targeting: new trade opportunities are of crucial importance. Viet Nam has a large portfolio of free trade agreements (FTAs), including the flagship EU-Viet Nam FTA.In the long term, Viet Nam's advantage remains, as FDI reflects international investors' confidence in an economy's medium- to long-term growth potential.Viet Nam's GDP expanded 7.83 percent in the first quarter of 2026, according to the National Statistics Office.With an export turnover of US$107.75 billion in 2025, computers, electronic products and components not only sustained their position as Viet Nam's largest exports by value, but also contributed more than half of the overall increase in the country's export value in 2025./.

As nations with a history of struggle for independence from colonial rule that mutually inspired our national movements, the last eight decades have been a remarkable journey of togetherness, showing sensitivity to each other's concerns and supporting each other's aspirations and national development visions.A decade of mutual achievements (2016-2026)Over the past decade, especially, since 2016, dimensions of our relations have, both, expanded and deepened. Our bilateral relations have evolved into more robust and multifaceted synergized frameworks, which have been built on the bedrock of mutual trust, civilizational heritage and mutual respect as also solidarity.Our cooperation has expanded across sectors with forward strides in all areas, particularly, political engagements, development partnership, defence &amp; security cooperation, people-to-people relations and trade &amp; commerce.Our bilateral trade has more than doubled since 2016; from US$ 8 billion in 2015-2016 to US$16 billion in 2024-2025. These are impressive developments and reflect the synergy between the two sides. However, our bilateral trade is still below 2 percent of our respective global trade; counter-intuitive to the fact that we are two of the fastest growing economies. And nothing speaks about the future more than harnessing technologies. So, what's in store for the India-Viet Nam partnership when it comes to harnessing technologies?While continuing to strengthen the traditional pillars of our partnership in an upward trajectory, focus will be on initiating cooperation in new domains, particularly, in innovation, critical and emerging technologies, renewable energy, health care, space technology, digital public infrastructure, fintech and pharmaceuticals, among others. Technology has become a key driver of growth, development and value chain in today's world. Given that India and Viet Nam, both, are rapidly growing economies with aspirational societies, our demand sets are aligned. There are many similarities in our technology push and on incorporating technology trends into our respective national economic plans. We will work with Viet Nam in realizing the potential in these critical and novel areas. We already have ongoing dialogue mechanisms on IT, S&amp;T, and other areas which need to be energized and refocused in line with demands of the current requirements.Further, as both sides move towards net-zero emissions, our national energy transition successes and experiences can benefit each other from our respective models and policies. Viet Nam's entry into the International Solar Alliance (ISA), earlier this year, was a step in this direction.In our framework, harnessing technologies is not restricted only to the definition in its raw sense. Both sides also make efforts to leverage this to strengthen the traditional bonds between the peoples of two countries. We know that Buddhism is the celestial bridge which embraces the two societies warmly. The spiritual welcome accorded during the Exposition of Holy Relics of Lord Buddha in Viet Nam in 2025 is a testimony to this everlasting bond. What we have undertaken together is leveraging technology to restore and conserve our heritage as well. The extensive and technically niche works being carried out by the Archaeological Survey of India at the UNESCO World Heritage Site in My Son is a case in point.With this same approach, both sides also understand that this framework stands to evolve further with increasing people-to-people ties. In the last decade, therefore, both sides have worked closely to increase people-to-people connectivity manifold. While at the Government-to-Government levels, we have relaxed visa regimes, at commercial levels, we have more than 90 direct flights operating per week between India and Viet Nam. Direct air connectivity has played a pivotal and catalytic role as a force multiplier to promote trade, tourism and business ties. Tourism has been the largest beneficiary with international travellers between the two countries, reaching to 900,000. In addition, we are also exploring the possibility of direct shipping connections between the two countries. We have sought to maximise freedom of choice and maintain autonomy in decision making. It is in this backdrop that the State Visit of the General Secretary and State President H. E. To Lam to India assumes importance. There could not have been a more appropriate time for our leaders to meet and exchange views as we both share mutual interests in promoting peace, stability and prosperity in the region.TakeawaysThe visit of General Secretary and State President To Lam has added an important chapter and momentum to our relations, now guided by the Enhanced Comprehensive Strategic Partnership. In addition, strengthening the voice and role of the Global South in global governance underscores the growing strategic convergence to promote international order based on international law.Second, Opening doors for cooperation in the domain of innovation and digital payment systems. Enabling cross border payment connectivity such as QR code-based payments further enhancing trade, tourism and commerce.Third, Continuing to work together towards conservation of our traditional cultural heritage. The restoration of the Nhan Tower and establishment of a Site Interpretation Centre at the UNESCO World Heritage site at My Son reflects our common heritage. The digitisation of Cham Manuscripts of Viet Nam is also an effort in this direction.&nbsp;Fourth, Collaboration and partnership in inter alia digital public infrastructure, 6G, Artificial Intelligence, space, nuclear technology and critical minerals supply chain resilience. We will work together in domains of critical and emerging technologies. The address by General Secretary and President H. E. To Lam at the India-Viet Nam Innovation Forum, co-hosted by India's Ministry of Electronics and IT (MeitY) and Vietnam's Ministry of Science &amp; Technology, is a testimony to our common resolve to forge partnerships in these new areas.&nbsp;Fifth, the visit to India's financial and commercial capital by General Secretary and President H. E. To Lam reflects that trade &amp; commerce is a key pillar of our partnership. The Business Forum attended by over 200 companies exhibits the mutual interest and desire to enhance mutually balanced trade. We will encourage investments and facilitate conducive environment for this.Sixth, continuing our deep cultural bonds, we will celebrate India Cultural Week in Viet Nam and Viet Nam Cultural Week in India in 2027 as we commemorate 55 years of establishment of diplomatic ties.Seventh, strengthen the existing academic linkages between the two sides. Indian Council for Cultural Relations (ICCR) Chairs in Indian Studies will be established in the Da Nang University and the University of Social Science and Humanities.&nbsp;Eighth, bring together Nalanda University and the Ho Chi Minh National Academy of Politics to promote leadership exchange and excellence in academics.&nbsp;Ninth, institutionalise relationship between the two commercial capitals, Mumbai and Ho Chi Minh City.&nbsp;Tenth, opening market access for agricultural products in respective markets.Eleventh, healthcare is a domain of immense value and importance to both the countries. We will work together towards resilient supply of quality and affordable pharmaceutical products to Viet Nam to ensure health security.&nbsp;Twelfth, consistent support for ASEAN Unity and ASEAN Centrality in the evolving regional architecture for regional peace, stability and prosperity. India is one of those countries which has a country-specific ASEAN Summit mechanism viz. India-ASEAN Summit. As unanimously agreed by all ASEAN members, 2026 has been designated as "Year of ASEAN-India Maritime Cooperation".&nbsp;Thirteenth, apart from being two rapidly growing economies, India and Viet Nam also cherish youthful demographics and aspirational societies. On May 7, 2026, the 27th Meeting of the ASEAN Economic Community Council (AECC 27) took place in Cebu City, the Philippines. The Vietnamese delegation attending the meeting was led by Deputy Minister of Industry and Trade Phan Thi Thang, accompanied by representatives from several relevant units under the Ministry.The 27th ASEAN Economic Community Council Meeting was chaired by Cristina Aldeguer-Roque, representing the Philippines as ASEAN Chair for 2026. The meeting also discussed the elevation of the ASEAN–ADB partnership through the anticipated signing of a Memorandum of Understanding between ASEAN and ADB, featuring a proposed financial support package of up to USD 30 billion. The decline reflects a pragmatic recalibration by investors in response to escalating geopolitical tensions.However, the index remains significantly higher than the average of the past four years, underscoring a consistent message that while global turbulence may weigh on short-term sentiment, Viet Nam's long-term appeal is firmly preserved.EuroCham Chairman Bruno Jaspaert said, the BCI data shows that while the geopolitical weather outside may be stormy, Viet Nam's economic foundations remain resilient.The survey revealed that companies with deeper engagement in Viet Nam tend to perform better. Among firms positioning Viet Nam as a key market in their regional strategy, 65–68 percent reported positive business results and 96 percent were willing to recommend the country.By contrast, companies with only a limited or cautious presence in Viet Nam show far weaker results, with just 23 percent reporting positive performance and less than half recommending the market, dwarfing the metrics slightly.Jaspaert said that "when over nine out of ten businesses continue to champion this market, it speaks volumes about Viet Nam's extraordinary potential for growth. The sustained GDP performance we are seeing, with Q1 2026 expanding by 7.83 percent – outpacing the same period last year, reinforces this confidence."The numbers in this BCI proved that the deeper companies anchor their operations in Viet Nam, the more financially resilient they become, even when the broader global picture is fraught with risk, he said.Notably, the newly elected Government has also highlighted the focus on private economy as a key driver of growth. The target locations include provinces in the Northwest and Northeast regions, namely Dien Bien, Lai Chau, Lao Cai, Son La, Phu Tho and Tuyen Quang.The approval of this project further affirms the long-standing and effective cooperation between JICA and Viet Nam in the field of REDD+, including support for policy development, forest monitoring systems, and the measurement, reporting, and verification of emission reductions and removals.In the coming time, JICA will continue to work closely with the Government of Viet Nam and relevant stakeholders to promote forest conservation, mitigate the impacts of climate change, and move toward sustainable development.At the beginning of 2024, Viet Nam successfully sold 10.3 million forest carbon credits (equivalent to 10.3 million tons of CO₂) for the first time through the World Bank (WB). He expressed hope that the funding would be effectively used in areas such as innovation, semiconductors, green transition and digital transformation, contributing to growth targets for 2026–2030.Following the signing, the Ministry of Finance said it would work closely with relevant ministries, sectors and localities to ensure effective implementation of the projects. The ministry also expressed its expectation of continued close cooperation from the Japanese Government, the Embassy of Japan and the Japan International Cooperation Agency in maximizing the effectiveness of the ODA funding.On March 18, the Japan International Cooperation Agency (JICA) office and the Ministry of Finance co-organized a signing ceremony for a US$320 million loan entitled "Green Transformation towards Green Growth and Climate Resilience" (GX-DPL) in a bid to support Viet Nam engage with its sustainability goals.&nbsp;The program aims to help Viet Nam achieve its nationally determined contributions while enhancing resilience to increasingly severe climate-related disasters. It also represents a flagship example of next-generation official development assistance (ODA), featuring streamlined preparation processes, faster disbursement and a strong focus on achieving development outcomes through effective policy design and resource mobilization./.
